The inspection results shall be reported to the Municipal Administration of Work Safety every week according to the requirements of the Notice. If the flood discharge facilities of individual tailings pond are not constructed according to the design scheme, the enterprise is required to invite experts to conduct safety assessment and evaluation. Through carrying out major inspection on safety production of tailings pond, the enterprise has promoted the rectification process of potential safety hazards in tailings pond, implemented the rectification responsible person, rectification funds and safety measures, and ensured the safe operation of each tailings pond.

3、 Operation safety management of tailings pond

Youpan Iron Mine and County Ganmin Iron Mine have formulated implementation plans in accordance with the requirements specified in the Technical Regulations for Safety of Tailings Pond and the Regulations on Safety Management of Tailings Pond, and the arrangement requirements notified in the Special Action Plan for Safety Rectification of Tailings Pond formulated by the safety supervision department, combined with the actual situation of the enterprise, and have done a good job according to the plan. In accordance with the relevant laws, regulations and standards on work safety, the municipal implementation of the Rules for the Assessment of the Responsibility of the Main Body of Work Safety of Enterprises (hereinafter referred to as the "Assessment Rules") strengthens the quantitative assessment of the responsibility of the main body of work safety of enterprises. The "1000 point system" adopted in the Detailed Rules for Evaluation is composed of 600 points for the legality of the main body of the common part "eight aspects", equipment and facilities, safety investment, institutions and personnel, rules and regulations, publicity and education, safety management, emergency management) and 400 points for the special requirements of the industry.

Among them, the safety production status of the enterprise is divided into four levels: A (excellent), B (good), C (general), D (poor).

Level A: the "eight aspects" of the common part and the special requirements of the industry have been put into place.

Level B: the "eight aspects" of the common part and the special requirements of the industry are implemented in place.

After on-site evaluation, the score is above 600 points and below 700 points, Level C: the "eight aspects" of the common part and the special requirements of the industry are not fully implemented. But there is no major potential safety hazard

―― Level D: there are major potential safety hazards or rejection items for the "eight aspects" of the common part and the special requirements of the industry whose on-site evaluation score is below 600 points

Otherwise, it will be downgraded by one grade. The "eight aspects" of the responsibility of the main body of safety production of ABC level enterprises and the special requirements of the industry must have a score of more than 60% for each major item.

4、 Implementation steps

All of them passed the evaluation and acceptance in December 2012. Since 2013, the first round of implementation of the main responsibility of enterprise safety production in the county began in September. Organize a new round of level assessment, evaluation and acceptance of enterprises. The operation was carried out in three stages.

(1) Publicity launch and rating stage (September 2011 March 2011)

All kinds of training courses shall be held, and the township people's governments and relevant departments shall conscientiously organize the publicity and launch of the implementation of the main responsibility action of enterprise safety production. The interpretation of the Detailed Rules for Evaluation enables the level evaluation personnel to master the evaluation standards and procedures, enable cadres and staff at all levels to know, understand and actively participate, and lay the foundation for the level evaluation and classified rectification.

The safety level assessment of the enterprise shall be carried out by the township people's government and the relevant industry competent department at the county level according to the unified assessment rules of the whole city. The principle of "enterprise self-evaluation and declaration" shall be adopted in accordance with the principle of "hierarchical responsibility and territorial management". The preliminary review and classification of villages and towns and the evaluation and confirmation of the competent industry departments shall be carried out and announced in the form of announcement, documents, licensing, etc.

Report to the township safety supervision office for preliminary review. 1. Self inspection and self-evaluation: the enterprise conducts self inspection and self-evaluation according to the Evaluation Rules and daily safety management status.

And report to the competent industry department at the county level by industry. If the industry boundary is unclear or there is no competent department of the industry, report to the relevant department designated by the county people's government. 2. Classification of preliminary review: the township safety supervision office conducts on-site comparison and preliminary review according to the self inspection and self-evaluation of enterprises.

At the same time, it shall be copied to the Safety Committee Office of the county government for filing. 3. Evaluation and confirmation: the competent industry department at the county level shall conduct on-site evaluation and confirmation according to the preliminary review at the enterprise level reported by the township. Those confirmed as AD level shall be submitted by the industry competent department to the municipal industry competent department.

