[Moderator] Excuse me, what is the city lifeline? What is the significance of safety engineering construction of urban lifeline?

[Wang Gongwen] The metaphor of urban lifeline image includes urban gas, roads, bridges, water supply, drainage, heat, electricity, elevators, communications, rail transit, comprehensive pipe gallery and other systems, which are important infrastructure to maintain the normal operation of the city and ensure the production and living needs of the masses.

The construction of urban lifeline security project is the organic integration of information technology such as the Internet of Things, cloud computing, big data and engineering facility management. Front end sensors are deployed in the infrastructure of gas, bridges, water supply, drainage and other fields to monitor its safe operation in real time, and timely alert and analyze and deal with problems found to ensure the safe operation of infrastructure, Avoid the occurrence of urban safety accidents and reduce casualties and economic and property losses.

The completion of the urban lifeline safety project will greatly improve the urban safety risk monitoring and early warning capability, which is an important embodiment of the modernization of the urban safety governance system and governance capability. The safety operation management of the whole city can realize the fundamental transformation of "from invisible to visible, from post investigation and disposal to pre-warning, from passive response to active prevention and control", comprehensively improve the safety resilience of the city, and improve the happy life index of urban residents.


[Moderator] What is the overall goal of the construction of the city lifeline safety project in our province?

[Wang Gongwen] According to the requirements of the Opinions on Promoting the "Hefei Mode" of Urban Lifeline Safety Project issued by the General Office of the Provincial Party Committee and the General Office of the Provincial People's Government, and in combination with the actual situation of our province, the main framework of urban lifeline safety project will be basically constructed by 2022, focusing on gas, bridges, water supply, drainage and waterlogging prevention, covering 16 urban built-up areas and some counties; Among them, Hefei took the lead in achieving full coverage of cities and counties. By 2025, the city's lifeline safety project will be fully covered, and the city's safety risk management ability will be significantly enhanced.


[Moderator] Excuse me, what is the "Hefei Model" of the city lifeline?

[Wang Gongwen] In 2013, Hefei City cooperated with Tsinghua University to jointly build Tsinghua Hefei Institute, creating the first production, teaching and research base in the field of public security in China. In 2015, the construction of the urban lifeline safety project was launched, and the Internet of Things, cloud computing, big data and other means were used to monitor and prevent major safety accidents such as gas explosion, bridge collapse, urban waterlogging, pipe network leakage and road collapse caused by it, and to explore how to rely on scenario applications, guide intelligent prevention and control, and take innovation driven as the core The construction mode of urban lifeline safety engineering with market operation as the focus is often called "Tsinghua Program · Hefei Mode" in the industry.

First, relying on the scene application, the three-dimensional monitoring "network" of urban lifeline is woven. Combining "points, lines and areas", we will gradually establish a monitoring system for the safe operation of urban lifeline projects, build a three-dimensional monitoring network in eight fields, including gas, bridges, water supply, drainage, heat, integrated pipe gallery, fire protection and water environment, cover the main facilities above and below the ground, and comprehensively improve the ability to prevent and control urban safety risks.

The second is to build a "hub" for the safe operation of the urban lifeline guided by intelligent prevention and control. In view of the complex ownership of the urban lifeline project, the intersection of multiple departments, the lack of unified technical support and other problems, in 2017, Hefei established the first domestic monitoring center for the safe operation of the urban lifeline project (hereinafter referred to as the "monitoring center"), established a 7 × 24 duty system, and according to the automatic alarm reminder of the monitoring system, the duty personnel found the danger at the first time and used the professional research and judgment model, Determine the risk location and surrounding impact, and timely push the monitoring and early warning information and analysis report to the facility ownership unit and responsible department for timely response and disposal to eliminate hidden dangers.

The third is to build the "path" of scientific and technological public security of urban lifeline with innovation driven as the core. Hefei has continued to make efforts in talent team, platform construction, key technology breakthroughs and other aspects, providing strong innovation impetus for the safe operation of the city lifeline. In terms of talent team, universities, scientific research institutes and related enterprises gather to form a national public security research team. In terms of platform construction, the world's leading catastrophe science center, relevant technology innovation center and experimental platform will be built. In terms of standards and specifications, establish the standard and specification system for Hefei urban lifeline safety project operation monitoring.

