[Wang Wanshun] Let me begin with the definition of national defense mobilization. National defense mobilization is an activity carried out by a country to respond to war or other security threats and make all or part of various fields of society change from peacetime to war or emergency.

From this definition, it is easy to see that national defense mobilization is an activity that the country uniformly allocates and uses resources to transform national defense potential into national defense strength, which is used to respond to war and other security threats, and to serve economic and social development. It is an important part of national defense and military construction, and a strategic project to enhance national defense strength and lay a solid foundation for national defense. As an important part of the national military strategy and economic and social development strategy, national defense mobilization belongs to the national behavior, which has four meanings: the main body of national defense mobilization is the country, the object is all kinds of resources that the country can use, the essence is transformation, and the function is to respond to war, respond to emergencies, and serve.

[Moderator] Please tell us about the development of China's national defense mobilization system.

[Wang Wanshun] Well, China's national defense mobilization system is not just now. It was established by learning from the former Soviet Union's national defense mobilization system, inheriting our party's revolutionary war mobilization experience, and combining our country's actual exploration. Its formation and development have generally gone through four stages of development: 1949-1955 was the exploration and development period, 1956-1978 was the comprehensive construction period, and 1978-1994 was the recovery and adjustment period, 1994-2012 is a period of accelerated development, and 2012 is a new practice period. In 2022, a new round of deepening the reform of the national defense mobilization system will be launched. Provinces, cities and counties will set up national defense mobilization offices respectively to adjust the functions of comprehensive coordination and construction management of national defense mobilization from the provincial military area command system to the local people's government at the same level, fundamentally changing the situation that national defense mobilization is basically "shoulder to shoulder" and "one-man play" by military organs, and realizing the reconstruction of the national defense mobilization system, It has formed a working situation in which both the military and the civilian perform their respective duties and work closely together.

[Moderator] What are the main contents of national defense mobilization?

[Wang Wanshun] The human, material and financial resources of a country, as well as all the materials and forces that can be used for war, are the contents of mobilization. According to the work content, it is generally divided into six categories: political mobilization, armed forces mobilization, national economy mobilization, civil air defense mobilization, transportation mobilization, and mobilization in emerging fields (new quality and new territory).

[Moderator] Could Director Wang give us a detailed introduction to the main contents of each mobilization?

[Wang Wanshun] Good host, in order to help you deepen your understanding of national defense mobilization, I would like to give you a brief introduction by category:

Political mobilization refers to a series of activities that are planned and organized politically and ideologically to launch, publicize and infuse the people and the army, establish a broad patriotic united front at home and win international support abroad in response to the needs of war, emergencies and emergencies.

The mobilization of armed forces refers to the activities carried out by the state to expand and adjust the army and other armed organizations from peacetime to wartime to meet the needs of war or other major emergencies. It is the core of national defense mobilization. The mobilization of armed forces usually includes the mobilization of standing forces and reserve forces. The essence of the mobilization of the people's armed forces is the mobilization of reserve forces, including the mobilization of active forces, reserve forces, reservists and militia. Main tasks: First, replenish the standing forces, and second, concentrate the armed reserve forces to meet the requirements of carrying out the tasks.

National economic mobilization refers to the activities carried out by the state to change the national economy and its corresponding system from peacetime state to wartime and emergency state in a planned and organized way in order to meet the needs of war and emergencies. National economic mobilization includes industrial mobilization, agricultural mobilization, commercial trade, finance, post and telecommunications, science and technology, medicine and health, and other mobilization.

Civil air defense mobilization refers to a series of activities organized and carried out by the state to protect people's lives and property against enemy air strikes and eliminate the consequences of air strikes. It mainly includes mobilization of mass protection, mobilization of civil air defense professional team, mobilization of civil air defense early warning security, mobilization of civil air defense engineering material and technology support, etc.