Always take the average score of the lowest level production and operation unit as the basis for grading, and evaluate the security level of enterprises (groups) in China and the city. Determined level by level according to the jurisdiction. After the self-examination and self-evaluation of the enterprise, it shall be sent to the industry competent department at the county level for preliminary review and classification after the higher level enterprise signs its opinions, and then reported to the industry competent department at the city level for on-site comparison, evaluation and confirmation.

(2) Classified rectification stage (April 2011 June 2012)

Corresponding classified rectification measures shall be taken: Grade A shall be strengthened and graded according to the safety status of the enterprise. Level B focuses on promotion, level C requires rectification within a time limit, and level D is listed for supervision.

The competent departments of each industry shall be responsible for providing classified guidance. For Grade A and Grade B enterprises, 1. After the enterprise level evaluation. We should strengthen and improve; For Grade C enterprises, it is necessary to urge them to formulate rectification plans for major problems, implement rectification funds, and define the rectification period. For those with many problems and great difficulty in rectification, relevant professional technicians shall be organized for consultation, and specific measures and methods shall be proposed to ensure the effective implementation of rectification work. The implementation of rectification shall be reported to the competent department of each industry for review.

The county people's government is listed to supervise the operation. 2. Class D enterprises. Order them to stop production in whole or in part for rectification, and complete rectification within a time limit. After the rectification is completed, the enterprise shall submit an application, and the competent department of the relevant industry shall organize professional and technical personnel to conduct an assessment. Production can be resumed only after the assessment is qualified. The county people's government shall ban the rectification of major hidden dangers that cannot be completed within the time limit or are hopeless.

3. Dynamic management shall be carried out for the safety level of the enterprise according to the current situation of safety production of the enterprise and the situation of reaching the standard within the time limit of safety standardization. The competent department of each industry shall combine safety inspection or assess the safety performance of the main person in charge of the enterprise. Decide whether to adjust its safety level, and if necessary, adjust and confirm according to the specified procedures. First, the promotion and demotion of enterprises declared by self-evaluation shall be approved by the competent departments of various industries. Second, the township people's governments and their relevant departments should organize experts or intermediaries in a centralized manner in different periods of time, and immediately demote the ABC level enterprises found in the daily inspection and supervision that their safety management and safety investment are not in place, that their hidden danger management and major hazard source monitoring are not in place, and that they have serious violations of safety laws and regulations, and those whose circumstances are particularly serious are directly demoted to Level D. Enterprises below the designated size that have fatal accidents in the same year and enterprises above the designated size that have major hidden dangers that have been listed by the municipal and county people's governments and have not completed rectification on schedule are all identified as Level D, and special personnel are assigned to implement key supervision. Third, in the process of dynamic supervision, all enterprises that have been downgraded and apply for upgrading after rectification must first pass the safety condition demonstration and safety evaluation by professional technicians, and then re evaluate in accordance with the evaluation procedures and standards before upgrading. Fourth, enterprises that have implemented A-level supervision for three consecutive years and have a strong sense of self-discipline management can be exempted from regular inspection. When the work safety license is renewed, the safety status assessment can no longer be conducted. Support and encouragement will be given to project approval, insurance rates, corporate credit, securities financing, and evaluation of excellence. The Office of the Safety Committee of the county government will award the title of "Integrity Enterprise in Work Safety".

(3) Assessment and acceptance stage (July December 2012)

The Safety Committee of the county government will organize relevant departments to assess and accept the implementation of this round of action, starting from July 2012. And achieve the following goals:

Level B enterprises account for more than 50% of the total number of enterprises. 1. The overall security level of enterprises in the county reaches more than 30% of the total number of enterprises of level A enterprises. There is no Level D enterprise.

2. No more than 20% of C-level enterprises in high-risk industries and key industries

The basic safety conditions have improved significantly. 3. Various industries have established a relatively complete safety production management system and responsibility system. The safety production situation has improved significantly.

5、 Division of responsibilities

Clarify the division of responsibilities. The Safety Committee Office of the county government takes the lead in coordinating, guiding and urging the whole county to implement the main responsibility actions of enterprise safety production. Each township and department shall follow the principles of "territorial management" and "the person in charge shall be responsible, and the person who approves shall be responsible". Implement supervision responsibilities and promote work. The competent departments of the relevant industries are responsible for guiding and urging the township and enterprises to carry out the level assessment, and promoting the enterprises to implement the main responsibility of safe production according to law.