Fourth, take market operation as the starting point to consolidate the "support" for the development of urban lifeline industry. Hefei attaches great importance to improving the comprehensive support capacity of urban safety in a market-oriented way, and supports scientific and technological achievements to accelerate the pace of industrialization. Do a good job in the article of "making things out of nothing". In August 2015, the municipal construction investment company and the achievement transformation unit of Tsinghua University jointly established a local company to engage in the achievement transformation business of urban lifeline safety engineering and start the road of industrialization. Do a good job of "making a mountain out of a molehill", introduce support policies that adapt to the characteristics of various stages of industrial development, promote the connection between high-quality capital and achievements transformation enterprises of Tsinghua Hefei Institute, and accelerate the replication and promotion of the urban lifeline project. Do a good job of "taking advantage of the topic", deeply explore elevator, fire protection, environment, safety, culture and education and other sub industries, and expand more application scenarios.


[Moderator] Excuse me, how is the provincial urban lifeline safety project progressing? How effective is the operation? What are the experiences and practices? What results have been achieved?

[Wang Gongwen] Anhui Province conscientiously implements the spirit of General Secretary Xi Jinping's important exposition and instructions on urban work, and under the strong guidance of the Ministry of Housing and Urban Rural Development, it takes "technology empowerment, data database building, engineering governance, intelligent prevention and control, and industrial cultivation" as the starting point to promote the construction of urban infrastructure lifeline safety projects throughout the province and improve urban operation efficiency, Ensure the safety of urban operation and build a resilient city. The Emergency Response Department and the Ministry of Housing and Urban Rural Development have successively held national on-site meetings in Hefei, Anhui Province, to promote the experience and practices of Hefei, Anhui Province, and have a wide impact. Up to now, 16 districts and cities in the province have completed the first phase of project construction tasks covering key areas such as gas, bridges, water supply, drainage and waterlogging prevention, and basically built the "1+16" urban infrastructure lifeline safety monitoring operation system. By 17:00 on December 14, 2023, the province had issued 1172 risk early warnings, including 543 for gas, 344 for water supply, 45 for bridges and 240 for drainage. So far this year, our province is accelerating the construction of the second phase of the urban lifeline safety project. On the basis of the first phase of the project, we will expand the application scope of scenarios to gas user terminals, bottled liquefied gas, water environment management, as well as fire protection, elevators, manhole covers, heat, utility tunnels, rail transit, urban lighting and other fields. At the same time, relying on the city level smart monitoring platform to extend to the county (city), improve the lifeline safety engineering monitoring service system, and achieve the full coverage of urban infrastructure lifeline safety projects in the province.

1、 Experience and practice

(1) Promote from a high position and pool the joint efforts of work as a whole. First, high-level leadership. The provincial party committee and government attach great importance to the safety of urban development. The main leaders of the provincial party committee personally study and make special arrangements to incorporate the safety project of urban infrastructure lifeline into the major reform issues of the provincial party committee's deep reform committee. Establish a leading group for promoting the construction of provincial urban lifeline safety projects, with the main leaders of the provincial government as the team leader, and the executive deputy governor and deputy governor in charge as the deputy team leaders. The provincial government has been listed as a key task to promote, and the governor and deputy governor in charge have held more than 10 meetings to study and promote. Second, the implementation of high station. As members of the leading group, the leading comrades of the provincial departments of housing construction, development and reform, finance, emergency, market supervision, data and other departments and municipal governments should coordinate and solve the difficulties and problems encountered in the construction of the lifeline safety project of urban infrastructure as soon as possible. The main responsible comrades of the municipal Party committees and governments are in charge of commanding ahead to promote the construction of projects under their jurisdiction. The third is efficient promotion. Actively work with relevant departments directly under the provincial government such as development and reform, finance, emergency, data and other relevant departments to transfer competent personnel to set up special work shifts and implement centralized office work, establish a scheduling, notification, supervision, interview and assessment mechanism, timely study and solve a number of practical problems involving project construction, technical support, financial support, departmental cooperation and other issues, and complete the first phase of the provincial project construction tasks on schedule.

(2) With careful design, the province has promoted the "Hefei Model". First, formulate an overall plan. The two offices of the provincial party committee and the provincial government issued the Opinions on Promoting the "Hefei Mode" of the Urban Lifeline Safety Project, which defined the overall objectives, key tasks, implementation steps, responsibility subjects and safeguard measures of the whole province. The second is to innovate the construction mode. Instruct the achievement transformation enterprises of Tsinghua Hefei Institute to cooperate with the investment platforms of the municipal governments, establish a localization platform company, and be responsible for local engineering design, construction, operation and services. According to the three special categories of pipeline survey, perception point survey and design, and engineering construction, more than 80 high-quality enterprises were selected to form the urban infrastructure lifeline safety engineering construction consortium, and strengthen the coordination of industrial chain, supply chain, and innovation chain. Third, strengthen financing guarantee. Give play to the role of financial guidance and support, build a platform for political and banking cooperation, strive for development financial support, and CDB has granted 10 billion yuan of special credit for lifeline project construction in our province. Cooperate with PICC Property&Casualty Insurance to build a mechanism of "science and technology+service+insurance" and form a full cycle risk guarantee from construction to operation.

