Article 19 The dispatched office of the Electricity Regulatory Commission shall grade, register and file the major hidden dangers reported by the electric power enterprises in the area under its jurisdiction and found in the supervision in accordance with Article 6 of these Provisions, and organize the assessment of those identified as major hidden dangers. If it is assessed as a Class II major hazard and the rectification time exceeds 180 days, it shall issue a notice of major hazard listing supervision to relevant enterprises. If it is assessed as a Class I major hazard and the rectification time exceeds 180 days, the major hazard information shall be submitted to the Electricity Regulatory Commission and the local people's government within 2 working days.

The notice for supervision of listing of Class I major hidden dangers that have been rectified for more than 180 days can be issued by the Electricity Regulatory Commission to the enterprise member units of the National Power Safety Production Committee and notified to the relevant dispatched offices, or directly sent to the listed power enterprises through the dispatched offices. The notice for supervision of listing of major hazards mainly includes: the name of supervision, supervision items, rectification and process prevention and control requirements, handling period, procedures and methods for removing supervision.

For major hidden dangers whose rectification time does not exceed 180 days, the power regulatory authority shall strengthen on-site supervision and guidance.

Article 20 The electric power enterprise shall establish a hidden danger management account, formulate a feasible rectification plan, implement the rectification responsibility, rectification funds, rectification measures, rectification plan and rectification period, and rectify the hidden danger within a time limit. In the process of handling major hidden dangers, monitoring should be strengthened, effective preventive measures should be taken, emergency plans should be formulated, emergency drills should be carried out, and major hidden dangers should be controllable and under control.

Article 21 If safety cannot be guaranteed before or during the removal of major hidden dangers, and if the power (heat) supply is not affected, the power enterprise shall stop production or stop the operation of equipment and facilities with major hidden dangers, evacuate personnel, and report to the power regulatory authority and relevant government departments in a timely manner. After the treatment of major hidden dangers is completed, the power enterprise shall organize technicians and experts to evaluate the treatment of major hidden dangers. If the conditions for safe production are met, the construction and production can be resumed only after the review and acceptance of the power regulatory authority.

Article 22 The power regulatory authority shall strengthen on-site supervision and inspection, timely understand the progress of the rectification of major hidden dangers, and have the right to order the power enterprises that fail to implement the responsibility for the rectification of hidden dangers and to complete the rectification within the specified time to suspend production.

Article 23 The power regulatory authority shall strengthen the information exchange work, establish a system of monthly report, quarterly analysis and annual summary of hidden dangers, regularly make statistical analysis and report the work of the power enterprises in the area under its jurisdiction in the construction of hidden danger management system, responsibility implementation, reward and punishment mechanism and information report, It shall submit to the Electricity Regulatory Commission before the 17th day of each month the treatment of major hidden dangers in the region in the previous month, and submit the analysis and summary of the troubleshooting and treatment of hidden dangers in the previous quarter before the 17th day of the first month of each quarter.

Article 24 The power regulatory authority shall give a notice of commendation to the power enterprises that independently investigate and assess, timely report major hidden dangers and have been effectively treated; If major hidden dangers are found during supervision and relevant power enterprises fail to report them, they shall be notified for review and approval. If serious consequences are caused, relevant responsibilities shall be strictly investigated.

There are 3 mining areas, including 2 production mining areas and 1 development mining area; The production mining area is south mining area 1, north mining area 1, and the development mining area is north mining area 2; There are 1 coal mining team and 11 tunneling teams, and the degree of mining mechanization is 100%.

3、 Construction of dual prevention mechanism
