We have received your request for approval of the Land and Space Planning of Liaoning Province (2021-2035). It is hereby approved as follows:

1、 In principle, we agree with the Land and Space Planning of Liaoning Province (2021-2035) (hereinafter referred to as the "Plan") reviewed and approved by the Ministry of Natural Resources. The Plan is a guide for spatial development, a spatial blueprint for sustainable development in Liaoning Province, and the basic basis for various development, protection and construction activities. Please organize and implement it carefully. Liaoning Province is an important old industrial base in China and an important area to promote the all-round revitalization of Northeast China in the new era. The implementation of the Plan should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the 20th National Congress of the Communist Party of China, fully, accurately and comprehensively implement the new development concept, adhere to the people as the center, coordinate development and security, and strive to find a new path of high-quality development and sustainable revitalization, We will show greater responsibility and action in the revitalization of Northeast China in the new era, and strive to write the chapter of Chinese style modern Liaoning.

2、 Build a solid space foundation for safe development. By 2035, the cultivated land reserve in Liaoning Province will not be less than 76.01 million mu, of which the permanent basic farmland protection area will not be less than 62.5067 million mu; The area of ecological protection red line shall not be less than 41000 square kilometers, of which the area of marine ecological protection red line shall not be less than 10700 square kilometers; The expansion multiple of urban development boundary shall be controlled within 1.3 times of the scale of urban construction land in 2020; The use area of construction land per unit of GDP has decreased by no less than 40%; The retention rate of continental natural shoreline shall not be lower than that assigned by the state, of which, in 2025, it shall not be lower than 35%; The total water consumption shall not exceed the national target, including 14 billion cubic meters in 2025; Except for major national projects, reclamation is prohibited; Strictly manage uninhabited islands. Define key prevention and control areas for natural disaster risks, delimit risk control lines such as flood and waterlogging, implement safety guarantee space such as strategic mineral resources, historical and cultural protection, and comprehensively anchor the space bottom line of high-quality development.

3、 Build a land space system supporting the new development pattern. We will thoroughly implement the strategy of coordinated regional development, major regional strategies, the strategy of main functional areas, the strategy of new urbanization, the strategy of rural revitalization, and the strategy of maritime power, adhere to the principle of land and sea integration, and promote the formation of a new pattern of land and space development and protection with obvious main functions, complementary advantages, and high-quality development. Strengthen the coordination and linkage between the central and southern Liaoning urban agglomeration, Shandong Peninsula urban agglomeration, Harbin Changchun urban agglomeration, actively connect with major regional strategies such as the coordinated development of Beijing Tianjin Hebei, give play to the role of the northeast region as a gateway to the sea, and create a new highland of openness and cooperation in the northeast region.

4、 Systematically optimize the land space development and protection pattern. Give play to regional comparative advantages, optimize the positioning of main functions, refine the division of main functional areas, and improve differentiated support policies. We will comprehensively strengthen the protection of black land, steadily improve the quality of cultivated land, consolidate the agricultural production capacity of the Liaohe Plain, expand the production space of characteristic agricultural products, and build a high standard modern marine ranch. Implement the requirements for the protection and restoration of important ecosystems in the northeast forest belt, northern sand prevention belt and coastal zone, strengthen the ecological barrier of mountains and hills in eastern Liaoning and low mountains and hills in western Liaoning, strengthen the protection and restoration of ecosystems in mountains, hills, wetlands, estuaries, bays and islands, and protect the migration corridors of important wildlife and migration channels of migratory birds. Strictly control the space of rivers and lakes, strengthen the protection of natural shorelines, and comprehensively control groundwater overdraft areas and coal mining subsidence areas. Enhance the economic and population carrying capacity of the central and southern Liaoning urban agglomeration, enhance the core functions of Shenyang metropolitan area, promote the construction of regional central cities such as Jinzhou, Anshan, Yingkou, Dandong, and ensure the development space demand of strategic emerging industries, advanced manufacturing industries, and so on. We will improve the urban and rural life circle, promote the integration of urban and rural infrastructure and public services, optimize rural spatial distribution by category, and improve the quality of urban and rural human settlements. Optimize the pattern of marine development and protection, make intensive and efficient use of sea areas, islands and coastline resources, and optimize the layout of port functions. We will coordinate the spatial layout of traditional and new infrastructure and build a modern infrastructure network. Optimize the regional layout of disaster prevention, mitigation and relief facilities, and improve the security and resilience of land space. Improve the space protection mechanism of cultural and natural heritage, strengthen the overall protection and systematic activation and utilization of cultural and natural heritage, strengthen the protection of world cultural heritage, such as the Great Wall (Liaoning section), Shenyang Imperial Palace, Qing Yongling, Qing Fuling, Qing Zhaoling, Goguryo royal city, royal tombs and noble tombs (Wunvshan City), and build cultural resources, natural resources The space system of overall protection of landscape resources.

5、 Maintain the seriousness and authority of the plan. The Planning is the overall arrangement for the land and space of Liaoning Province. It is the policy and general outline for the protection, development, utilization and restoration of the land and space of Liaoning Province. It must be strictly implemented. No department or individual is allowed to modify or change at will. According to the requirements of regular physical examination and five-year assessment, improve the monitoring, evaluation and early warning mechanism for the implementation of land and space planning at all levels and all types, and take the planning assessment results as an important basis for the supervision and assessment of the implementation of planning. Establish and improve the linkage mechanism of planning supervision, law enforcement and accountability, and implement planning life-cycle management.

6、 Ensure the implementation of the plan. Liaoning Provincial People's Government should strengthen organizational leadership, clarify the division of responsibilities, improve the working mechanism, and improve supporting policies and measures. We will print, distribute and publicize the Plan, and strengthen social supervision. Organize and complete the preparation of the overall planning, detailed planning and relevant special planning of land and space at local levels, accelerate the formation of a unified land and space planning system, and coordinate the development and protection of land and space. We will strengthen guidance and constraints on infrastructure such as water conservancy, transportation, energy, agriculture, information, and municipal administration, as well as special planning for public service facilities, military facilities, ecological environment protection, cultural relics protection, and forestry and grassland, coordinate and solve contradictions on the "one map" of land space planning, and reasonably optimize the spatial layout. Establish and improve the system of land and space planning committee, and play the role of overall coordination in the preparation, implementation and management of land and space planning. In accordance with the requirements of "unified base map, unified standard, unified planning and unified platform", improve the "one map" system of land and space planning and the basic information platform of land and space, build the monitoring network of land and space planning implementation, and improve the digital level of space governance. The Ministry of Natural Resources shall, in accordance with the division of responsibilities, closely coordinate and cooperate with relevant parties, strengthen guidance, supervision and evaluation, and ensure the realization of the objectives and tasks defined in the Plan. All relevant departments should resolutely implement the decision and deployment of the CPC Central Committee and the State Council on the reform of "multi regulation and integration", and should not set up other space plans outside the territorial space planning system. Major issues in the implementation of the Plan shall be reported in a timely manner.