(3) Standard first, improve safety technical specifications. The first is to prepare technical standards. The Guidelines for Safety Engineering Construction of Urban Lifeline in Anhui Province (Trial) was issued to guide the design, construction, operation and maintenance of urban lifeline safety engineering in the province. The Technical Standards for Safe Operation Monitoring of Urban Lifeline Engineering was issued and implemented to standardize the technical indicators and operation and maintenance criteria of the monitoring system. At the same time, take the lead in preparing relevant national and Ministry of Housing and Urban Rural Development standards for urban infrastructure public security. The second is to formulate management standards. The Working Mechanism for Monitoring, Early Warning and Linkage Response of Urban Lifeline Safety Engineering was formulated to clarify the responsibilities of relevant departments and ownership units such as pipelines and bridges, and improve the precise risk prevention and control level of multi department linkage such as monitoring centers, ownership units, regulatory departments and emergency departments.

(4) Technology enables to improve the level of intelligent prevention and control. First, build a strong scientific research platform. Highlight the application of technological innovation, support Tsinghua Hefei Institute of Public Security, and build a simulation experimental device for the destruction of urban infrastructure caused by strong winds, heavy rainfall, floods, fires, gas leakage and other disasters; Build a comprehensive buried pipeline experimental platform and a bridge safety monitoring and diagnosis experimental platform, form a relatively complete scientific research platform system of the Catastrophe Science Center, promote the output and transformation of scientific research achievements, and realize the leap of urban safety from theory to technology. Second, we should work together to tackle key problems. In view of the new hidden risks affecting urban security, Anhui Technology Innovation Center for Urban Infrastructure Security, Anhui Public Security Intelligent Awareness and Emergency Equipment Innovation Center were established, and Tsinghua University, China University of Science and Technology, Chinese Academy of Sciences and other universities and research institutes were united to implement basic theoretical research, engineering system design and management mode innovation, Provide scientific and technological support for the safe development of urban infrastructure lifeline.

(5) Linkage disposal to prevent and resolve security risks. First, provincial and municipal collaboration. We will make every effort to build a "1+16" monitoring and operation system for the safety of urban infrastructure lifelines. "1" means to build a provincial intelligent supervision platform, strengthen the functions of supervision and management, technical services, decision support, assessment and evaluation, integrate the existing urban operation management service platforms in various regions, and collect the safe operation data of the provincial urban infrastructure lifeline; "16" refers to 16 prefecture level cities' infrastructure lifeline safety engineering monitoring networks, which are connected to the perception monitoring systems of enterprises in the gas, bridge, water supply, drainage and waterlogging prevention industries, and are interconnected and data shared with the provincial intelligent supervision platform. The second is the coordination of disposal. The city lifeline safety monitoring center was established, and a 7 × 24 hour duty system was established. After the monitoring and early warning information is sent, the industry competent department and the ownership responsible unit will lead the risk disposal, and the relevant departments will cooperate to form a new risk prevention system of "front-end perception - professional research and judgment - early warning traceability - collaborative disposal". Up to now, the average response time of early-warning events above level 3 is 7 minutes and the handling time is 60 minutes. The third is technology collaboration. Establish a joint expert database for emergency response, which is composed of business experts from industries, universities, research institutes, enterprises, etc., to form a joint consultation mechanism to study, judge and analyze new risks, complex risks, and coupling risks, and guide risk disposal.

2、 Work results

(1) Build the "base" of the provincial engineering database. On the basis of the preliminary general survey of 10 types of urban gas, water supply, drainage, electricity, telecommunications and other underground pipe networks, combined with urban physical examination, comprehensive risk survey of natural disasters, and general survey of municipal infrastructure, a geographic information system for underground pipe networks and an information model system for overground buildings are established to form a "one map overview" of urban overground and underground basic data. At present, the provincial intelligent supervision platform has accumulated 144000 kilometers of urban underground pipe network and 2136 bridge basic information data, and the ground building model covers an area of 945 square kilometers, achieving full coverage of key areas in the province's urban built-up areas, and achieving a clear bottom and clear situation.

(2) Risk can be prevented and controlled. Through professional model analysis, risk assessment is carried out for urban gas, bridge, water supply, drainage and other special projects, forming a "risk four color chart" (red, orange, yellow and blue represent four levels of major risk, greater risk, general risk and low risk respectively) and a risk list. According to the risk assessment results, the implementation plan was formulated, and the first phase of the project was organized and implemented. More than 163000 sets of front-end sensing equipment have been deployed, realizing the precise control and efficient monitoring of sensing equipment.

