Problems existing in the electrostatic precipitator before the transformation: because the electrostatic precipitator has been put into operation for more than 14 years, there are many problems existing in the electrostatic precipitator at present, and the dust removal efficiency is seriously low. The dust concentration at the outlet reaches 300-400mg/Nm3, which is far from meeting the environmental protection requirements. 2、 Transformation of electrostatic precipitator into bag type precipitator

The existing problems of the original electrostatic precipitator lead to high defect rate of the electrostatic precipitator and poor reliability of the equipment, which seriously affect the dust removal efficiency. 3、 Technical features of FMFBD type compartment positioning back blowing bag filter

1. Operating principle

2. Rotary back blowing soot cleaning mechanism

The blowback and soot cleaning has little impact on boiler operation and consumes very little power. The dust remover uses the advanced micro pressure back blowing dust cleaning principle, that is, when the resistance of the dust remover measured by the differential pressure gauge reaches the upper limit value, the first sub chamber positioning back blowing mechanism of the first single dust remover automatically starts, and the back blowing outlet turns from the stop position to the air outlet of the first bag chamber, stopping for 14 seconds. Under the effect of the purified flue gas with a pressure of not less than 3kPa, the dust layer attached to the outer surface of the filter bag is cleared by using the gasification ash removal principle, and the direction of the reverse blowing air flow is consistent with the direction of the dust falling, It can be blown for 14 seconds to send the cleared dust into the ash hopper, thus realizing offline ash cleaning.

4. Static gasification layer ash removal

The chamber positioning reverse blowing bag type dust removal technology relies on destroying the adhesion between the dust layer and the filter bag to clean the dust. The dust removal mechanism is completely different from the traditional "inertial force" dust removal.

Before dust removal, the dust layer is mainly affected by the four forces of air flow pressure, filter cloth support, adhesion and self gravity, and is mainly attached to the filter cloth surface by adhesion. The cost of existing enterprises to carry out cross-border e-commerce business in Guangxi, such as cross-border e-commerce export logistics and cross-border payment costs, is high. In the field of cross-border payment, the foreign PayPal market share is high, and the domestic third-party payment platform has not been sufficiently recognized in the ASEAN market. At present, domestic third-party cross-border payment enterprises are in fierce competition. According to industry segmentation, they occupy customers according to their own advantages. However, Guangxi's local cross-border payment enterprises are small in size and weak in market competitiveness. They still need precise positioning in competing for ASEAN cross-border payment market.

(3) Lack of professional talents. In recent years, many cross-border e-commerce enterprises have settled in Guangxi and actively explored the ASEAN market, but the cross-border e-commerce talents required by enterprises are very scarce. As cross-border e-commerce is a new trade mode, the traditional e-commerce graduates trained by the school cannot meet the actual needs of society and enterprises, The development of cross-border e-commerce in Guangxi can not be separated from the support of logistics and cross-border payment enterprises, so there is an urgent need for compound talents who understand both ASEAN countries' languages and e-commerce and international trade.

4、 Suggestions on the development of third-party cross-border payment in Guangxi

(1) Accelerate cross-border RMB business innovation. Guangxi is an area where China has earlier carried out RMB settlement pilot in border areas. With the continuous development of the China ASEAN Free Trade Area and the continuous strengthening of economic cooperation between China and ASEAN countries, cross-border RMB financial services in Guangxi have been developed by leaps and bounds. To carry out RMB settlement of cross-border trade with ASEAN countries, we should pay attention to communication and cooperation between countries and ASEAN governments. Guangxi's third-party cross-border payment market is still in its infancy, and its development should be gradual. In the face of the ASEAN market, Guangxi should establish its brand and advantages at the beginning, identify advantageous industries such as electromechanical products, automobiles, medical devices, and give full play to the role of B2B and B2C cross-border e-commerce platforms to obtain more ASEAN customers. The local third-party cross-border payment enterprises should carry out differentiated development in the competition, identify the enterprise development goals, accurately position, and create a cross-border payment platform suitable for the ASEAN market.

