According to the Opinions of the Central Committee of the Communist Party of China and the State Council on Learning and Applying the Experience of the "1000 Village Demonstration, 10000 Village Renovation" Project to Effectively Promote the Comprehensive Revitalization of Rural Areas, and in combination with the actual situation of our province, the following implementation opinions are proposed.
1、 General requirements
To do a good job in the work of "agriculture, rural areas and farmers" in 2024 and in the future, we should follow the guidance of Xi Jinping's thought of socialism with Chinese characteristics for a new era, comprehensively implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, and thoroughly implement the important statement of General Secretary Xi Jinping on "agriculture, rural areas and farmers" and the important directive spirit of the important speech on Anhui work, We should anchor the goal of building a strong agricultural province with high quality and efficiency, take promoting the overall revitalization of rural areas as the general focus of the "three rural" work in the new era and new journey, take the learning and application of the experience of the "ten million project" as the guide, take ensuring national food security and ensuring that there is no large-scale poverty return as the bottom line, and improve the level of rural industry development and rural construction Focusing on improving the level of rural governance, we should strengthen the dual drive of science and technology and reform, strengthen the measures to increase farmers' income, unswervingly follow the "six roads" of quality agriculture, green development, urban-rural integration, cultural prosperity, good governance of villages and towns, and common prosperity, and be the vanguard of deepening rural reform in the new era, and the main force of safeguarding national food security, Be the leading province in building a powerful agricultural country and take the lead in promoting the overall revitalization of rural areas.
2、 Accelerate the construction of "100 billion jin Jianghuai granary"
We must firmly shoulder the responsibility of stabilizing the main grain producing areas, focus on increasing the per unit yield, stabilizing the area, reducing the loss and consumption, diversify and grow good grain, and make more contributions to Anhui to ensure national food security.
（1） We will ensure stable production and supply of grain and important agricultural products. Strictly implement the responsibility of the party and government for farmland protection and food security, and ensure that the sown area of grain is more than 100 million mu and the output is more than 83 billion jin. We formulated and implemented guidelines and plans for the construction of 100 billion jin of grain production capacity, focused on increasing the per unit area yield in a large area, and promoted the six major projects of good farmland, good varieties, good opportunities, good laws, good chains, and good agriculture. The planting area of high-quality special rice and wheat accounts for more than 80%. Develop ratooning rice according to local conditions. We completed the national task of expanding soybean and oil seeds, and planted 260000 mu of camellia oleifera forest. We will expand the scope of full cost insurance and planting income insurance policies to cover the three major staple grains in the whole province. Develop insurance for special agricultural products. Establish the concept of big agriculture and big food, and build a diversified food supply system. Optimize the regulation mechanism of pig production capacity. Develop special planting and breeding under forests. Cultivate and expand the edible fungus industry. The comprehensive planting and breeding area of rice and fishery has grown to 7.6 million mu. Promote intelligent supervision of agricultural product quality and safety.
（2） Strictly implement the farmland protection system. Adhere to the "trinity" protection of the quantity, quality and ecology of cultivated land, implement the "long teeth" hard measures, and ensure that the area of cultivated land and permanent basic farmland is not less than 81.15 million mu and 71.4356 million mu respectively. We will promote pilot comprehensive reform of land conservation and intensive use. We will improve the balance system of land requisition and compensation, and adhere to the principle of "land requisition based on compensation". We will improve the quality acceptance system for supplementary cultivated land, and improve the follow-up management and re evaluation mechanism. Promote the stripping and reuse of the topsoil of the occupied farmland. We will do a good job in harnessing acidified farmland and implement actions to improve organic matter in farmland. We will continue to renovate "greenhouses". Classified and steadily carried out rectification and rehabilitation of illegally occupied farmland, specified the rectification scope of "non grain" farmland, and reasonably arranged the recovery time sequence.
（3） Strengthen the construction of agricultural infrastructure. We will build, renovate and upgrade 4.2 million mu of high standard farmland, appropriately raise the level of investment subsidies, and cancel the requirement for supporting funds for major grain producing counties. Encourage rural collective economic organizations, new agricultural operators, farmers, etc. to directly participate in the management and protection of high standard farmland construction. We will promote the construction of large-scale irrigation areas in Huaihong New River and Gangkou Bay, and continue to implement the modernization of seven large-scale irrigation areas, including Pishihang, and 70 medium-sized irrigation areas. 40 small and medium-sized rivers were systematically treated and 217 small dangerous reservoirs were reinforced. Promote the modernization of facility agriculture, and increase the planting area of facility vegetables by 180000 mu.
