The contract amount is 1.1 billion yuan, the contract duration is 38 months, the commencement date is July 2021, and the completion date is October 2024. Main works: Section JL-7 of Guizhou Jianli Expressway is located in Liping County, passing through Ao City, Luoli, Dajia and other towns. The starting and ending mileage of this section is YK53+464-YK63+740, and the total length of the line is 10.276km. four Qualification review and requirements of the Tenderer
4.1 This bidding qualification review adopts the post qualification review method.
4.2 The bidder is required to meet the following requirements:
4.2.1 Cement package
（1） Business scope: manufacturers or agents legally registered in the People's Republic of China, with independent legal personality, with experience in the production or supply of bidding materials, and with legal and valid business licenses;
（2） Licensing and certification requirements: The manufacturer of bidding materials has a national industrial product production license, and the products comply with the current national standards (the scope of the license includes the materials to be bidding);
(3) Production capacity: new dry process rotary kiln cement production line (precalcining kiln) is adopted, and manufacturers with both rotary kiln and vertical kiln production lines are not acceptable; Do not accept the bidding of grinding station;
(4) Financial ability: The bidder is a general VAT taxpayer, and has a good record of paying taxes according to law; Bidder must be provided 2022, 2023 (For those not listed in the financial statements of 2023, the financial statements of 2021 and 2022 can be provided). New companies registered during the period must provide financial statements after establishment; The bidder has good financial status and financial guarantee ability to perform the bidding package;
(5) Quality assurance capability: the quality of bidding materials meets or exceeds the current national standards; The bidding materials must have the quality inspection report of bidding materials in recent two years issued by CMA or CNAS certified inspection and testing institutions one Copies;

② Consortium bidding is not accepted in this bidding, and agent bidding is accepted in this bidding.