(3) Accelerate the training of cross-border e-commerce talents. Since the main target countries of Guangxi's cross-border e-commerce are ASEAN countries, Guangxi's colleges and universities should adapt to the regional economic characteristics, timely adjust the professional talent training program, speed up the training of cross-border e-commerce talents, so that graduates can not only master English and a small language, but also understand the residents' consumption habits, payment habits Local laws and regulations and traditional e-commerce knowledge can help enterprises integrate into the local e-commerce market of ASEAN countries more quickly after graduation, and gain consumer recognition as soon as possible. Therefore, Guangxi SMEs should actively try to use e-commerce to open up the ASEAN market and seek new development opportunities.

1 Current situation of economic development of small and medium-sized enterprises in Guangxi

According to the relevant person in charge of the Statistics Bureau of Guangxi Zhuang Autonomous Region, the future planning blueprint for the construction of statistical informatization in Guangxi has been determined, which spans the "12th Five Year Plan" and "13th Five Year Plan" periods. The "12th Five Year Plan" is mainly to lay the foundation. The "13th Five Year Plan" will continue to expand and improve the scope and content of services, deepen the support for business and services for users at all levels, achieve monitoring, evaluation and decision support, and comprehensively build a data center for Guangxi's national economic and social development. According to the data of the third economic census of Guangxi, the foundation of enterprise informatization construction in Guangxi is steadily improving. Among the 13054 enterprises surveyed in 2013, 489 enterprises had e-commerce, accounting for only 3.7% of the total number of enterprises surveyed, 1.5 percentage points lower than the national average.

Since the "China ASEAN" free trade area was fully completed on January 1, 2010, the economic development of China and the ten ASEAN countries has entered a fast lane. As a new direction of enterprise development, e-commerce plays a vital role in discovering new business opportunities, expanding sales, improving market awareness, reducing costs and enhancing competitiveness. In recent years, the ecological environment of e-commerce in Guangxi is changing with each passing day. Small and medium-sized enterprises in Guangxi have seen the broad prospects of e-commerce. Now many enterprises have begun to carry out e-commerce business and share the dividends of e-commerce development. However, compared with large enterprises or small and medium-sized enterprises in developed regions, their development is relatively slow, and there are still many difficulties and problems. In the era of "Internet+" e-commerce, how to move from the traditional business model to the Internet business model, and how to judge the situation and choose the e-commerce development model that conforms to the actual situation of enterprises has become the key to success of enterprises.

3 Opportunities for the development of Guangxi's small and medium-sized enterprises

3.1 Policy advantages and regional advantages

Since 2005, the industries in the eastern coastal developed areas of China have been gradually transferred outward, some to Southeast Asian countries, and some to inland areas. Guangxi's small and medium-sized enterprises have also benefited greatly from this.

Guangxi is located at the intersection of the western, eastern and central regions of China, and is also the junction of the ASEAN Economic Circle, the Southwest Economic Circle and the South China Economic Circle. It has always attracted many well-known large and medium-sized enterprises at home and abroad to invest and develop here. With the permanent settlement of the "China ASEAN" Expo in Nanning, and the promotion of regional economic cooperation in the six southwest provinces, the Pan Pearl River Delta Economic Circle, the Pan Beibu Gulf Regional Economic Circle and other projects, it will provide new opportunities for the development of e-commerce for small and medium-sized enterprises in Guangxi.

3.2 ASEAN e-commerce market is full of business opportunities

At present, the ten ASEAN countries have fully demonstrated the urgent need to use the Internet for business trade. The "China ASEAN" E-commerce Summit was held in Nanning on September 18 and 19, 2015. Guangxi's Meili Bay E-commerce Platform has established cooperative relations with 7 ASEAN countries, including Vietnam, Malaysia and Thailand. In 2015, Nanning (China ASEAN) Commodity Exchange prepared to establish an offshore trading center for bulk commodities in Indonesia. With RMB as the trading quotation and settlement currency, enterprises can easily carry out cross-border procurement.