（4） We will deepen the opening up of agriculture to the outside world. Deepen the agricultural cooperation of the "Belt and Road", improve the agricultural investment project library, increase the strength of "double recruitment and double introduction", promote the joint development of enterprises "going out to sea in a group", and consolidate and expand the trade of agricultural products. Build a number of high-quality development bases for international agricultural trade around tea, down, Chinese medicinal materials and other special agricultural products. We will continue to cultivate export-oriented talents in agriculture. We will intensify efforts to crack down on smuggling of agricultural products.
（5） We will continue to deepen food conservation initiatives. Promote the whole chain of grain saving and loss reduction, and improve the normalization and long-term working mechanism. We will implement measures to reduce grain harvest losses and ensure that the average rate of grain harvest losses is controlled within 2%. We will promote safe grain storage, and apply green storage technology to upgrade storage capacity to 300000 tons. We will promote appropriate grain processing. Advocate healthy diet and resolutely stop food waste.
3、 Strengthen agricultural scientific and technological innovation
Integrate innovation resources, build a more powerful and effective agricultural science and technology innovation system, comprehensively promote agricultural basic research, applied research and technological innovation, improve the level of agricultural science and technology innovation capability, strengthen the docking of science and technology with industry, and accelerate the formation of new agricultural productivity.
（6） Accelerate agricultural science and technology research and application. Cultivate a number of provincial agricultural science and technology innovation platforms, actively strive to create national innovation platforms, and promote industrial common technology research and development and integrated innovation. Implement key agricultural core technology research projects. Strengthen the construction of the provincial modern agricultural industrial technology system, and build a scientific and technological innovation team integrating technology research and development, technology integration, achievement transformation, test and demonstration. We will strengthen the construction of conditions for the grass-roots agricultural technology popularization system, and continue to carry out targeted training of grass-roots agricultural technology popularization talents. Build a number of demonstration bases for science and technology special commissioners, and explore the establishment of science and technology special missions with villages and towns as service units. Promote the technology courtyard model.
（7） Deeply implement the seed industry revitalization action. Cultivate and expand advantageous seed industry enterprises, and support the development of the whole industry chain of "conservation, breeding, reproduction, promotion and service" of the seed industry. The provincial central bank of agricultural germplasm resources and the gene bank of livestock and poultry genetic resources in central China have been basically established. We will promote the joint tackling of wheat, rice, corn and other crops, as well as beef cattle, pigs, poultry and other livestock and poultry varieties, strengthen the breeding of disease and insect resistant varieties, and carry out pilot projects to promote subsidies for major soybean varieties. Increase the introduction, expansion and promotion of beef cattle improved varieties, strengthen the protection and breeding of local characteristic varieties, and support the construction of bull breeding stations. Build Anhui Provincial Laboratory of Biological Breeding. Support Hefei to build a "seed industry city".
（8） We will promote the development of agricultural machinery and equipment. Strengthen the research and development of intelligent and automated high-end agricultural machinery, cultivate and expand regional characteristic agricultural machinery industry clusters, and improve the mechanization level of hilly and mountainous areas and economic crop planting, livestock and poultry aquaculture, and traditional Chinese medicine planting. Open up a "green channel" urgently needed for agricultural machinery identification, and explore the payment method of agricultural machinery purchase and application subsidies linked to the workload. Support the construction of seedling breeding center, drying center, and comprehensive agricultural service center, and strive to reach 60% of the rice seedling rate of machine transplanting (machine throwing), and 86% of the comprehensive mechanization level of crop cultivation and harvesting.
（9） Vigorously develop smart agriculture. Promote the intelligent and digital improvement of agricultural production, and build 100 new digital agricultural factories (farms, pastures, fishing grounds). Deepen the "5+8" pilot project of digital rural smart agriculture and agricultural industry Internet construction. Promote the application of AI, big data, Internet of Things and other new generation information technologies in agricultural and rural areas, build a food production safety monitoring and supervision system, and promote the use of beef cattle breeding big data platform. We will strengthen short-term early warning of meteorological disasters and study and judge medium - and long-term trends, and improve the long-term mechanism for agricultural disaster prevention, mitigation, and relief. We will promote the pilot construction of smart agrometeorological services for rural revitalization.
