Permits for entering and leaving the Macao Special Administrative Region

Passes to Hong Kong and Macao issued by the competent entities of the People's Republic of China; -
Passes to and from Hong Kong and Macao or other travel documents issued by the competent entities of the People's Republic of China (for example, Taiwan residents' passes to and from the mainland, commonly known as "Taiwan compatriots' cards"); -
Hong Kong permanent identity card, Hong Kong return permit or other documents issued by the competent entity of the Hong Kong Special Administrative Region and accepted by the Macao Special Administrative Region; -
Seafarers' identity cards referred to in ILO Convention No. 108 of May 13, 1958; -
The flight license referred to in Annex I and the crew certificate referred to in Annex IX of the Convention on International Civil Aviation of December 7, 1944, but only when the holder is performing his work; -
Other documents required by law or international treaties applicable to the Macao Special Administrative Region.

Persons who hold valid Identification Card for Foreign Employees or Special Stay Card issued by Macao shall present the card at the time of entry and exit; -
The holders of the above-mentioned certificates are only allowed to enter the Macao Special Administrative Region if they are guaranteed to return to or enter any other country or region by the above-mentioned certificates, except those holding the certificates mentioned in the first paragraph above; -
In exceptional cases with appropriate reasons, the conditions in point 2 can also be exempted.
Conditions for entry into the Macao Special Administrative Region

Non residents entering the Macao Special Administrative Region must simultaneously meet the following requirements: -
Hold passports, travel documents or other documents accepted for the effectiveness of entry and exit control, and the remaining validity period of the documents or documents should exceed the period of planned stay in the Macao Special Administrative Region plus 90 days; -
Obtain the corresponding administrative permit when arriving in the Macao Special Administrative Region through visa or other special advance procedures, or when exempted from such procedures; -
When actually entering the Macao Special Administrative Region, it is confirmed that there is no legal reason for refusing entry.

Holders of the "Travel Permit to Hong Kong and Macao" must hold a valid "Endorsement to Macao"; -
Must have a valid continuation or return ticket; However, persons who can effectively prove that they reside in the Mainland of China or the Hong Kong Special Administrative Region will be exempted. The exemption does not apply to transit passengers who hold passports of the People's Republic of China or Hong Kong Special Administrative Region and travel through Macao to other countries or regions; -
If you plan to stay in Macao for no more than 7 days, you must prove that you have at least MOP 5000; It is planned to stay in Macao for 8 to 14 days, no less than MOP 10000; It is planned to stay in Macao for 15-21 days, not less than MOP 15000; It is planned to stay in Macao for 22 days or more, not less than MOP 20000, as a living resource during the period of stay in Macao; -
Visitors to Macao who are not exempted from "visa" and "entry permit" shall: -
Apply for "entry and stay permits" (commonly known as "port visas") at the immigration stations under the Department of Entry and Exit Control of the Public Security Police when arriving in Macao; or -
Apply for the "Pre entry Permit" (see "Pre entry Permit" for details) through its agent through the Department of Residence and Stay of the Macao Public Security Police; Or -
Apply in advance for the "visa" (visa format) of the Macao Special Administrative Region through the Chinese embassies, consulates or other foreign representative offices authorized by the Ministry of Foreign Affairs of the People's Republic of China (From July 1, 2010, visitors to Macao from Bangladesh, Nepal, Nigeria, Pakistan, Sri Lanka and Vietnam must apply for a valid Macao visa in advance through the embassies and consulates of the People's Republic of China abroad before entering Macao. Application for "Entry and Stay Permit" (commonly known as "Port Visa") -
Persons who intend to enter the Macao Special Administrative Region but have not applied for a "visa" in advance to the Chinese embassies, consulates or other overseas representative offices approved by the Ministry of Foreign Affairs of the People's Republic of China, or have applied for a "pre entry permit" by the Department of Residence and Staying Affairs of the Macao Public Security Police Bureau, may, upon arrival in Macao, visit the "visa room" at the relevant exit and entry affairs station Apply for "entry and stay permit" (commonly known as "port visa") in real time. Persons holding travel documents that only allow the holder to enter or return to the Macao Special Administrative Region, provided that they have been confirmed as permanent residents or granted residence permits in advance, and show relevant certificates when entering the Macao Special Administrative Region; -
Persons who hold a permit to Hong Kong and Macao or other travel documents issued by the competent entity of the People's Republic of China; -
Persons holding Hong Kong permanent identity cards, return to Hong Kong permits or other documents issued by the competent entities of the Hong Kong Special Administrative Region and accepted by the Macao Special Administrative Region; -
A person who holds a seafarer's identity card referred to in ILO Convention No. 108 of May 13, 1958; -
A person who holds a flight licence referred to in Annex I and a crew certificate referred to in Annex IX to the Convention on International Civil Aviation of December 7, 1944, but only if the holder is performing his work; -
Holders of passports, Hong Kong resident identity cards, or diplomatic or consular identity documents issued by the competent entities of the People's Republic of China; -
Persons exempted from the provisions of international law instruments applicable to the Macao Special Administrative Region; -
Persons who use the Macao International Airport to transit through the Macao Special Administrative Region, excluding specific persons or groups, nationals or residents of specific countries or regions who require a visa or a prior entry permit, and who are not allowed to be granted entry and stay permits as decided by the Chief Executive with the instructions of the Chief Executive; -
Persons who transfer to Macao Special Administrative Region only; -

