Li Wenwen, Deputy Minister of the Central Social Work Department and Director of the National Letters and Calls Bureau, said that promoting the legalization of letters and calls is to standardize and specify the Regulations on Letters and Calls, strictly implement the regulations and the "road map", accurately standardize the transfer and supervision of letters and calls, and focus on whether they should be accepted or not, and not handled according to the regulations Strengthen supervision and accountability for key and difficult issues such as non implementation of handling opinions, vigorously strengthen the construction of petition informatization, give full play to the role of the joint conference mechanism of petition work, strive to achieve that every appeal of the masses is handled, and every appeal of the masses is promoted according to law, truly understand and grasp the thoughts, concerns and expectations of the masses, and truly put the work in the hearts of the masses.

The meeting requested that we should adhere to and develop the "Maple Bridge Experience" in the new era, deeply promote the three-year campaign to tackle the source of complaint reporting problems, and strive to resolve conflicts and disputes at the grass-roots level and in the bud. It is reported that in 2023, the national petition system will promote the construction of the joint conference mechanism for petition work at all levels, achieve full coverage at the provincial and municipal levels, reach 90% at the county level, and achieve full coverage at the township (street) level in 27 provinces. The meeting stressed that it is necessary to further improve the pattern of grassroots petition work, vigorously promote the full coverage of the joint conference mechanism of petition work at and below the county level, and continuously improve the level of grassroots petition work in the process of improving the system, optimizing the mechanism, strengthening security, and exploring innovation.

In 2023, the proportion of online letters and visits will reach 70%. The meeting requested that we should vigorously strengthen the informatization construction of letters and visits, provide support for the legalization of letters and visits, explore the construction of a national unified online letters and visits acceptance platform, better give play to the advantages of online letters and visits in a timely, convenient and efficient manner, implement the principle of "handling complaints as soon as possible", quickly respond to information, shorten the processing time limit, and solve problems at one time.

It was pointed out at the meeting that in 2024, three activities will be carried out in depth, namely, the evaluation of the standardized construction of the petition business, the major supervision and inspection, the major interview and research, and the search for the most beautiful petition cadres.
