From September 7 to 8, 2019, the inspection team conducted a field inspection on the land occupation and reclamation problems reflected by Xiao, Louxing District, Loudi City, Hunan Province.

1、 Basic information

Petitioner Xiao, male, now lives in the retail group of Automation Department of Tanjiashan Neighborhood Committee, Huangnitang Office, Louxing District. It mainly reflects that Hunan Valin Lianyuan Iron and Steel Co., Ltd. (hereinafter referred to as Lianyuan Iron and Steel) continues to forcibly occupy cultivated land after the temporary land expires, the leaders of Loudi Land and Resources Bureau embezzle land reclamation fees and fail to implement reclamation, and the two committees of Dougang Village illegally rent 40 mu of cultivated land.

2、 Verification

Upon investigation, the problems reported by the complainants are basically true. As for the extended lease of land by Lianyuan Iron and Steel Co., Ltd., in May 2007 and October 2008, Lianyuan Iron and Steel Co., Ltd. was allowed to temporarily occupy the collective land of Dougang Village for muck stacking twice, but continued to occupy the land when it expired and stopped in February 2016. With regard to the problem of land reclamation not implemented, in September 2016, Loudi Land Reclamation and Arrangement Center determined the reclamation work plan, and Lianyuan Iron and Steel Co., Ltd. carried out the reclamation work, but it has not yet met the acceptance standards. With regard to the illegal lease of farmland in Dougang Village, in November 2010, Dougang Village leased 5 mu of agricultural land to villagers to set up a concrete mixing plant, and changed the plot into construction land in December 2013, and the lease ceased in June 2017. On the issue of leading cadres' embezzlement of reclamation fees, Lianyuan Iron and Steel Co., Ltd. paid 714800 yuan and 335437 yuan of reclamation fees to the Municipal Land Reclamation Center and the Louxing District Land and Resources Branch respectively. The reclamation fees have been kept in the unit account and have not been used so far, which is not true.

3、 Local solutions

In view of the problems found in the inspection, Loudi City has studied and formulated the next work measures. First, set up a special work team to clarify the main leadership package and be responsible for the coordination and handling of specific matters. Second, Loudi Natural Resources and Planning Bureau took the lead in formulating the Rectification Plan for Temporary Land Reclamation. The supporting construction of the project is planned to be completed by the end of November, passed the acceptance and review before the end of December, and signed the land transfer management and protection agreement with the village group. Third, Shijing Town, Louxing District is responsible for re investigating and re verifying the problem of the two committees of Dougang Village encroaching on collective assets, and responding in a timely manner. Fourth, according to the "territoriality principle", Huangnitang Sub district of Louxing District has assigned special personnel to do a thorough and detailed ideological explanation and facilitation work, which has won the understanding and support of the complainants.