Duration of stay permit granted upon entry

General -
Any person may stay in the Macao Special Administrative Region for a maximum period of 90 days before the expiry of his passport, travel document or other documents accepted for the purpose of entry and exit control. -
The restrictions in the preceding paragraph shall not be against the holders of passes issued by the authorities of the People's Republic of China or other documents accepted for the effectiveness of entry and exit control, as well as persons who are proved to be intending to enter the Macao Special Administrative Region for transit due to exceptional circumstances of force majeure.

Those who need to apply for a "visa", "pre entry permit" or "entry and stay permit" will be granted a stay permit of up to 30 days upon entry. For those who hold an endorsement for a longer period of stay in Australia, such as working or studying in Australia, and intend to stay for more than 90 days within the validity period of the endorsement, they shall go to the Office of Residence and Stay Affairs to handle the extension of stay permit. If it is found that the period of the "stay permit" granted at the time of entry has expired, but the party concerned has not gone through the extension procedures, it will be deemed as an overdue stay. In addition, until the expiration date of the above endorsement validity period, if the holder applies for an endorsement renewal and obtains a new endorsement during his legal stay in Macao, he/she should also go to the Office of Residence and Stay Affairs to go through the formalities of extending his/her original "stay permit" period according to the period of the new endorsement. Otherwise, he/she will also be deemed to have overstayed his/her stay. -
In case that the period of "stay permit" to be granted upon re entry is longer than the period of validity of "Identification Card of Foreign Employees", "Special Stay Permit", "Special Stay Permit" or "Extended Stay", the Department will take the following measures: -
If the person is not a legally exempted "visa" or "pre entry permit" person and chooses to apply for "entry and stay permit", he must pay the fees required for "entry and stay permit". After the expiry of the validity period of the relevant documents/stay permits, he/she will continue to stay in Macao within the validity period of the "stay permit" granted to him/her at the time of entry as a passenger; -
Those who do not choose to apply for an "Entry and Stay Permit" may stay in Australia until the expiry of their "Identification Card for Foreign Employees", "Special Stay Permit", "Special Stay Permit" or "Extended Stay".

Denial of entry

Non local residents are denied entry to the Macao Special Administrative Region for the following reasons: -
Has been deported according to law; -
Being prohibited from entering, staying or transiting the Macao Special Administrative Region in accordance with the provisions of international law instruments applicable to the Region; -
They are prohibited from entering the Macao Special Administrative Region in accordance with the law.

Non local residents may be denied entry to the Macao Special Administrative Region for the following reasons: -
Attempting to circumvent the provisions on stay and residence and frequently entering and leaving the Macao Special Administrative Region for a short time without properly explaining the reasons; -
Having been sentenced to deprivation of liberty in the Macao Special Administrative Region or elsewhere; -
There are strong indications that any crime has been committed or is about to be committed; -
There is no guarantee of returning to the place from which they came, or there is sufficient reason to doubt the authenticity of their travel documents, or they do not have the necessary living resources during the scheduled stay, or they do not have the transport documents required to return to the place from which they came.

The authority to refuse entry is vested in the Chief Executive and may be delegated to others.

When passengers, crew members or crew members transported by a maritime or air transport enterprise to the Macao Special Administrative Region are refused entry, they must immediately return them to the place where they originally used the means of transport of the enterprise; If they cannot be returned to the place, they must be returned to the country or region where their travel documents are issued. -
If a passenger, crew member or crew member who has been refused entry cannot be returned immediately in accordance with the provisions of the preceding paragraph, all expenses incurred during his stay in the Macao Special Administrative Region, especially accommodation, meals and health care, shall be borne by the transport enterprise. -
Transport operators who transport passengers, attendants, crew members or crew members who should not be permitted to enter the Macao Special Administrative Region by any means of transport required by law to have a certificate of registration to enter the Region, whether they are subsequently permitted to enter or not, shall be fined between 10000 and 30000 Macao dollars for each person who should not be permitted to enter the Region. If the transport operator cannot be reasonably required to know the situation of the relevant person under specific circumstances, the act will not be punished. -
The above fines shall be paid within 10 working days from the date of relevant notice. -
If the violator fails to pay the relevant fine automatically according to the provisions of the preceding paragraph, the Department of Entry and Exit Control will send the relevant record with the nominal effect of execution to the competent court for compulsory collection.
