In support of scientific and technological development
We will continue to increase investment and optimize the structure at the same time, support the construction of innovation platforms such as the National Laboratory and Hefei Comprehensive National Science Center, deepen the reform of zero base budget in science and technology, coordinate funds to implement the provincial plan for tackling key problems in science and technology innovation, promote the integration of science and technology and finance, strengthen the transformation of scientific and technological achievements, and give full support to building a source of scientific and technological innovation. In 2023, the provincial financial expenditure on science and technology will be 53.53 billion yuan, with the total amount jumping to the fourth place in the country, up 5.5% over the previous year, helping the regional innovation ability rank the seventh in the country, and ranking first in the country for 12 consecutive years. From January to April 2024, the province's financial expenditure on science and technology will be 13.88 billion yuan, an increase of 6 billion yuan over the same period of the previous year. Stable financial input has provided a solid support for the construction of a high-level science and technology province.
In support of educational development
We will improve the guarantee mechanism for financial investment in education, promote high-quality and balanced compulsory education and urban-rural integration, support the improvement of school running conditions in secondary vocational schools, deepen and implement the joint construction of provinces and cities in undergraduate colleges, promote the construction of the teaching staff in the new era, and secure the bottom line of student funding for people's livelihood. In 2023, the province's financial expenditure on education will be 151.7 billion yuan, an increase of 6.8% over the previous year, 2.3 percentage points higher than the national average. The total amount and growth rate will rank first in the country, and the proportion of education expenditure in financial expenditure will reach 17.6%. From January to April 2024, the provincial financial expenditure on education will be 52 billion yuan, an increase of 1.9% over the same period of the previous year, which will effectively ensure that 12.98 million students in our province enjoy quality education.
In support of talent development
Focus on key industries in key fields, give priority to ensuring the implementation of key talent projects, implement various national tax policies related to supporting talent work, and establish and improve the system and mechanism of skilled talent training. In 2023, the provincial budget for various types of talent funds will increase by 25%, of which the provincial average will increase by 36.8% over the past three years. Since this year, with the implementation of the talent policy version 4.0, the provincial budget has arranged for the growth of 27% of all kinds of talent funds, of which the provincial investment has increased by 71%, helping the total number of talents in the province to reach 12.72 million, with a net increase of 4.547 million in five years. The number of high-tech enterprises and technology-based SMEs ranks eighth in the country.
Next, in terms of science and technology, we will anchor the goal of "accelerating the construction of a strong province of science and technology that is self reliant and self strengthening". First, we will focus on the national strategic scientific and technological strength, further improve the financial input mechanism that adapts to the new nationwide system, and strive for more national high-quality scientific and technological resources to be distributed in our province. Second, strengthen the dominant position of enterprises in scientific and technological innovation, and strive to invest about 80% of the province's financial scientific and technological funds in enterprises. Third, promote the industrialization of scientific and technological achievements, and gradually build a diversified investment system with financial input as the guide, enterprise input as the main body, financial institutions as the support, and social capital as the supplement. Fourth, we will deepen the reform of the allocation and use mechanism of scientific and technological funds, loosen the restrictions on scientific research personnel in an all-round way, and stimulate talent innovation and creativity. In terms of education, in order to fully serve the high-quality development of Anhui in the new era and strengthen the policy support and financial security of a strong province in education, we will work hard to implement the implementation plan of increasing financial investment in education from 2022 to 2030, ensure that the "two only increases but not decreases" of education expenditure are put into place, promote the popularization of preschool education, quality and balance of compulsory education, quality and quality improvement of vocational education Connotative development of undergraduate colleges and universities.