4、 Consolidate and expand the achievements of poverty alleviation
We will press down on the responsibility of preventing poverty return, strengthen the endogenous development momentum of poverty relief areas and people, and continue to consolidate and improve the achievements of "three guarantees" and drinking water safety guarantee.
（10） Implement the monitoring and assistance mechanism for poverty prevention. Adhere to classified management and precise policy implementation, and for farmers who are at risk of returning to poverty due to disasters, the assistance measures can be implemented in advance if they meet the policy provisions. We will strengthen monitoring and early warning of patients with high medical expenses in rural areas, and implement medical security and relief policies in a timely manner as required. We will explore and carry out the convergence and integration of poverty prevention and assistance policies and the normalization of assistance policies for rural low-income population, scientifically formulate the identification criteria for low-income population, and include qualified monitoring objects to prevent poverty return into the scope of people living on subsistence allowances and in extreme poverty for assistance and assistance.
（11） We will continue to strengthen industrial and employment assistance. We will strengthen the guidance of industry classification, consolidate, upgrade, revitalize and adjust a number of industries. We will continue to focus our efforts on major issues, strengthen the link between agriculture and farmers, and promote the convergence of central and provincial finance to promote the proportion of rural revitalization subsidies used for industrial development to maintain overall stability. We will standardize the development of microcredit for poverty alleviation. Support the development of courtyard economy in poverty alleviation areas. Deeply promote consumption assistance and improvement. We will push forward the campaign to prevent poverty alleviation and employment, make overall use of employment assistance workshops, public welfare posts and other channels, and ensure that the employment scale of poverty alleviation labor force is stable at more than 1.8 million people.
（12） We will increase support for key areas. We will implement the county level twinning assistance system and increase support for 20 key counties in rural revitalization. We will do a good job of leadership contact assistance, fixed-point assistance, village assistance, and social assistance. Deeply carry out special actions to consolidate the results of relocation. Families with housing difficulties due to population growth after relocation to cities and towns shall be included in the scope of urban housing security as a whole if they meet the conditions.
5、 Develop and strengthen rural industries to enrich people
Adhere to the principle of focusing on planting and breeding, food and meat, and head and tail, and do a good job in the value-added of "food head and tail", "livestock head and meat tail", and "agriculture head and industry tail", implement the project of improving the quality and efficiency of rural industries, create an important "big granary, big meat warehouse, and big kitchen" in the Yangtze River Delta and even in the country, and build agriculture into a modern industry.
（13） Accelerate to build a 100 billion level beef cattle industry. Implement the high-quality development plan of beef cattle industry, promote the "straw to meat" and beef cattle revitalization plan, implement 10 policies to support the development of beef cattle industry, and strive to raise 2 million beef cattle. Support the feed utilization of straw and promote the excessive transformation and value-added of straw resources. Promote the model of "park+company+farmer+technology" and promote the standardization of beef cattle breeding. Promote the increase in standard raising and coverage of "live cattle loan" business, and support the development of beef cattle featured insurance. Optimize the layout of the slaughtering industry, vigorously develop intensive processing, and establish the brand of Anhui beef cattle.
（14） We will expand and strengthen the processing industry of agricultural products. Vigorously develop the green food industry and promote the construction of the whole industrial chain. The total output value of the top ten green food industries reached 1.3 trillion yuan. We will accelerate the construction of green food industrial clusters in northern Anhui, and create new industries, new technologies, new models, and new formats in the fields of high-quality grain, high-quality protein, green fruits and vegetables, Hui style prefabricated vegetables, functional food, and other industries. High level construction of production, processing and supply bases for green agricultural products in the Yangtze River Delta, and 100 new provincial bases. Implement the action of "Wanmei Agricultural Products". More than 900 green food, organic agricultural products and agricultural products with geographical indications have been newly certified. A number of "Huizhou" boutique routes were launched, and 100 boutique theme villages, 100 characteristic food villages, 100 tourist scenic lanes, and 100 "trunk" engineering bases were built. Combine traditional culture, arts and crafts with high-quality agricultural products, and launch a batch of cultural and creative products for rural tourism. （16） Promote the high-quality development of rural circulation. Deeply promote the construction of the county business system, actively develop the new mode of unified warehouse and joint distribution in the county and countryside, and steadily operate more than 6500 village level delivery and logistics integrated service stations. Promote the upgrading of national backbone cold chain logistics bases in Hefei, Bengbu, Suzhou and Fuyang, and build a number of county cold chain distribution centers. Deepen the high-quality development of rural e-commerce, and promote the construction of county e-commerce live broadcast bases. We will strengthen market supervision in rural circulation and continue to crack down on counterfeit and substandard products in rural areas.