The specific division of labor of relevant member units of the Safety Committee of the County Government is as follows:

The county safety supervision bureau is responsible for inspecting, guiding and supervising the level assessment and hidden danger investigation and rectification of non coal mines, dangerous chemicals, fireworks and firecrackers production and operation enterprises.

The County Transportation Committee is responsible for inspecting, guiding and supervising the level assessment, hidden danger investigation and rectification of road transport enterprises, passenger and freight transport stations, expressway operation enterprises, water transport enterprises, port enterprises, etc.

The County Urban and Rural Construction Commission is responsible for inspecting, guiding and supervising the level assessment of construction enterprises and the troubleshooting and rectification of hidden dangers.

The county quality supervision bureau is responsible for inspecting, guiding and supervising the level assessment of enterprises producing and using special equipment, as well as the troubleshooting and rectification of hidden dangers.

The County Commission of Economy and Information Technology is responsible for inspecting, guiding and urging the level assessment of civil explosive production and sales enterprises, as well as the troubleshooting and rectification of hidden dangers.

The County Bureau of Commerce is responsible for inspecting, guiding and urging the level assessment of liquefied petroleum gas operating enterprises and the troubleshooting and rectification of hidden dangers.

The management committee of the county industrial park is responsible for inspecting, guiding and supervising the level assessment of metallurgical production and operation enterprises and the troubleshooting and rectification of hidden dangers.

The county public security fire brigade is responsible for inspecting, guiding and urging the level assessment of enterprise fire safety and the troubleshooting and rectification of hidden dangers.

The traffic patrol brigade of the county public security bureau assists the traffic department in inspecting, guiding and supervising the level assessment of road traffic enterprises and the investigation and rectification of hidden dangers.

The county meteorological bureau is responsible for assisting the relevant departments in inspecting and supervising the level assessment of the safety meteorology of weather sensitive enterprises such as rainstorm, gale, thunder and lightning, as well as the troubleshooting and rectification of hidden dangers.

They are respectively responsible for guiding and urging the implementation of the main responsibilities of enterprises in the fields of urban public facilities, tourism, electricity, railway, civil aviation, water conservancy, fishery and other industries. Other member units of the safety committee of the county government should do a good job in relevant work according to the division of responsibilities.

Perfect the working mechanism, and the Safety Committee Office of the county government should earnestly strengthen the organization and leadership. Clarify the division of responsibilities, inspect, guide and urge the competent departments of various industries to earnestly perform their duties, widely publicize and launch, organize education and training, and be familiar with the evaluation standards and contents. The competent departments of all industries shall inspect, guide and urge enterprises to implement the main responsibility of safe production, and conduct on-site review of the preliminary review and classification work at the township level; Guide enterprises to develop rectification plans for potential safety hazards, and provide business and technical services for enterprises; Inspect, guide and urge enterprises to do a good job in troubleshooting and rectification of hidden dangers and improvement of safety production level.

Classified registration and filing; Inspect, guide and urge enterprises to promote safety standardization and self inspection and self-evaluation; Conduct on-site comparison and preliminary review on the self-assessment of enterprise safety level, and all township people's governments shall conduct a comprehensive investigation on enterprises in their own administrative areas. And submit it to the competent department of the industry by category; Track, inspect and urge the enterprise to seriously carry out the investigation and rectification of potential safety hazards. All enterprises should earnestly fulfill the main responsibility of safety production, strictly follow the Evaluation Rules item by item, carry out self inspection and self-evaluation, develop rectification plans for various safety hazards, implement rectification funds, clarify the person responsible for rectification and the rectification period, and effectively implement the rectification work. All enterprises (groups) should strengthen the safety management, supervision and inspection of their affiliated enterprises, and implement the daily hierarchical supervision of enterprises.

6、 Management measures

Implement graded management and incentive rewards and punishments. Strictly follow the principles of "territorial management" and "who is in charge is responsible, who approves is responsible" of safety production.

(1) Comprehensively grasp the responsibility and management information of the enterprise's main body, and improve the archives. The competent departments of each industry shall establish and improve the basic information file data of enterprises in this industry. include:

1. Basic information of enterprises and safety production in various industries;

2. Closure, change, relocation or cancellation of enterprises;

3. Safety status, classification and upgrading of various enterprises;

4. Hidden dangers and problems found in hierarchical supervision and inspection and their rectification;

5. Production safety accidents or near misses of enterprises;

6. Administrative punishment and other rewards and punishments imposed on the enterprise;

7. For newly established enterprises of various types, safety status information archives shall be established within three months.

