After four and a half years of drafting work, the draft of the mandatory Chinese standard "Safety Code for Household and Similar Main Purpose Electrical Appliances" (hereinafter referred to as the electrical appliance safety code standard) for approval was publicly solicited on November 23, 2023.
So far, the countermeasures of household appliances integration and reduction of mandatory standards have finally "landed boots", and the reform and innovation in standardization work has been further deepened.
The whole process of integration and reduction is long. Since the State Council issued the "Promoting System Reform in Standardization Work" in 2016, the home appliance industry has started a long process of standard integration and reduction, and the standard name has changed several times.
In December 2017, the results of the reduction of China's mandatory standards for household appliances were released, and it was decided to integrate 110 mandatory Chinese standards and 6 mandatory field standards into three practical China's mandatory standards, namely, the General Specification for Safety of Household Appliances and the General Specification for Physical and Mental Health (Food Safety and Hygiene) of Household Appliances And General Specification for Green Environmental Protection of Household Appliances.
As China's standardization reform and innovation work has entered the third stage, on April 4, 2019, the China Standards Management Standardization Federation issued a variety of notices on the work of mandatory Chinese standard formulation and revision plans, integrating 116 mandatory standards for household appliances into three mandatory Chinese standards: safety, physical and mental health, and green environmental protection. The names of the standards after integration have also changed. They are General Requirements for Household and Similar Main Purpose Appliances - Electrical Safety, General Requirements for Household and Similar Main Purpose Appliances - Safety and Health, and General Requirements for Household and Similar Main Purpose Appliances - Green Environmental Protection.
In the process of formulating the standard, the General Requirements for Household and Similar Main Purpose Appliances - Electrical Safety was renamed as the Safety Code for Household and Similar Main Purpose Appliances again. According to the standard formulation and revision plan, the target completion time of the electrical safety code standard is 2021, and then apply for an extension application, and finally submit the draft for approval in June 2023, and solicit public opinions on the draft for approval on November 23, 2023.
According to the published compilation basis, the electrical appliance safety specifications and standards have summarized and extracted the technical requirements in the current standard mandatory standards (such as Table 1) in the field of household appliance safety, and integrated them into the specific contents of the standard technical requirements.
After integration and reduction, the standards in Table 1 will be converted into mandatory Chinese standards, and the specific contents will not be changed, and will be used as supporting standards for mandatory safety standards; The mandatory technical standards in the electrical safety specifications and standards shall be confirmed according to the test methods in the converted mandatory standards; The inspection methods and standards corresponding to the product type are shown in the table form in the standard appendix.
Clearly put forward product quality and life cycle safety regulations
As a general safety standard, the main contents of electrical appliance safety specifications and standards include safety terms, definitions, requirements and inspection methods of household and similar main electrical appliances. Among them, the key terms and definitions are introduced from GB/T 2900.1, GB 4706.1, GB 8877, GB/T 21097.1, and GB/T 24040. The regulations cover the basic principles, product quality, life cycle safety, and the requirements for signs and indications.
In addition to household appliances (and similar main purposes), the application fields of electrical safety standards also include the design scheme, production, manufacturing, testing, application, assembly, maintenance, and maintenance of electrical toys for electrical equipment of sports goods.
As part of product quality regulations, electrical safety specifications and standards mainly include requirements on electrical equipment, ambient temperature, mechanical equipment, durability, structure and components. The specific contents are integrated and the requirements in the original GB 4706 series product standards, the original GB 19865, and the original GB 31187 are summarized. The regulations on the impact of trying to use on the product quality are given in terms of the current work arrangement for the preparation and revision of IEC 60335 international standards. It is worth noting that the equipment types selected in the original GB 4706 series product standards, the original GB 19865 and the original GB 31187 are very complex and changeable. In order to integrate such safety index standards without damaging the original IEC 60335 safety standard management system, abstract solutions have been developed for the description of regulations.
As part of the life cycle safety regulations, the electrical safety standards have been improved according to the requirements of GB 8877, mainly including the provisions on installation, maintenance, overhaul and other links; In the part of safety warning signs and instructions, the original GB 4706 series product standard, the signs in the original GB 19865 and the original GB 31187 have been integrated, and the signs and instructions matching the assembly, maintenance, overhaul and other links have been added.
Safety service life is an important part of the safety of household appliances. In the whole process of drafting the electrical safety code and standard, the safety service life was added on the basis of integrating the current mandatory standards. However, after consulting for suggestions, conducting detailed research and analysis on key aspects, and vigorously communicating with institutional technical experts and enterprises, the standard drafting group felt that, because there is no unified and perfect evaluation method, the relevant introduction of the safety service life was deleted from the standard, and the scientific research scope of relevant evaluation methods would be increased in the next step, And in some mature products, mandatory standards are used to promote the pilot in an autonomous way.
