1、 Overview of industrial development

Lithium ion batteries are important electronic basic products supporting the development of new intelligent terminals, electric vehicles, new energy storage and other industries. The development of new energy storage batteries represented by lithium-ion batteries is of great significance for accelerating the realization of the dual carbon goal, helping to build a new power system with new energy as the main body, and promoting the comprehensive green and low-carbon transformation of economic and social development. With the joint efforts of the industry, China has developed into the world's largest producer of lithium-ion batteries, and has built a complete system from upstream key materials to cell manufacturing, battery assembly, and equipment manufacturing. In the first half of 2023, China's lithium-ion battery industry will continue to grow. The national lithium battery output will exceed 400GWh, with a year-on-year growth of more than 43%. In the first half of 2023, the revenue of the whole industry of lithium batteries will reach 600 billion yuan.

According to the classification of cathode materials, lithium ion battery products mainly include ternary lithium ion batteries, lithium ferrous phosphate batteries, lithium manganate batteries, and lithium cobalate batteries. By application field, it mainly includes consumer lithium-ion batteries, power lithium-ion batteries and energy storage lithium-ion batteries. Among them, consumer lithium-ion batteries are lithium-ion batteries that provide energy for mobile phones, tablets, laptops, wearables, balance cars, drones and other consumer electronic products. The power type lithium-ion battery is used for electric vehicles, electric bicycles, and electric vehicles

Lithium ion batteries powered by electric devices such as aircraft, electric ships, electric forklifts, and electric drills. The lithium-ion battery industry chain mainly includes upstream lithium-ion battery mineral raw materials (nickel, cobalt, lithium, etc.), lithium-ion battery secondary materials (lithium carbonate, lithium hydroxide, etc.), middle stream lithium-ion battery primary materials (cathode materials, anode materials, diaphragms, electrolyte and other key materials), cell manufacturing, system integration and lithium-ion battery key equipment, The downstream lithium-ion battery application and comprehensive utilization of resources. The whole life cycle of lithium-ion battery includes battery design, material selection, manufacturing, packaging, transportation, storage, installation, application and recycling. 2、 Overall ideas and work objectives

(1) General idea

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th CPC National Congress, base on the new development stage, implement the new development concept, build a new development pattern, serve to build a manufacturing power and a quality power, thoroughly implement the Implementation Plan of the New Industry Standardization Pilot Project (2023-2035), and build around the lithium ion battery industry chain, With the goal of adapting to development needs, helping technological innovation, improving product quality, and promoting high-level opening, we will further strengthen the top-level design of lithium ion battery standardization, promote the development of standards for the whole industry chain and life cycle of lithium ion batteries, and help the high-quality development of lithium ion battery industry.

(2) Work objectives

By 2028, the technical level of lithium-ion battery standards will reach the international advanced level, and the basic general standards and key product standards of the industry will be basically covered. Promote the transformation of standard supply in the field of lithium-ion batteries from government led to equal emphasis on government and market, the transformation of standardization work from domestic driven to domestic and international mutual promotion, the transformation of standard application from industry and trade oriented to economic and social all-round, and the transformation of standardization development from quantitative model to quality benefit oriented. Improve the standardization construction of the whole industry chain, and complete the preparation and revision of 120 standards. Give full play to the leading and normative role of standards in promoting technological innovation, transformation and upgrading, and further meet the high-quality development needs of the lithium-ion battery industry.

3、 Comprehensive standardization technology system

The comprehensive standardization technology system of lithium-ion batteries mainly includes 6 categories and 25 sub categories (see Figure 2): basic general, materials and components, manufacturing and testing, battery products, recycling, green and low-carbon.