(2) Implement hierarchical supervision on enterprise safety production. Strengthen supervision and inspection of major hidden dangers or prominent problems in supervision and inspection. The township people's governments and the competent departments of various industries should follow the requirements of A-level consolidation, B-level promotion, C-level rectification within a time limit, and D-level listing supervision. The enterprise shall be ordered to suspend production and business for rectification according to law, and shall be subject to administrative punishment. The enterprise shall be included in the "blacklist" management according to regulations, and may be submitted to the county people's government for closure when necessary. For newly built or relocated enterprises, regular communication with local industrial and commercial administration departments shall be adopted to timely assess and classify the safety status. The township people's governments and relevant departments should consult with the investment, land and resources, industry and commerce, banks, securities, insurance, taxation and other departments to strengthen and improve the joint law enforcement, punishment and copying system for "blacklisted" enterprises, strictly restrict the approval of new projects, land use approval, securities financing, etc., and serve as an important basis for bank loans. Level assessment, level supervision and level adjustment shall be publicized to the public.

The supervision and inspection of production safety of enterprises shall be carried out regularly, and the township people's governments and relevant departments shall carry out safety grading supervision of enterprises. Report the supervision and inspection situation to the comprehensive supervision department of work safety every quarter: in principle, the regular inspection of the industry competent department on Level A enterprises shall not be less than once a year, and the regular inspection on Level B enterprises shall not be less than once every six months; In principle, the township safety supervision office shall conduct regular inspection on Grade C enterprises at least once a month, and assign special personnel to carry out targeted key supervision on Grade D enterprises. The safety supervision and supervision department and the competent department of the industry shall formulate an annual work safety supervision and law enforcement plan, strengthen the key supervision and inspection of CD level enterprises, and urge the implementation of rectification.

(3) Poor safety production conditions, establish a restraint mechanism. The safety production foundation of CD level enterprises is weak. Special personnel shall be assigned to supervise the rectification and guide qualified units to hire professional technicians to provide safety technology and management consulting services.

―― Those determined as Grade C shall be disqualified from the evaluation and rectification.

Report to the safety committee office of the county government. 1. The competent department of the industry shall notify the relevant departments and the opening bank of the enterprise by letter.

2. The relevant departments suspend or stop the approval (approval or filing) of new construction, reconstruction, expansion and technical transformation projects and the approval of special financial funds that do not belong to the promotion of safety technology level; Suspend the qualification of enterprises and individuals at all levels; Cancel the qualification of "Ankang Cup" and "Ping An Enterprise".

-- Those identified as Grade D shall be listed and supervised by the county people's government.

Report to the Office of the Safety Committee of the County Government, 1. The competent department of the industry shall notify the relevant departments and the opening bank of the enterprise by letter. And announced in the main news media of the county.

2. Relevant departments shall restrict administrative licensing, project approval, bank credit, insurance rate, merit evaluation, etc.

If the rectification fails to meet the requirements at the expiration of the rectification period, the county people's government shall ban it according to law; Cancel all project approval (approval or filing) and qualification for excellence evaluation other than safety technical transformation. 3. Order them to suspend production or business in whole or in part for rectification.

Cancel their qualification for excellence evaluation in safety production. For units that have not carried out activities to implement the main responsibility of enterprise safety production.

7、 Job requirements

(1) Strengthen organizational leadership. All township people's governments and relevant departments should earnestly put the implementation of the main responsibility action of enterprise safety production on the agenda. The main leaders should pay attention to it personally, and the leaders in charge should pay attention to it specifically. The county government sets up a leading group with the leader in charge as the group leader and the heads of relevant departments of the county government as the members, and sets up a promotion office in the office of the safety committee of the county government to be responsible for daily work coordination, supervision and inspection. The township people's governments should study, formulate and refine implementation plans, strengthen organizational leadership, set up promotion offices and take charge of daily work in combination with the actual situation of the township; The relevant industry competent departments of the county government shall, according to the relevant industry competent departments at the municipal level, formulate specific standards, determine the undertaking departments, designate special personnel to be responsible for them, and promote the orderly implementation of actions.

