Xinhua News Agency, Beijing, May 24 Premier Li Qiang presided over the executive meeting of the State Council on May 24, listened to the report on the work of administrative reconsideration, and reviewed and passed the Opinions on Expanding Cross border E-commerce Export and Promoting Overseas Warehouse Construction.
The meeting pointed out that administrative reconsideration is a supervision system for the government system to correct its own mistakes and a relief system for resolving administrative disputes. It is an important starting point for promoting administration according to law and building a government ruled by law. We should give full play to the role of administrative reconsideration as the main channel for resolving administrative disputes, conscientiously implement the newly revised Administrative Reconsideration Law, pay close attention to revising the implementation regulations of the Administrative Reconsideration Law, and further improve the supervision and restriction mechanism of administrative reconsideration on acts such as inadequate performance of legal duties, illegal procedures, and disorderly fines. We should use administrative reconsideration to improve the level of administration according to law, make administrative reconsideration more convenient for the people, and constantly improve the efficiency and credibility of administrative reconsideration. Strengthen the connection between administrative reconsideration and people's mediation, administrative litigation, petition, etc., and explore the establishment of a mechanism to introduce eligible administrative disputes from administrative litigation, petition, etc. into the administrative reconsideration channel for settlement.
The meeting pointed out that the development of cross-border e-commerce, overseas warehouses and other new forms of foreign trade is conducive to the optimization of foreign trade structure, the stability of scale, and the creation of new advantages in international economic cooperation. We should actively cultivate cross-border e-commerce business entities, encourage local governments to support traditional foreign trade enterprises to develop cross-border e-commerce based on their distinctive advantages, strengthen cross-border e-commerce talent training, provide more display and docking platforms for enterprises, and continue to promote brand building. We should increase financial support, strengthen the construction of relevant infrastructure and logistics system, optimize supervision and services, and actively carry out standard rule construction and international cooperation. We should strengthen industry self-discipline, guide orderly competition, and better enable the upstream and downstream development of the industrial chain.
