Decision on the directory of production license management

People's governments of provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions of the State Council, and institutions directly under the State Council:

In order to ensure the quality and safety of important industrial products, strengthen the management of product access and source control, prevent major risks of product quality and safety, and ensure the safety of people's lives and property and public safety, the State Council decided to adjust and improve the catalogue of production license management of industrial products, and improve the management of cold rolled ribbed steel bars, bottled liquefied petroleum gas regulators, wire ropes, plywood, blockboard Six kinds of products, such as safety helmets, are subject to industrial product production license management. After the adjustment, there are 14 categories and 27 varieties of products under the management of production license for industrial products, which shall be implemented by the provincial competent department of production license for industrial products, and the relevant approval authority shall not be delegated. At the same time, the approval method of fertilizer production license was changed from informing commitment to "verification before certification".

The competent department of the State Council in charge of production license for industrial products should formulate the detailed rules for the implementation of production license for six kinds of products, such as cold-rolled ribbed steel bars, as soon as possible, and clarify the transition period to ensure the implementation before the end of September 2024. The provincial competent department of industrial product production license shall strictly manage the examination and approval, improve the efficiency of examination and approval, and strengthen supervision before, during and after the event. All relevant departments should cooperate to ensure product quality and safety.