(2) Perfect the safety supervision network and work mechanism. All township people's governments and relevant departments shall establish working organizations to implement the main responsibility of enterprises. Specify a special person to be responsible for action promotion. All towns and villages should give full play to the role of village level safety information officers, assist in collecting information and report it in a timely manner. The safety supervision department shall strengthen the professional training of safety supervisors. Qualified villages and towns can hire professionals to guide the daily safety management of enterprises. The safety committee of the county government should do a good job in organization, leadership and overall coordination, and regularly organize joint meetings to study, analyze and deploy actions.

Chapter 7: Model for Troubleshooting and Assessment of Safety Hazards

Today, the municipal government held a quarterly work safety regular meeting and enterprise safety assessment mobilization meeting here to review and summarize the work of the first quarter, analyze the current situation, study and deploy the work of the second quarter, focus on the mobilization and deployment of the "Year of Work Safety" activities and the assessment of the implementation of the responsibility of the main body of enterprise work safety. Just now, Comrade * reported the accident and work in the first quarter, and deployed the safety assessment work in the second quarter and the enterprise; Seven leaders from the Municipal Construction Bureau, the Quality Supervision Bureau, the Health Bureau, the Education Bureau, the Transportation Bureau, the Traffic Police Brigade, the Fire Brigade and other units made special speeches, and gave the key points and measures of work safety within their respective responsibilities; I think that the guiding ideology, work objectives, division of responsibilities, implementation steps and requirements of how to do a good job in the work safety work in the second quarter, especially how to carry out the "Year of Work Safety" activity and enterprise safety assessment work, have been very clear. Please carefully follow the spirit of this meeting The spirit of relevant documents and the deployment and requirements of several leaders just now should be paid close attention to. Chunjiang, Dongzhou, Lingqiao, Dayuan, Wanshi, Chang'an and other six villages and towns (streets) made statements, summarized and analyzed the work situation since this year, and proposed the next step of countermeasures, which is worthy of careful comparison and implementation. Let me briefly make three comments:

1、 We must further understand

The long-term, complex and arduous nature of work safety urges us to further improve our understanding.

Why is work safety long-term? This is because, since the existence of human activities, there has been production labor. Production labor is the basic guarantee for human evolution, reproduction, survival and development. The associated production safety and production safety issues are a long-term work that has always accompanied the whole process of human evolution, reproduction, survival and development.

Why is safety production complex? With the evolution of human beings from low level to high level, the field of production labor is expanding, the intensity is increasing, and the complexity is increasing, which also leads to the increasingly complex causes of production insecurity. Imagine that we humans were mainly engaged in primitive agriculture and animal husbandry, but now their production and labor fields have gone far beyond this range, including agriculture, industry and the tertiary industry. Not only on land, but also in the sea and the universe.

Why is safety production arduous? Due to the long-term and complexity of production safety, it is undoubtedly more difficult for us to update the work of safety production. It is more and more difficult to do this job well, and the work will become more and more difficult.

Analyzed the long-term, complex and arduous nature of work safety, some comrades may think in their hearts, or privately say, or some just want to say, that is, since work safety has a long-term nature, it is not good to rely on our generation alone; Since safety production is complicated, it is impossible for us to grasp it on our own level; Since it is so hard to grasp safety production, we should try our best to leave it alone and let others take care of it. If there is such an idea, I personally think it is totally wrong. The long-term nature of safety production indeed requires us to firmly establish a long-term perspective. That is to say, safety production must be stressed day by day, month by month, year by year, long-term, consistent and unremitting. Only in this way can we implement all work of safety production and effectively curb the trend of frequent accidents. Work safety does have complexity. This complexity requires that we must firmly establish a holistic and systematic view to focus on work safety. It is not feasible to focus on work safety alone. We need to take administrative, economic, legal and other means to focus on work safety comprehensively, and we need to focus on all sectors of society, all walks of life, and all levels. When analyzing the current work safety, there are many problems, including problems at the social level, problems at the government level, problems with concepts, and problems with technical support. From the social perspective, the awareness and knowledge of safety production in the whole society are relatively lacking; From the government level, the legal system is not perfect, the regulatory system is not perfect, and the regulatory responsibility is not fully implemented. From the perspective of concepts and concepts, we attach importance to production and safety, economic interests and life safety; From the perspective of technical support, there is still a long way to go for inadequate investment in protecting production safety, backward technical equipment, and promoting safety and security through science and technology. Therefore, we should take a multi pronged and comprehensive approach. For example, to strengthen safety education, safety production training, improve the legal system, put in place the supervision system and strength, implement the supervision responsibility, implement the responsibility of the main body of the enterprise, put in place the safety investment and technical equipment, put in place the operation system and norms, and build a safety culture, each work is very important. If every item is fully implemented, the severe situation of work safety will soon be changed. Of course, it is also necessary to focus on one aspect in combination with regional characteristics, characteristics of accident prone industries and points in different periods. Safety in production is indeed arduous, which requires us to treat and do a good job of this work with 100 times of efforts and the style of hard work. It is not advisable to be afraid of difficulties. Avoiding problems does not solve problems, and passivity, paralysis and laziness are irresponsible manifestations. In a word, since the glorious and sacred historical task of production safety has fallen on us, we can only take the sense of responsibility that is heavier than Mount Tai, the sense of urgency that time is not waiting for us, and the sense of mission that everything is for the people and responsible for the people. We will not be afraid of difficulties, brave to shoulder heavy burdens, and work hard and down-to-earth to do a good job in all work of production safety. Otherwise, how can we talk about serving the people wholeheartedly? What about putting people first? How to learn and practice the scientific outlook on development? How to talk about a well-off society, a harmonious society, and a new life of prosperity and sunshine?