（17） We will strengthen measures to increase farmers' income. Every effort was made to expand the channels for farmers to increase their income and become rich, and the per capita disposable income of rural permanent residents increased by 7.5%. 200000 migrant workers were trained in vocational skills. We will implement the policy of helping enterprises and relieving them, and promote full employment of rural labor. Establish information sharing and organized labor export mechanism with Shanghai, Jiangsu and Zhejiang, and cultivate and strengthen labor brand. We will support the employment of older migrant workers. We will strengthen dynamic monitoring of the employment of migrant workers. We will continue to carry out special actions to ensure the payment of migrant workers' wages. In the field of key engineering projects and agricultural and rural infrastructure construction, work for relief was actively promoted, and more than 20000 people were employed in the project area. Revitalize and utilize rural resources and assets, and increase farmers' property income.
6、 Deeply implement the project of "leading and upgrading thousands of villages"
With the goal of basically having modern living conditions in rural areas, we will build a livable and beautiful village that reflects the Anhui style and charm by classification and leisurely construction.
（18） Enhance the leading effectiveness of rural planning. In accordance with the law of rural development, village planning can be prepared by classification, either separately or by taking towns or several villages as units. "Leave blank" is allowed in township and village planning. Strengthen the effectiveness, operability and execution binding force of village planning, and strengthen rural space design and style control. Implement the licensing management of rural construction planning according to law. On the basis of pilot projects, we will steadily and orderly carry out comprehensive land consolidation in the whole region with towns as the basic units.
（19） We will strengthen the construction of boutique demonstration villages and central villages. Adhere to differentiated creation, specific development and overall improvement, plan and reserve a batch of high-quality demonstration village construction projects with administrative villages as the unit or cross regional joint projects, and continue to select 200 new high-quality demonstration villages. We will continue to focus on the construction of provincial central villages and build about 800 new ones. Comprehensively evaluate the completed provincial central villages to consolidate and improve the construction effect. We will improve the application and selection mechanism, contact insurance, inspection and acceptance, assessment and evaluation mechanism of boutique demonstration villages and provincial central villages. Continue to carry out the action of "100 schools unite 100 counties to prosper 1000 villages", "10000 enterprises to prosper 10000 villages", "Gather social forces to prosper rural industry".
（20） We will thoroughly implement actions to improve rural human settlements. We upgraded 270000 rural household toilets. We will improve the collection, transportation and disposal system of rural domestic waste, which is characterized by "centralized delivery by farmers, collection and transportation by service enterprises, and unified treatment by cities and counties". The harmless disposal rate of rural domestic waste will reach 83%. Improve domestic sewage treatment facilities and supporting pipe networks in township government residences, complete domestic sewage treatment in 700 administrative villages, and the rural domestic sewage treatment rate reaches 35%. The three-year action to control black and odorous water bodies in rural areas was implemented, and more than 1200 black and odorous water bodies in rural areas were eliminated. Strengthen the construction of facilities for collection, storage and transfer of livestock and poultry manure. Regularly carry out village cleaning action.
