Consumption plays a fundamental role in economic development and is the key link and important engine to smooth the domestic circulation. The Municipal Party Committee and the Municipal Government attach great importance to the consumption work, give priority to the recovery and expansion of consumption, and issued the Implementation Plan for Further Optimizing the Issuance of Consumption Voucher and Accelerating the Stimulation of Potential Consumption. In order to implement the decision-making and deployment of the Municipal Party Committee and the Municipal Government, the Municipal Bureau of Commerce and the Municipal Bureau of Finance, together with relevant departments, planned a series of consumption promotion activities to benefit consumers and market entities and release consumption potential. It mainly includes four aspects:
（ one ）Improve ideological understanding and strengthen policy guidance
According to the Implementation Plan of Further Optimizing the Issuance of Consumer Bonds and Accelerating the Stimulation of Potential Consumption issued by the municipal government, Anqing City plans to issue 102 million commercial consumer bonds in 2024, set up a distribution fund pool for commercial consumer bonds in the urban area, and the city level and districts will assume the funds in a proportion of 2:8, and settle according to the actual verification of the issuance of consumer bonds; Each county (city) shall carry out the activity of issuing consumption coupons according to the scale of issuing consumption coupons, and the municipal finance shall give 10% support to each county (city).
（ two ）Focus on automobile consumption and promote the exchange of old for new
From April 24, 2024 to December 31, 2024, if an individual consumer scrapped a passenger car with the emission standard of National III or below or a new energy passenger car registered before April 30, 2018 (inclusive), and purchased a new energy passenger car included in the Catalogue of New Energy Vehicle Models with Vehicle Purchase Tax Exemption and Exemption issued by the Ministry of Industry and Information Technology, a subsidy of 10000 yuan will be given; RMB 7000 will be subsidized for scrapping the passenger cars with the emission standard of the third country and below and purchasing the passenger cars with the displacement of 2.0L and below.
（3） Enrich activities around life theme
With the theme of "Huidong consumption and a better life", "real gold and silver" support policies are adopted for industries such as automobile, household appliances, catering and general merchandise consumption, which account for a high proportion of residents' consumption expenditure. Small cuts drive large consumption and ignite people's enthusiasm for consumption. By the end of December this year, the Municipal Bureau of Commerce will issue consumption vouchers for cars, household appliances, catering, and general merchandise in batches.
On the morning of June 6, the issuance of consumer coupons for urban residents was officially launched, including 2 million yuan of auto coupons, 1 million yuan of home appliances coupons, 1 million yuan of catering coupons, and 1 million yuan of shopping malls and supermarkets coupons. Among them, auto coupons support consumers to buy fuel passenger cars and new energy passenger cars, and the maximum amount of two types of car purchase is 5000 yuan and 6000 yuan respectively; When purchasing household appliances, you can use the consumption voucher of 3000 yuan minus 300 yuan and 5000 yuan minus 500 yuan. At 10:00 a.m. on June 6, a launching ceremony for the issuance of consumer coupons will be held in Hongyang Square, where relevant consumer promotion activities will also be held.
（4） Overlay multiple subsidies and make policies work in the same direction
The Municipal Bureau of Commerce will focus on key time nodes and key consumption areas, take the issuance of consumption vouchers as a starting point, encourage automobile and household appliance sales enterprises to carry out activities such as trade in activities to maximize the benefits to consumers. Consumers can enjoy a subsidy of up to 16000 yuan from the car trade in policy when they use car coupons; At the same time, we encourage all regions to hold rich and diverse consumption promotion activities such as auto shows and food festivals in accordance with the actual situation, fully release the consumption potential, continue to create a consumption boom, and build a new pattern of city county interaction, government enterprise cooperation, and online offline integration to promote consumption.

Q: In order to better promote the distribution of consumer bonds in 2024, the provincial and municipal finance has given strong support in the policy award and subsidy. Please introduce the award and subsidy standards for the distribution of consumer bonds by provincial and municipal finance in 2024 and the total capital scale of the distribution of consumer bonds in our city.
Answer: The provincial finance will reward and subsidize the actual occurrence of financial support for automobiles, household appliances, household consumption vouchers, and consumption subsidies in 2024 at a rate of 40%. Among them, the reward and subsidy ratio will be increased to 50% in cities where the total retail sales of social consumer goods in that year reach the provincial annual target and above. On the basis of provincial financial rewards and subsidies, the municipal finance will give 20% and 10% of the actual amount of consumption vouchers (consumption subsidies) in urban areas and counties (cities) respectively according to the city's consumption voucher issuance measures in 2023.
In 2024, the total amount of consumer bonds issued in our city will be 120 million yuan. Including: 102 million commercial coupons and 19.2 million cultural and tourism coupons. In order to better promote the issuance of consumption vouchers, the municipal level and county (city, district) financial departments actively raised funds, and set up the urban commercial consumption voucher issuance fund pool and cultural tourism consumption voucher issuance fund pool, with the fund scale no less than 55 million yuan.
Q: In 2023, the social response of auto coupons is very good, and consumers pay more attention to them. Please introduce the specific contents of the next round of auto coupons.
A: The amount of this round of auto coupons is 2 million yuan, with a total of 550 coupons. This round of auto coupons adopts the mode of filling in the survey coupons first, and then grabbing coupons online through the CCB Life APP. All users participating in the car purchase survey questionnaire in Anqing can grab coupons in the corresponding way according to the activity time node.
Consumers must fill in the questionnaire on WeChat H5 page of auto coupons from May 30 to June 3. After the questionnaire is submitted and passed as required, they will be eligible for coupon grabbing, and can rob coupons in CCB Life APP. Consumers must register the CCB Life APP, bind their own CCB card, pay 1000 yuan through the CCB card to obtain the qualification of consumer coupons, and after successful verification by merchants, the actual amount of payment after verification will be deducted from the car payment.
After receiving the consumption voucher, the consumer shall complete the vehicle registration and registration procedures within the validity period, and obtain the Motor Vehicle Registration Certificate and the Motor Vehicle Driving License. The audit shall be completed within 20 working days after the end of the activity. The approved list will be publicized within 5 working days, and subsidies will be distributed to the bank account filled by consumers according to relevant standards and procedures after no objection.
During the event, when consumers purchase personal passenger cars from participating automobile sales enterprises, they can enjoy a discount for each car; Under the guidance of automobile sales enterprises, consumers who receive consumption vouchers upload relevant materials through the distribution platform. After the review, the distribution platform will subsidize consumers in different grades according to the amount of invoices issued by the uploaded vehicles.
Relevant processes will be announced through WeChat official account, Anqing release, CCB life APP, websites of commercial bureaus in all districts and other platforms.
The first round of urban auto coupons launched on June 6 are divided into two standards: fuel passenger vehicles and new energy passenger vehicles.
First, the subsidy standard for fuel vehicles. If the price is less than 100000 yuan, a one-time subsidy of 1000 yuan/vehicle will be given; From 100000 yuan (including 100000 yuan) to 200000 yuan, a one-time subsidy of 3000 yuan/vehicle will be given; If the price is more than 200000 yuan (including 200000 yuan), a one-time subsidy of 5000 yuan/vehicle will be given.
Second, the subsidy standard for new energy vehicles. If the price is less than 100000 yuan, a one-time subsidy of 2000 yuan/vehicle will be given; From 100000 yuan (including 100000 yuan) to 200000 yuan, a one-time subsidy of 4000 yuan/vehicle will be given; If the price is more than 200000 yuan (including 200000 yuan), a one-time subsidy of 6000 yuan/vehicle will be given.
