Beijing Advanced Manufacturing and Modern Service Industry Integration Demonstration Parks and Pilot Enterprises Identification and Support Measures (Trial)
general provisions
Article 1 In order to implement the Implementation Opinions of Beijing on Promoting the Deep Integration of Advanced Manufacturing Industry and Modern Service Industry (JFG [2023] No. 83), better carry out the pilot demonstration construction of Beijing's integration of advanced manufacturing industry and modern service industry (hereinafter referred to as the integration of two industries), adhere to the "five sons" linkage service and integration into the new development pattern, These Measures are formulated to accelerate the formation of industrial clusters with strong international competitiveness and build a modern industrial system with the characteristics of the capital.
Article 2 The recognition of municipal demonstration parks and pilot enterprises for the integration of two industries follows the principle of "voluntary declaration, selective recognition, classification and batch, and dynamic management", adheres to high-level construction, high-quality development, highlights the core functions of serving the capital, and better supports the high-quality development of the capital.
Article 3 The national pilot areas and enterprises in Beijing can enjoy the corresponding supporting policies for the pilot demonstration of the integration of two industries at the municipal level. Projects that have been supported by other municipal financial funds will no longer be funded.
Chapter II Pilot Demonstration Fields and Standards
Article 4 Pilot demonstration areas. Focusing on deepening the integration of new generation information technology and manufacturing services, promoting the organic integration of pharmaceutical manufacturing and health services, building a full chain system of intelligent connected vehicle manufacturing and services, promoting the integrated development of integrated circuit manufacturing and R&D design services, improving the integration level of high-end equipment and services, promoting the green integration of new energy, energy conservation and environmental protection and related industries Pilot demonstration construction was carried out in eight key areas of Beijing's integration of two industries, including promoting efficient integration of modern logistics and manufacturing, and releasing the potential of integration of services and manufacturing in the consumption field.
Article 5 The demonstration park refers to an industrial park that conforms to the eight key areas of Beijing's integration of two industries, has a good foundation for integrated development, and has strong industrial cluster characteristics and radiation and driving role. To apply for a demonstration park, the following conditions shall be met:
（1） For the industrial cluster area where the park land or space is legally obtained, the scope is clear, and the space is concentrated, the management organization should be a legal entity legally registered in Beijing or an agency of a government department, and an operation and management mechanism has been established;
（2） The annual operating income of the park is not less than 10 billion yuan;
（3） The annual operating revenue of advanced manufacturing accounts for no less than 30% of the annual operating revenue of the park, and the annual operating revenue of modern services accounts for no less than 30% of the annual operating revenue of the park;
（4） The average annual operating income per unit area of enterprises settled in the park exceeds 20000 yuan/square meter;
（5） The annual operating income of enterprises whose main business in the park conforms to the eight key areas of Beijing's integration of two industries accounts for no less than 50% of the park's annual operating income.
In addition, new parks with distinctive characteristics of integration of two industries and obvious driving effect on integration development can also be applied if they are expected and promised to meet the application conditions for demonstration parks in the next three years.
Article 6 Pilot enterprises refer to enterprises that meet the eight key areas of Beijing's dual industry integration, master core technology and have typical integrated development models, including two categories of leading pilot enterprises and growth pilot enterprises Enterprises with outstanding innovation capability and playing a key role in integrated development.
（1） To apply for a leading pilot enterprise, the following conditions shall be met:
1. The annual operating income is not less than 1 billion yuan, or the market share of the industry segments is among the top 10 in China;
2. The proportion of R&D design, inspection and testing, digital operation management, brand building and other service investment in the total investment of the enterprise shall not be less than 20%.
（2） To apply for a growth pilot enterprise, the following conditions shall be met:
1. Won one of the titles of national high-tech enterprise, national "specialized, special and new" small giant enterprise, and Beijing "specialized, special and new" small and medium-sized enterprise;
2. The average growth rate of operating revenue in recent three years is not less than 20% or the average growth rate of profit is not less than 8%;
3. The proportion of R&D design, inspection and testing, digital operation management, brand building and other service investment in the total investment of the enterprise shall not be less than 40%.
Chapter III Declaration and Identification
Article 7 Declaration and preliminary examination.
According to the principle of territorial management, the development and reform departments of each district shall organize the pilot demonstration application within their jurisdiction and conduct a preliminary review. After passing the preliminary review, they shall apply to the Municipal Development and Reform Commission and submit relevant materials.
Article 8 Selection and determination.
（1） Formal review. The Municipal Development and Reform Commission will conduct a formal review of the application materials submitted by each district for the pilot demonstration of the integration of two industries, focusing on the completeness and direction compliance of the application materials, and the application units passing the formal review will enter the expert review process.
（2） Expert review. The Municipal Development and Reform Commission entrusts a third party agency to carry out expert review on the applicant that has passed the formal review, focusing on the review of the qualification of the applicant, the compliance of the application materials, the innovation and feasibility of the pilot demonstration scheme, and put forward review comments and recommended list.
