Rules for Star Rating of Inland River Tourist Ships (Trial)

  Article 1
In order to meet the needs of the development of China's tourism industry, improve the level of tourism reception services, and standardize the domestic inland river tourist boat market, the star rating of domestic inland river tourist boats is conducted according to the spirit of the relevant documents of the State Council.

Article 2
Inland river tourist ships refer to passenger ships that can operate for more than 24 hours in China's inland waters, mainly receive tourists, and provide accommodation and entertainment services.

Article 3
The star rating of inland river tourist boats marks the consistency and satisfaction of the construction, decoration, facilities, equipment, service items, service levels, etc. of tourist boats with the needs of tourists at different levels of consumption.

Article 4
The National Tourism Administration has set up the National Inland River Tourist Boat Star Rating Committee to uniformly organize and manage the star rating of inland river tourist boats nationwide.

Article 5
The National Inland River Tourist Boat Star Rating Committee is responsible for organizing the star rating of the national inland river tourist boats; Organize star level review and inspection of tourist ships every year according to the standard requirements; Be responsible for the training, assessment, certificate issuance and review of star inspectors of tourist ships. Tourism bureaus of relevant provinces, autonomous regions and municipalities directly under the Central Government participate in the star rating of tourist ships organized in a unified way.

Article 6
Star rating of inland river tourist ships shall be conducted in accordance with the national standard of the People's Republic of China Classification and Assessment of Star Rating of Inland River Tourist Ships (GB/T15732-1995).

Article 7
Tourist ships that meet the requirements of ship building specifications and are approved by the Ministry of Communications to operate in inland rivers or rivers and lakes within the territory of the People's Republic of China can participate in the star rating.

Article 8
Tourist ships approved to be put into operation for less than one year can be rated as reserve stars, and tourist ships officially operated for one year (including one year) can be officially rated as stars.

Article 9
The star level of inland tourist boats shall be comprehensively assessed and comprehensively evaluated according to the construction, decoration, equipment and facilities conditions, maintenance status, operation and management level, service quality standards, service project settings, etc. of tourist boats.

Article 10
The star rating method for inland river tourist ships is a comprehensive evaluation that combines the necessary conditions required by the inspection standards with the inspection and scoring according to the evaluation rules formulated by the National Technical Committee for Tourism Standardization.
These evaluation rules include:

Item 2 Detailed Rules for Evaluation of Facilities and Equipment Maintenance of Tourist Boats
Item 3 Detailed Rules for Sanitation Assessment of Tourist Ships
Item 4 Detailed Rules for Service Quality Assessment of Tourist Boats
Item 5 Detailed Rules for Evaluation of Guests' Opinions on Tourist Boats

Article 11
For tourist ships built before January 1, 1996, if individual assessment items fail to meet the requirements of the standard (GB/T15731-1995), the National Inland River Tourist Ship Star Rating Committee will deal with them in accordance with the relevant provisions of the specific implementation provisions of these Rules. If a tourist ship built after January 1, 1996 fails to meet the standard requirements, the star rating applied for cannot be assessed.

Article 12
If the tourist ship applying for star rating fails to reach the score specified in the Detailed Rules for the Assessment of Facilities and Equipment, the Detailed Rules for the Assessment of Facilities and Equipment Maintenance, the Detailed Rules for the Assessment of Sanitation, or the score rate specified in the Detailed Rules for the Assessment of Guests' Opinions, the applied star rating cannot be assessed.

Article 13
The National Tourism Administration is responsible for announcing the names and star ratings of the tourist ships that have been rated as star stars at home and abroad, and requiring the tourist groups organized by travel agencies to take star tourist ships.

Article 14
If it is necessary to close the service facilities and equipment specified in the star level standard, cancel or change the service items specified in the star level standard after the tourist ship has obtained the star level, it must be reported to the National Inland River Tourist Ship Star Rating Committee for approval.

Article 15
The National Inland River Tourist Boat Star Rating Committee shall impose the following penalties on tourist boats whose operation and management level fails to meet the standard of star rating: verbal reminding, written warning, criticism, temporary star rating reduction, rectification within a time limit, star rating reduction and cancellation.

Article 16
All inland river tourist ships in the country must accept the inspection of star inspectors and provide relevant technical data to facilitate the inspection. Inspectors shall exercise their functions and powers according to law and shall not be subject to illegal interference.

Article 17
Star inspectors of tourist ships must act impartially, inspect in strict accordance with standards, and implement relevant regulations and disciplines.

Article 18
When inspecting tourist boats, inspectors must hold not only the inspection certificate, but also the letter of introduction from the National Inland River Tourist Boat Star Rating Committee Office.

Article 19
According to the inspectors' inspection results and the guests' opinions, the National Tourism Administration will regularly evaluate the best star tourist ships in China and award mobile trophies.

Article 20
If the tourist ship has any objection to the star rating result, it can appeal to the National Tourism Administration. The National Tourism Administration will make a decision within 60 days after receiving the appeal.

Article 21
Star symbols and certificates of inland river tourist ships shall be uniformly produced by the National Star Rating Committee for Tourist Ships and issued by the National Tourism Administration.

Article 22
The star level sign of the tourist ship should be placed at the obvious position of the tourist ship or the general service desk.

Article 23
Star rated tourist ships shall be marked with their star ratings in their external publicity advertisements and other materials.

Article 24
The National Tourism Administration is responsible for the interpretation of these Rules and the formulation of specific implementation regulations.

Article 25
These Rules shall come into force as of January 1, 1996.
