The People's Government of the Tibet Autonomous Region and the Ministry of Natural Resources:

We have received your request for approval of the Land and Space Planning of the Tibet Autonomous Region (2021-2035). It is hereby approved as follows:

1、 We agree in principle with the Land and Space Planning of the Tibet Autonomous Region (2021-2035) (hereinafter referred to as the "Plan") reviewed and approved by the Ministry of Natural Resources. The Plan is the guide for the spatial development of the Tibet Autonomous Region, the spatial blueprint for sustainable development, and the basic basis for various development, protection and construction activities. Please organize and implement it carefully. The Tibet Autonomous Region is an important national security barrier, ecological security barrier, strategic resource reserve base, clean energy base, plateau characteristic agricultural product base, world tourism destination and an important channel open to South Asia. The implementation of the Plan should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the 20th National Congress of the Communist Party of China, fully, accurately and comprehensively implement the new development concept, adhere to the people as the center, coordinate development and security, promote the harmonious coexistence of man and nature, and focus on the four major issues of stability, development, ecology and border strengthening, New achievements have been made in promoting the ecological protection and sustainable development of the Qinghai Tibet Plateau, and a new chapter in the long-term stability and high-quality development of the snow covered plateau has been written.

2、 Build a solid space foundation for safe development. By 2035, the cultivated land reserve in the Tibet Autonomous Region will be no less than 6316200 mu, of which the permanent basic farmland protection area will be no less than 4872900 mu; The ecological protection red line area is no less than 606900 square kilometers; The expansion multiple of urban development boundary shall be controlled within 1.3 times of the scale of urban construction land in 2020; The use area of construction land per unit of GDP has decreased by no less than 30%; The total water consumption shall not exceed the national target, including 3.71 billion cubic meters in 2025. Define key prevention and control areas for natural disaster risks, delimit risk control lines such as flood and waterlogging, implement safety guarantee space such as strategic mineral resources, historical and cultural protection, and comprehensively anchor the space bottom line of high-quality development.

3、 Build a land space system supporting the new development pattern. We will thoroughly implement the strategy of coordinated regional development, major regional strategies, the strategy of main functional areas, the strategy of new urbanization, and the strategy of rural revitalization, and promote the formation of a new pattern of land and space development and protection with obvious main functions, complementary advantages, and high-quality development. Actively participate in the construction of the "Belt and Road", build a new land sea channel in the west, connect the Chengdu Chongqing dual city economic circle, serve and integrate into the new development pattern, and promote high-quality development.

4、 Systematically optimize the land space development and protection pattern. Give play to regional comparative advantages, optimize the positioning of main functions, refine the division of main functional areas, and improve differentiated support policies. Strengthen the ecological barrier of the Qinghai Tibet Plateau, ensure a good ecological environment, strengthen the original protection of the Himalayas, Hengduan Mountains, Gangdise Nianqing Tanggula Mountains, safeguard the ecological security of the roof of the world, strengthen the ecological protection and restoration of important river sources such as the Yarlung Zangbo River, Nu River, Lancang River and Jinsha River, as well as glaciers, permafrost, rivers, lakes and wetlands, We will promote the conservation of biodiversity on the Qinghai Tibet Plateau, and manage the habitats and migration routes of alpine creatures on the plateau, such as black necked cranes and Tibetan antelopes. We will optimize the distribution of agriculture and animal husbandry in the Yarlung Zangbo River valley, Hengduan Mountains, and highland pastoral areas, steadily improve the supply capacity of agricultural and animal husbandry products, build highland featured agricultural product bases, and expand the space for featured planting and breeding. Improve the regional radiation driving capacity of Lhasa, support the nearby urbanization with counties and small towns as an important carrier, and enhance the opening function of border port towns. Adhere to the principle of attaching equal importance to strengthening and revitalizing the border, support the coordinated development of villages and towns in border areas, infrastructure, public services, characteristic industries and ecological protection, ensure the continuous improvement of people's living standards, and ensure the consolidation of border defense and border security. We will ensure that the development space requirements of characteristic industries such as clean energy, advantageous minerals, and plateau light industry meet the actual needs of the Tibet Autonomous Region, accelerate the construction of a green and low-carbon strategic emerging industrial system, support the construction of railways, roads, and other major infrastructure, and reserve strategic channels to connect with surrounding provinces and regions, so as to provide space for accelerating the construction of a national clean energy base. Overall layout of emergency rescue facilities system, optimize the regional layout of disaster prevention, mitigation and relief facilities, adapt to and mitigate the impact of climate change, and strive to improve the security and resilience of land and space. We will strengthen the protection and utilization of advantageous and distinctive mineral resources and build a national strategic resource reserve base. We will improve the space protection mechanism for cultural and natural heritage, strengthen the overall protection and systematic activation of cultural and natural heritage, protect the historical and cultural heritage that bears the exchanges and exchanges of all ethnic groups in the Tibet Autonomous Region since ancient times, strengthen the protection of red cultural heritage, protect the rich, diverse and unique natural landscape, and build cultural resources, natural resources The space system of overall protection of landscape resources.

5、 Maintain the seriousness and authority of the plan. The Plan is the overall arrangement for the territorial space of the Tibet Autonomous Region. It is the policy and general outline for the protection, development, utilization and restoration of the territorial space of the region. It must be strictly implemented. No department or individual is allowed to modify or change it arbitrarily. According to the requirements of regular physical examination and five-year assessment, improve the monitoring, evaluation and early warning mechanism for the implementation of land and space planning at all levels and all types, and take the planning assessment results as an important basis for the supervision and assessment of the implementation of planning. Establish and improve the linkage mechanism of planning supervision, law enforcement and accountability, and implement planning life-cycle management.

6、 Ensure the implementation of the plan. The People's Government of the Tibet Autonomous Region should strengthen organizational leadership, clarify the division of responsibilities, improve the working mechanism, and improve supporting policies and measures. We will print, distribute and publicize the Plan, and strengthen social supervision. Organize and complete the preparation of the overall planning, detailed planning and relevant special planning of land and space at local levels, accelerate the formation of a unified land and space planning system, and coordinate the development and protection of land and space. We will strengthen guidance and constraints on infrastructure such as water conservancy, transportation, energy, agriculture, information, and municipal administration, as well as special planning for public service facilities, military facilities, ecological environment protection, cultural relics protection, and forestry and grassland, coordinate and solve contradictions on the "one map" of land space planning, and reasonably optimize the spatial layout. Establish and improve the system of land and space planning committee, and play the role of overall coordination in the preparation, implementation and management of land and space planning. In accordance with the requirements of "unified base map, unified standard, unified planning and unified platform", improve the "one map" system of land and space planning and the basic information platform of land and space, build the monitoring network of land and space planning implementation, and improve the digital level of space governance. The Ministry of Natural Resources shall, in accordance with the division of responsibilities, closely coordinate and cooperate with relevant parties, strengthen guidance, supervision and evaluation, and ensure the realization of the objectives and tasks defined in the Plan. All relevant departments should resolutely implement the decision and deployment of the CPC Central Committee and the State Council on the reform of "multi regulation and integration", and should not set up other space plans outside the territorial space planning system. Major issues in the implementation of the Plan shall be reported in a timely manner.