（3） Deliberation by joint meeting. The declaration units that are included in the expert recommendation list shall be reviewed by the joint meeting of the municipal level integrated development of two industries to determine the list of pilot demonstration units to be identified.
（4） Publicity and confirmation. The list of pilot demonstration units to be identified will be publicized on the website of the Municipal Development and Reform Commission for 5 working days. The units that have no objection at the expiration of the publicity period are identified as formal pilot demonstration units and released to the public.
Chapter IV Support Policies
Article 9 In the demonstration park, land for industrial or logistics storage is obtained by bidding, auction and listing, and is completed and put into operation, and the plot ratio in the transfer conditions is lower than the benchmark development intensity of the existing leading functional areas. The pilot project realizes the expansion of building scale by means of "flexible years+flexible scale", and builds and expands productive houses within the scope of land use to improve the industrial bearing space, To realize industrial upgrading. For the newly increased building area, with reference to the current planning approval and land transfer process, the district government will make overall arrangements for building scale expansion, and agree with the land use subject on the conditions for sharing the land use right. After the expiration of the transfer, the district government will negotiate with the land use subject on the renewal or removal according to the use efficiency and output of the capacity expansion space.
Article 10 Within the demonstration park, projects to develop specialized "one-stop" industrial service platforms, common technology service platforms and other industrial common service facilities around the eight key areas of Beijing's integration of two industries, as well as projects to improve digital infrastructure, will be supported at the rate of 30% of the total recognized fixed asset investment. Projects that comply with the support policies of other relevant municipal parks can be supported according to relevant policies without repeated support.
Article 11 In the demonstration park, support will be given to inefficient buildings, old plants and supporting infrastructure reconstruction projects in the park. Among them, 10% of the total investment in fixed assets will be given to inefficient building renovation projects, and 30% of the total investment in fixed assets will be given to old factory buildings and supporting infrastructure renovation projects in the industrial park. The maximum amount of support will not exceed 50 million yuan.
Article 12 In the process of implementing urban renewal in the demonstration park, explore the implementation of building use conversion and land use compatibility. The housing and urban construction, market supervision, taxation, health, ecological environment, cultural tourism, public security, fire protection and other departments should provide policy and technical support for building use conversion and land use compatibility, handle construction Use, operation and other related procedures.
Article 13 Pilot enterprises can be included in the scope of key support after comprehensive evaluation, and the introduction of qualified graduates shall be listed separately in the plan.
Article 14 Pilot enterprises can be included in the reserve of key listed enterprises of Beijing Stock Exchange to provide listed butler services for enterprises. We will strengthen special credit support and encourage banks and other financial institutions to demonstrate and develop special financial products for the integration of two industries at the municipal level.
Article 15 For the industrial chain extension projects of pilot enterprises in Tianjin and Hebei, we will work together with Tianjin and Hebei to support the project construction. For leading enterprises in the industrial chain that purchase products of supply chain supporting enterprises for the first time within the scope of Beijing, Tianjin and Hebei, they can be rewarded for industrial chain strengthening and complementary chain collaboration through Beijing's high-tech industry development funds.
Article 16 Priority shall be given to recommending demonstration parks and pilot enterprises to apply for national pilot integration of two industries. The excellent cases of pilot demonstration that have achieved remarkable results in the integration of two industries, typical experience model and obvious driving effect are publicized and promoted in various forms.
Chapter V Management and Supervision
Article 17 Statistical monitoring. Carry out statistical monitoring and annual evaluation of pilot demonstration of integration of two industries, and timely organize third-party institutions to carry out comprehensive evaluation of pilot demonstration construction. Each pilot demonstration unit shall carry out annual self-evaluation as required and do a good job in submitting statistical information. If it fails to participate in statistical monitoring and annual evaluation as required, it shall be deemed as unqualified.
Article 18 Dynamic management. Implement dynamic management on pilot demonstration units according to the annual monitoring and evaluation results, commend those with excellent comprehensive evaluation results, revoke the awarded title of pilot demonstration of integration of two industries if the evaluation results are unqualified for two consecutive years and the rectification requirements cannot be completed on time, and recover the municipal government's fixed asset investment subsidies that have been supported.
Article 19 Integrity supervision. In any of the following circumstances, the title of pilot demonstration for the integration of two industries that has been granted will be revoked and publicly released:
（1） Providing false materials or data in application recognition and annual evaluation;
（2） The unit or legal representative violates relevant laws and regulations and is subject to criminal punishment;
（3） The unit or legal representative has dishonest behavior recognized by judicial and administrative authorities;
（4） Failing to implement safety production responsibilities and causing major production safety accidents.
Chapter VI Supplementary Provisions
Article 20 These Measures shall be implemented as of the date of printing and distribution, with a trial period of two years, and the Municipal Development and Reform Commission shall be responsible for the interpretation.