（21） We will work to improve rural infrastructure. Accelerate the water diversion project for people in northern Anhui, and complete the annual task of replacing the groundwater source for 4.05 million people. The rural water supply guarantee improvement project was implemented, and the unified management of urban and rural water supply at the county level was promoted. The rural tap water penetration rate exceeded 97%. The rural power grid consolidation and upgrading project was promoted, and the per household distribution and transformation capacity was increased to 3.25 KVA. Promote the development of distributed new energy in rural areas. Strengthen the planning and construction of new energy vehicle charging and changing facilities in key villages and towns, and promote the full coverage of towns and villages with charging piles. A new round of construction of "four good rural roads" was carried out, 3000 kilometers of rural roads were newly built or rebuilt, 10000 kilometers of security projects were implemented, and 200 dangerous bridges were renovated. We completed the task of renovating 4000 dilapidated houses in rural areas, and carried out dynamic clearance of dilapidated houses for rural poor people. Implement smart radio and television rural projects.
（22） We will improve the rural public service system. We will continue to promote the dynamic construction of boarding schools and small-scale rural schools, improve the conditions for running ordinary high schools, and launch the expansion project of high-quality resources for basic education in northern Anhui. Strengthen the service capacity building of rural medical and health institutions, implement the "One Village One College Student Village Doctor Promotion Plan", and increase the proportion of village doctors with the qualification of practicing (assistant) doctors to 40%. We will continue to improve rural infectious disease prevention and control and emergency response capabilities. All eligible village clinics will be included in the designated management of medical insurance to achieve full coverage of village level medical insurance services. Support qualified township nursing homes to transform into regional elderly care service centers in an orderly manner, explore the development of rural elderly meal aid modes such as pairing and neighborhood mutual aid, and increase the coverage of village level elderly care service stations to more than 45%. We will raise the level of basic old-age insurance benefits. We will strengthen rural reproductive support and infant care services, implement the policy of maternity subsidies, and optimize the reproductive environment. We will provide care services for migrant children, left behind children, women, the elderly, and the disabled.
（23） Strengthen the construction of ecological civilization in rural areas. We made solid progress in reducing fertilizer, pesticide and veterinary drugs and increasing efficiency. The comprehensive utilization rate of crop straw and livestock manure reached 94% and 84% respectively, and the recovery rate of agricultural film and pesticide packaging waste reached 84% and 83% respectively. We will continue to harness agricultural non-point source pollution in the Chaohu Lake basin. We will strengthen the prevention and control of major animal epidemics and key zoonoses. We will unswervingly promote the 10-year fishing ban on the Yangtze River and continue to consolidate the results of the ban. We will promote the Green and Beautiful Yangtze Huaihe River Action, deepen the construction of green and beautiful villages and towns, complete 259500 mu of artificial afforestation, and implement 10 important wetland protection and restoration projects. High level construction of Xin'an River Qiandao Lake Ecological Environment Joint Protection Cooperation Zone. Promote the construction of national forest fire prevention grid management pilot provinces. Strengthen the protection and restoration of ancient and famous trees.
（24） Promote the integrated development of urban and rural areas at county level. We will make overall plans for new urbanization and rural revitalization, and promote the construction of pilot areas for integrated urban and rural development. Implement the promotion of characteristic towns and support the development of characteristic industries in towns. We will coordinate the planning, construction, management and protection of urban and rural infrastructure at the county level, strengthen the construction of township municipal and service facilities, and promote the sinking of resources. Explore the construction mode of urban and rural school communities, and improve the construction level of 125 close county medical communities. We will implement a new round of citizenization of agricultural transfer population, and encourage eligible counties (cities, districts) to include all permanent urban residents in the scope of housing security policies.
7、 Strengthening and improving rural governance
Adhere to the distinct guidance of focusing on the grass-roots level, improve the rural governance system under the leadership of the Party organization, which combines autonomy, rule of law and rule of virtue, so that the countryside is full of vitality, stable and orderly.