Transportation mobilization refers to activities to mobilize resources such as transportation facilities, equipment, tools, and transportation professional technical support forces to meet the needs of the country to implement war or respond to other security threats. Its purpose is to provide transportation support for mobilization and transportation, military mobility, material supply, residents' evacuation, transfer and relocation of factories and agencies. It mainly includes railway transportation mobilization, highway transportation mobilization, waterway transportation mobilization, air transportation mobilization, pipeline transportation mobilization, human transportation mobilization, etc.

Mobilization in emerging fields means that the country provides support and guarantee for wartime through the overall utilization of various industries, technologies and resources in emerging fields. It mainly includes space, polar region, deep sea, network, biology, cognition, unmanned, intelligence and other new fields and new quality forces.

[Moderator] Some netizens asked, what are citizens' obligations and rights of national defense mobilization?

[Wang Wanshun] In this regard, the National Defense Law of the People's Republic of China and the National Defense Mobilization Law of the People's Republic of China have made clear provisions, which can be summarized into the following five aspects.

First, it stipulates that citizens and organizations should complete the preparations for national defense mobilization in peacetime according to law; After the State decides to implement national defense mobilization, it shall complete the specified national defense mobilization tasks.

Second, it stipulates the enterprises and institutions undertaking the construction projects and important products required by national defense, the units undertaking the task of strategic material reserve, the units undertaking the task of transforming military products into production and expanding production, the obligations of national defense mobilization, and the subsidies, compensations and preferential policies they enjoy.

Third, after the state decides to implement national defense mobilization, the people's government at or above the county level may, according to the needs of the implementation of national defense mobilization, mobilize citizens and organizations that meet the conditions specified in this Law to undertake national defense services such as supporting the army in combat, preventing and rescuing war disasters. Provisions have been made on the wages, subsidies, and casualty compensation and waiting conditions of personnel in charge of national defense service during the service period.

Fourth, it stipulates that all citizens and organizations have the obligation to accept the requisition of civilian resources according to law, and stipulates the requisition procedure, the principle of compensation and the resources exempted from requisition.

Fifth, it stipulates that citizens and organizations that have made contributions to national defense mobilization should be rewarded; Citizens and organizations that refuse to perform their duties and obligations in national defense mobilization shall be punished.

[Moderator] Since this year, what work has the Provincial Office of National Action carried out? Director Wang will give you a brief introduction?

Grasp the Four Principles ：

First, the core of loyalty. Always adhere to the Party's overall leadership over national defense mobilization, firmly support the "two establishment", firmly achieve the "two maintenance", always maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at the core in ideology, politics and action, always have a "two overall interests" in mind, always be "the big man of the country", and demonstrate the loyalty and responsibility of the national movement system in the new era and new journey.

The second is to fasten the center. Thoroughly implement the overall national security concept, coordinate high-quality development and high-level security, firmly shoulder the responsibility of national campaign for war assistance, adhere to the strategic thinking plan for national defense mobilization, build a strong foundation for national defense mobilization with a systematic concept, improve the ability of national campaign for war assistance with a goal orientation, and promote high-quality development of national campaign with reform and innovation.

Third, grasp the focus. We should give priority to the construction of systems and mechanisms, and establish and improve systems and mechanisms for military civilian coordination, work operation, and left right connection. We will promptly investigate the potential of national defense mobilization, and vigorously promote the protection of military facilities, integration of emergency response, and other key work.

The fourth is to warm the hearts of the people. We will tap the potential of national defense mobilization to serve economic and social development, increase the supply of air defense parking spaces, and ease the difficulty of urban parking. Actively introduce policies to promote the installation of charging piles in civil air defense projects and help build a strong province of new energy vehicles. In combination with the reconstruction of old residential areas and urban renewal, we will promote the reconstruction and upgrading of conditional civil air defense projects, and build convenient service facilities such as express stations, gyms, cultural activity rooms, cool spots, convenience stores, and food markets to facilitate people's life, fitness, and leisure.

Five Grasping Hands ：

First, change the concept. Actively adapt to the new system, new mission and new requirements, focus on the requirements of "ideological emancipation, capacity improvement, environment optimization, style change, and task implementation", and continue to promote the provincial national defense mobilization system to realize the transformation of work philosophy from civil defense to national defense, the transformation of work nature from relatively single to comprehensive coordination, and the transformation of work content from serving the people to military assistance.