(3) Promote the source control of potential safety hazards. In terms of fuel gas, it focuses on all-weather monitoring of combustible gas in adjacent underground spaces to make up for the shortcomings and blank areas of traditional manual gas inspection; In terms of bridges, the system achieves two comprehensive health assessments every day, which greatly improves the timeliness of risk identification compared with one detection in the past 1-2 years; In terms of water supply, through real-time monitoring of pipe network leakage, the risk of road collapse caused by water flow scouring can be effectively prevented. At the same time, through big data analysis, it provides decision-making basis for the renewal and transformation of old pipe networks, key project governance and industry supervision, and promotes the transformation of urban safety operation management from invisible to visible, from post investigation and processing to pre-warning, from passive response to active prevention and control.


[Moderator] On October 9, 2023, the Ministry of Housing and Urban Rural Development issued the Guiding Opinions on Promoting the Safety Project of Urban Infrastructure Lifeline (Jian Du [2023] No. 63), which has attracted wide attention from all walks of life. Inspector Wang, how can Anhui specifically implement the relevant requirements of the Guiding Opinions?

[Wang Gongwen] Anhui Province will thoroughly implement the deployment of the provincial party committee and government and the guiding spirit of the Ministry of Housing and Urban Rural Development, seize the "window period" of the national urban lifeline safety project and the urban safety development strategy, deeply promote the construction of the second phase of the urban lifeline safety project, actively cultivate and expand the urban safety industry, and create a pilot demonstration area for the safe development of urban infrastructure lifelines.

First, accelerate the expansion of scenario applications. Focusing on gas user terminals, bottled liquefied gas, and water environment management, we will further expand the application scope of scenarios to fire protection, elevators, manhole covers, heating, comprehensive pipe gallery, rail transit, urban lighting and other fields, orderly implement the construction of county urban lifeline safety projects, and promote the breadth and depth of urban lifeline safety projects.

Second, accelerate the promotion of standards and management innovation. Promote the extension of relevant national standards and specifications to the planning and design, engineering construction, and completion acceptance of more related industries, and study and implement the requirements of simultaneous design, construction, acceptance, and use of IoT equipment and urban infrastructure main equipment.

Third, upgrade and build the urban digital space base. Expand the development of "CIM+" applications, solidly promote the integration of cutting-edge technology and new application scenarios of urban lifeline security, innovate the safe operation and management mode of urban lifeline for co construction, co governance and sharing, and open up new space for the development of digital economy.


[Moderator] How is the development of urban lifeline safety industry in Anhui Province at present? What are the plans for the next step in promoting the agglomeration of urban lifeline safety industry?

[Wang Gongwen] The safety construction of urban lifeline covers technology research and development, equipment manufacturing, operation services and other links. It also has emerging technologies such as the Internet of Things, big data, cloud computing, mobile Internet, artificial intelligence, blockchain and so on. It has a long industrial chain and broad market prospects. In promoting the construction of urban lifeline safety project, our province pays attention to cultivating and developing urban lifeline safety industrial clusters. Our province has set up the Urban Lifeline Industry Development Group to cooperate deeply and efficiently with various places to provide better services for the construction of national urban lifeline safety projects.

First, promote the development of the whole industry chain and accelerate the construction of industrial clusters. Form a complete industrial chain from scientific research and development, engineering construction, equipment manufacturing to post market service. Second, optimize the industrial ecology, enrich and innovate the application scenarios. We will promote the deep integration of the innovation chain, the industry chain, the capital chain, and the talent chain, accelerate the convergence of factor resources with the industrial Internet, and promote the coordinated development of the upstream and downstream of the industry chain. Third, we should actively participate in the formulation of national standards and industrial standards, and seize the voice of standards and new advantages in industrial development. Fourth, we should make the city lifeline industry development group bigger and stronger, build an efficient organizational structure and market-oriented operation mechanism, build a high-level professional operation team, and strive to become the pioneer and leader of the city lifeline safety industry. Fifth, we should strengthen the "double recruitment and double introduction" and accelerate the establishment of industrial alliances. Promote the rapid agglomeration of enterprises, capital and projects. Sixth, we should optimize policy supply. We will increase special support for science and innovation facilities, application scenarios, industrial ecology and other links, actively strive for greater policy space for support through the joint construction of provinces and ministries, and accelerate the construction of a world-class and leading urban safety industry highland in our province.