The 2015 "China ASEAN" E-Commerce Summit was held in Nanning, Guangxi. At present, Guangxi is gradually becoming an international gateway for China to connect with ASEAN and an important gateway for the organic connection of the "Belt and Road". It can be seen that the ASEAN e-commerce market is full of business opportunities. Guangxi SMEs should seize these opportunities, give full play to regional and resource advantages, and make full use of policy advantages to establish a distinctive "Guangxi ASEAN" e-commerce development model for SMEs.

4 Countermeasures and Suggestions for Guangxi Small and Medium sized Enterprises to Develop E-commerce

4.1 The government issued relevant policies to actively guide and promote

Throughout the development of e-commerce for SMEs at home and abroad, the guidance and promotion of the government play a decisive role. The task of e-commerce development in Guangxi is arduous, and the development of e-commerce for SMEs especially needs the support and help of the government. On July 15, 2015, the Department of Commerce of Guangxi District signed a comprehensive strategic cooperation agreement with China Telecom Guangxi in Nanning to deepen the strategic cooperation in the field of informatization, promote the implementation of the "Internet+e-commerce" action in Guangxi, and the "e-commerce into 10000 villages" project will become the first cooperation project to be launched.

On October 9, 2015, Nanning's Several Opinions on Further Accelerating the Development of E-Commerce Industry, whose measures to increase financial support, will inject a dose of tonic into Nanning's e-commerce industry, that is, for six consecutive years from 2015 to 2020, 20 million yuan of special funds for e-commerce industry development will be allocated annually to support the development of e-commerce industry in Nanning. At the same time, 100 million yuan of Nanning science and technology and e-commerce industry guidance fund will be allocated from Nanning industry guidance fund to increase the support for investment and financing of e-commerce industry and promote the development of Nanning e-commerce industry.

With the popularity of Groupon mode in the world, O2O mode has attracted more and more attention, and many companies have begun to layout O2O mode. On September 23, 2014, the first China O2O Industry Summit was held in Nanning, Guangxi. 4.5 Be brave to try rural e-commerce mode

On May 28, 2015, the General Office of the People's Government of Guangxi Zhuang Autonomous Region issued the Implementation Plan of Rural E-Commerce Work in the Region from 2015 to 2017, which defined the overall idea and work objectives of rural e-commerce in Guangxi, provided support for the development of rural e-commerce with special financial funds, and provided support for tax relief, financing, construction land and other policies. 5 Conclusion

The completion of the "China ASEAN" free trade area and the development of the Pan Beibu Gulf Economic Zone have promoted the development of e-commerce for small and medium-sized enterprises in Guangxi, but it is still at a low level. Small and medium-sized enterprises in Guangxi should make full use of various advantages to build their own e-commerce development model. The development of e-commerce in Guangxi's small and medium-sized enterprises, on the one hand, needs the guidance and promotion of government policies, and on the other hand, needs Guangxi's small and medium-sized enterprises to consider the situation and choose the appropriate e-commerce development model in combination with their own actual situation. Enterprises conducting e-commerce for ASEAN should also be familiar with relevant policies, laws and regulations of ASEAN Free Trade Area and ASEAN countries. At the same time, if Guangxi SMEs want to be brave in exploration and innovation, actively respond to the call of the government, and be brave in innovation, they must believe that e-commerce of Guangxi SMEs will develop rapidly and healthily.

Chapter 5: Guangdong Electromechanical Model

With the advancement of urbanization, elevators have become an indispensable auxiliary tool for enterprises and people's production and life. At present, the elevator safety supervision system in China originates from the era of planned economy, and it is biased to unilaterally strengthen the administrative supervision force, which is not in line with the reform direction of the socialist market economy. Guangdong Province is the largest province in elevator ownership in China. On the basis of extensive research and analysis, Guangdong Provincial Bureau of Quality Supervision has formulated and implemented a systematic reform plan. Since April 2012, Guangzhou and Dongguan have taken the lead in exploring a new way of public safety supervision, which has achieved remarkable results and caused strong repercussions at home and abroad.