The second is to lay the foundation. We will strengthen institutional supply, promote local legislation, and study and formulate policy documents on the management of military facilities. Strengthen the construction of network information, combat readiness support, and speed up the work of material reserve and requisition. Strengthen the grassroots foundation, create a strong atmosphere for the whole society to support the construction of national defense mobilization, and promote the implementation of national defense mobilization at the grassroots level.

The third is to build a system. Improve the organizational system, establish work standards, study and formulate mobilization needs and evaluation mechanisms. We will build an integrated system of emergency response and combat response, and promote the contact between national defense mobilization and emergency management departments.

The fourth is to prepare for war. Promote the coordinated development of national defense mobilization and economic construction, and strengthen infrastructure construction to implement national defense requirements in advance. Scientifically carry out potential statistical investigation, and innovate the working mechanism of military local coordination and government inspection linkage for the protection of military facilities.

Fifth, strong ability. Deepen and solidify the effectiveness of theme education, regularly carry out the "Anhui National Defense Mobilization Lecture", innovatively carry out the "National Action Cadre Microclass", continue to create the "loyal, professional and honest" and "diligent, honest and honest" type organs, and cultivate the "loyal, professional and honest" and "diligent, honest and honest" type cadres. In recent years, under the guidance of Xi Jinping's thought of socialism with Chinese characteristics for a new era, the province's national motion system has deepened the effectiveness of thematic education, always adhered to the people centered development thought, carried out the deployment of the province's national motion system to warm the hearts of the people, comprehensively focused on urban parking difficulties and other issues, and gathered the people to respond strongly and feel the key issues every day, Respond to the people's increasing demand for public services and higher pursuit of quality of life, promote the civil air defense project as a comprehensive convenient service facility for parking, fitness, cooling and other services, and give play to the social benefits of civil air defense projects.

Implement the necessary construction and increase the supply of civil air defense parking spaces. In accordance with the principle of "unified planning, supporting construction, combination of peacetime and wartime, and integrated development", the civil air defense projects of new civil buildings shall be constructed in proportion to the total floor area, and the supply proportion of civil air defense projects used as parking garages in peacetime shall be increased. While improving the urban civil air defense system, give full play to the peacetime social function of civil air defense projects. In 2023, the newly-built civil air defense project will provide 55300 civil air defense parking spaces for the society. Up to now, the civil air defense of the province has provided 710000 civil air defense parking spaces for the society.

As we all know, civil air defense projects are national defense facilities. In order to improve the identification of civil air defense projects, accurately guide the people to avoid risks in wartime, actively serve the people's livelihood in peacetime, strengthen the daily maintenance management of civil air defense parking spaces, and improve the level of maintenance management, our office started the setting of signs for civil air defense projects in the province in May 2021, and by August 2022, all civil air defense projects used for parking in peacetime in the province have completed the setting of signs, The time consumption is 8 months ahead of the planned time of 2 years, leading the country.

[Wang Wanshun] The question from netizens is very good, which shows that they pay close attention to the national defense mobilization work at ordinary times and have a certain understanding of the national defense mobilization work. Article 15 of the National Defense Mobilization Law of the People's Republic of China stipulates that "the State implements the national defense mobilization plan, the national defense mobilization implementation plan and the national defense mobilization potential statistical investigation system." The national defense mobilization potential statistical investigation is based on the needs of national defense mobilization, and refers to the human, material Financial resources and other resources, data collection, analysis and management activities. The statistical investigation of national defense mobilization potential is an important basic work in the preparation stage of national defense mobilization, and is also a key functional responsibility of our national defense mobilization organs. The purpose of potential statistical survey is to find out the war potential contained in the economic society, including the quantity, quality and distribution of various resources that the country can control and use, and to calculate and evaluate the base number of what wars a country can support the army to fight, how many wars it can fight, and how long it can fight.