（25） We will promote Party building and rural revitalization. We will work tirelessly to lay the foundation at the grass-roots level, strengthen the responsibility of county party committees to promote rural development, carry out "three-level joint innovation" activities, and regularly rectify weak and lax village party organizations. Deepen Party building and lead the construction of credit villages. We will comprehensively deepen special training on rural revitalization, train rural cadres at different levels and categories, and train rural Party members by stages and in batches relying on the Party School. We will improve the village level organization system under the leadership of village party organizations, and improve the village level agenda and consultation directory. Implement the three-year action of cultivating and reserving the reserve force of village party organization leaders, cultivate at least 2 people in each village, and optimize the care and incentive measures. Carry out the ninth batch of cadre rotation and optimize the management services in villages. We will deepen efforts to address unhealthy practices and corruption in rural revitalization. We will dig deeply into the distinctive cultural heritage of Huaihe River culture, Yangtze River culture, Huizhou culture, and let farming civilization and modern civilization elements organically combine. Promote the practice of civilization in the new era to extend to villages, fairs and other ends. Deeply carry out propaganda and education activities to listen to the Party's words, feel the Party's gratitude and follow the Party. The provincial special plan for the protection and utilization of traditional villages has been prepared. Traditional villages at or above the provincial level have been listed in the village plan for protection and development. The legislation for the protection of traditional villages has been promoted, the "thousands of villages and thousands of buildings" protection and utilization project has been implemented, and the centralized contiguous protection and utilization has been carried out. We will implement the plan to revitalize traditional crafts and hold an exhibition of traditional skills of intangible cultural heritage in China. Strengthen the protection and utilization of Tongling white ginger planting system and other agricultural cultural heritage. We will implement cultural projects to benefit the people, complete more than 15000 "show delivery to thousands of villages", and create 300 rural public cultural spaces. Organize and carry out the "three trips to the countryside" activities of culture, science, technology and health. We will hold well the Anhui celebration of the Chinese Farmers' Harvest Festival and the Chinese Farmers' Song Festival, and support mass cultural and sports activities such as the "Four Seasons Village Evening", the "United States Village" basketball game, and the square dance league.
（27） We will continue to promote the transformation of customs in rural areas. We will promote the points system models of "Love Supermarket" and "Zhenfeng Supermarket", promote practices such as Xinfeng Hall and Baogong Family Feast, give play to the role of "one appointment and four meetings", and continue to promote comprehensive treatment of prominent problems such as high bride price, large-scale operations, and scattered burials. We will encourage Party members and cadres to take the lead in fulfilling their commitments and play an exemplary and leading role. Continue to forge the brand of "Good Man Anhui", and widely select and publicize the model of the times, moral model, the most beautiful people, good people around and other advanced models. Continue to promote good family, good family education and good family style, and deepen the establishment of civilized families and five good families.
（28） Build a safe countryside. Adhere to and develop the "Maple Bridge Experience" in the new era, improve the mechanism of source prevention, troubleshooting and early warning, and diversified resolution of conflicts and disputes, cultivate and promote mediation brands such as "Liuchixiang", "a cup of tea", "think back", and strive to resolve all kinds of conflicts and disputes at the grass-roots level and in the bud. We will improve the normalization mechanism for eliminating evil in rural areas, continue to prevent and punish "village tyrants", and crack down on rural clans' evil forces and their "protective umbrella" in accordance with the law. We will improve the prevention and control system for social security in rural areas, and achieve full coverage of video surveillance in villages and groups. We will deepen efforts to address potential safety hazards in key areas such as rural road transportation, gas, fire protection, fishing boats, and so on. 9、 Strengthen the Party's overall leadership over the work of "agriculture, rural areas and farmers"
We will give priority to the development of agriculture and rural areas, fully implement the responsibility system for rural revitalization, and pool all forces to promote rural revitalization.

Compacting the responsibility of five level secretaries for rural revitalization, especially the county party secretary should be a good "front-line commander". Promote the reform of rural credit cooperatives into insurance by category. Develop rural digital inclusive finance. Promote the provincial green food industry fund to play a greater role. Promote the ecological guarantee mode of agricultural industrial chain. We will explore subsidies for discount loans for facility agriculture construction. Encourage social capital to invest in agriculture and rural areas, and effectively prevent and correct improper behaviors in investment and management. Strengthen the supervision of agricultural fund projects, and implement the link between fund distribution and performance.

We implemented the "1000 teachers and 10000 craftsmen" cultivation project for rural craftsmen, and newly identified about 400 famous rural craftsmen. We will strengthen the construction of new agricultural sciences in higher education and speed up the training of professionals in agriculture, forestry and water conservancy. We will promote the reform of "county governing township employment, township employing village employment" for medical and health personnel, and "county governing school employment" for teachers. Deepen the turnover pool system of primary and secondary school staff and explore the construction of "editorial community" of county and rural hospitals. Explore and carry out the work of "township compilation and village use", and attract more talents to participate in the construction of livable, employable and beautiful villages.