2、 Must further focus on key points

This year is the "Year of Work Safety" uniformly deployed by the State Council, and also the year for the implementation of the main responsibility of enterprise work safety determined by our city. It is of great significance to do a good job of work safety in the second quarter for the whole year. In the next stage, we should focus on the following work:

1. Deeply carry out the "Year of Safe Production" activity. The relevant departments at the township (sub district) and municipal levels should, according to the unified deployment of the State Council, the province and * city, organize and carry out the "Year of Work Safety" activity, take effective prevention of safety accidents as the goal, solidly carry out the "three actions" of work safety law enforcement, work safety governance, work safety publicity and education, and effectively strengthen the legal system and mechanism of work safety, work safety guarantee capacity "Three constructions" of safety production supervision team. The Municipal Safety Committee has issued the notice of our city to organize the activities of the Year of Work Safety, and we hope that everyone will strengthen leadership, organize meticulously, and implement conscientiously in accordance with the requirements of the notice.

2. Deepen the investigation and treatment of potential safety production hazards. Firmly establish the idea that hidden dangers are accidents, and earnestly take in-depth investigation and treatment of hidden dangers as the key work of the city's safety production this year, and the important content of the city's "Year of Safety Production" activities. I have talked about the "Hain rule" many times at the meeting, and I hope you can further understand it. How to carry out the investigation and treatment of hidden dangers has been clearly defined in the relevant documents issued by the Municipal Safety Committee to carry out the "Year of Safe Production". It is hoped that all township (sub district) and municipal departments, on the basis of summing up the "hidden danger investigation and control" activities carried out in the previous two years, and centering on the overall requirements of "serious investigation, resolute rectification, consolidated achievements, and elimination of new hidden dangers", will formulate specific work plans, implement the responsibility system for hidden danger investigation and control, and do a solid job in hidden danger investigation and control. Hidden danger troubleshooting should not only highlight key industries, key regions, key enterprises and key time periods, but also be comprehensive and meticulous, leaving no blind spots and blind spots, and strive to achieve early detection and treatment of problems. The rectification work shall be conscientious, responsible and meticulous, and the "five implementations" of responsibility, funds, measures, time limit and plan shall be implemented. All localities and departments should strengthen the coordination, guidance, supervision and inspection of the troubleshooting and treatment of hidden dangers, increase the tracking and supervision of hidden danger treatment, and supervise the major hidden dangers, solve them within a time limit, and cancel their registration upon expiration. It is necessary to establish and improve the standing book for troubleshooting and treatment of hidden dangers, and identify, classify, sort out and file the hidden dangers. Strengthen the data statistics, information submission and other related work of troubleshooting and governance of hidden dangers.

3. Firmly carry out enterprise safety production assessment. To carry out the implementation of the main responsibility of enterprise safety production and the assessment of safety production standardization is an important measure to promote the implementation of the main responsibility of enterprise safety production, improve the level of enterprise safety production management, and build an intrinsically safe enterprise. In other words, it is the fundamental policy to promote safety production. Last year, the municipal government issued the Notice on Further Implementing the Main Responsibilities of Enterprises in Work Safety, and this year issued the Notice on the Implementation of the Main Responsibilities of Enterprises in Work Safety and the Work Plan for the Assessment of Work Safety Standardization in * City. The leading departments are also responsible for formulating the safety assessment standards for enterprises in relevant industries. A little negligence may lead to unexpected accidents. High temperature in summer and flood season, thunderstorm, storm and other disastrous weather bring many adverse factors to safety production, which is the prone period for various production safety accidents. In order to effectively curb the occurrence of various accidents and ensure safety in production, I will make three points about safety in production during the May Day holiday and flood season:

(1) Carry out supervision and inspection immediately to prevent the occurrence of safety accidents in the public sphere. All regions, departments and units should focus on strengthening supervision and inspection in the following aspects according to the characteristics of work safety during the May Day holiday: First, strengthen tourism safety management. The Operation and Rest Office, the Quality Supervision Department and other departments should effectively strengthen the safety inspection of tourist vehicles, dangerous tourism projects, large amusement machines and other equipment, and strengthen the daily spot check, maintenance and management. At the same time, it is necessary to strengthen the safety supervision and inspection of tourist transportation vehicles and tourist star hotels during the festival, make emergency preparations for various emergencies and production safety accidents, and prevent traffic accidents of tourist vehicles and vessels, safety accidents of amusement facilities, safety accidents of scenic roads and bridges, drowning accidents, adventure tourism accidents, food poisoning accidents; The second is to strengthen the safety management of public gathering places. All localities and relevant departments should strengthen the work of flood prevention, lightning protection, typhoon prevention, electric shock prevention, poisoning prevention, heatstroke prevention, strengthen the safety inspection of accident prone industries, fields and major hazard sources, implement the responsibility for safe production and various preventive measures, and effectively prevent all kinds of accidents. All localities shall immediately carry out a safety inspection on the plants, construction sites, sheds, roads, mine quarries and tailings ponds near the hillsides within their jurisdiction, so as to eliminate potential accidents in time and prevent production safety accidents caused by natural disasters such as floods, landslides and debris flows. With the rise of temperature, accidents such as explosion and leakage of hazardous chemicals are likely to occur. Safety supervision, public security and other departments should strengthen safety inspection and management of production, storage, transportation, operation and use of hazardous chemicals. Urge and guide enterprises to do a good job in safe production during high temperature, especially provide necessary cooling facilities and cool drinks for workers working in open air and high temperature in summer, and arrange work and rest time. In high temperature period, overtime work shall be strictly controlled and necessary safety and health protection articles shall be provided for front-line workers. Ventilation measures shall be taken for confined space operation to prevent acute poisoning accidents.

(4) Do a good job in equipment and operation management to promote the safe operation of power grid equipment

The specialized patrol inspection and condition assessment of power transmission and transformation equipment have been carried out carefully, and the status detection methods such as infrared thermal image detection, dissolved gas analysis in oil, ultra-high frequency partial discharge detection, ultrasonic partial discharge detection and so on have been comprehensively applied to focus on the live detection of 220 kV and above main equipment, and the helicopter patrol inspection of more than kilometers of transmission lines has been completed; Strengthen the management and elimination of "red line" equipment, and eliminate 46 red line equipment in total; The safety inspection of electrified railway related equipment, troubleshooting of cable fire hazards, and troubleshooting of important crossing hazards of transmission lines were carried out specially; Complete the renovation of heat generating equipment such as replacement of 10kv switchgear of Baisha substation and Xiaolin substation. Under the condition that the maximum load of the power grid exceeded 9 million kilowatts this year, the power grid still maintained safe and stable operation during the summer peak. In view of the still heavy production tasks this year, our bureau not only ensured the smooth progress of power grid construction, but also ensured construction safety by promoting lean production, strengthening rigid management of plans, and reasonably arranging the operation mode. From January to September, a large number of projects such as 220 kV Tunshan substation have been completed and put into operation. As a key promotion unit of the work of "building models and spreading experience" in the investigation and treatment of hidden dangers in work safety accidents of State Grid Corporation of China and provincial companies, our bureau has summarized and refined the work experience with guiding effect and promotion value from the aspects of hidden danger investigation, assessment, treatment, prevention and control, with the main line of building mechanisms, investigating hidden dangers, grasping treatment, and preventing accidents, Promote the investigation and treatment of potential accidents to a new level. First, improve the definition of hidden dangers.