The reform of the elevator safety supervision system in Guangdong Province has reversed the traditional concept of strengthening administrative means as the main way, and formed a modern safety supervision system with the implementation of corporate responsibility as the core, the protection of rights and interests as the constraint basis, insurance relief and social assistance as the guarantee, quality detection and safety risk assessment as the technical support, and government supervision as the general mandatory. This has a strong reference and demonstration role in reforming the public security regulatory model, strengthening and innovating social management, promoting the transformation of government functions, and deepening the reform of the administrative system.

Make reform more scientific

Before the reform, the elevator safety supervision mode in Guangdong Province had a strong planned economy color, which was highlighted by five problems: the safety responsibility chain was not clear enough, the vicious competition in the maintenance link, the confusion of responsibilities in the inspection link, the lack of social assistance and restriction mechanism, and the difficulty in implementing maintenance and transformation funds.

In the face of the above deep-seated contradictions, Guangdong Provincial Bureau of Quality Supervision put forward a whole process and whole field reform plan of "clarifying one responsibility, that is, clarifying the first responsibility of the elevator use manager; implementing two reforms, that is, implementing the reform of the elevator maintenance system and the elevator inspection system; and establishing two systems, that is, the elevator safety liability insurance and the elevator maintenance and transformation fund implementation system". This plan has changed the traditional supervision concept with strengthening administrative means as the main way, clarified the boundary between the government and the market, played a role in social supervision, and formed an operating mechanism with the implementation of the main responsibility of elevator safety as the core, the safety awareness of elevator users and managers has been enhanced, social assistance has been timely, and all parties have strong supervision, creating self-restraint The market competition environment of survival of the fittest.

At the same time, Guangdong Province has taken the pilot first approach, selected Guangzhou and Dongguan as the pilot cities for reform, worked out the implementation plan jointly with the municipal governments of the two cities, defined the progress requirements, implemented the division of responsibilities, and ensured that all reform measures were implemented.

Clarify the first responsibility of "users of management authority"

Before the reform, the ownership, use management and technology management of elevators in Guangdong Province were separated, and the responsibility chain was not clear, leading to a weak sense of responsibility of the safety subject of enterprises. This reform proposes that the "user and manager" of the elevator (generally, the user and manager usually refers to the property management company entrusted by the owner) must fulfill the responsibilities and obligations of the use right specified in the Regulations on Safety Supervision of Special Equipment, and assume the "first responsibility". When the ownership of the elevator is separated from the right of use, the "owner" must designate the "right of use and management" by means of authorization or delegation, and the rights and obligations of the "right of use and management" must be clarified through a formatted contract.

In July 2012, the Guangdong Provincial Bureau of Quality Supervision and the Guangdong Provincial Bureau of Industry and Commerce jointly issued the "Model Text of Elevator Authorization Use Management Contract", which was implemented in Guangzhou and Dongguan. At present, 108914 elevators have signed authorized use management contracts between the two cities, accounting for 74.6% of the elevators in use in the two cities.

The Guangdong Provincial Bureau of Quality Supervision also replaced the use registration signs and inspection signs for 92458 elevators, making the "first responsibility" of "users and managers" deeply rooted in the hearts of the people. The definition of "user management authority" has made the entire elevator safety responsibility chain clear. The previous link is responsible for the next link, and the next link is responsible for the previous link, so as to fully mobilize the enthusiasm of each link of elevator safety. The supervision effect has been significantly improved than relying solely on the government to strengthen supervision.

Build elevator maintenance system

Before the reform, due to the unclear responsibility of the safety subject, "users of management authority" tend to choose maintenance units with "low quality and low price". The enterprises that are most capable of assuming the maintenance responsibility cannot become the main force of the maintenance market. The elevator maintenance market has a serious problem of "bad money drives out good money". This reform encourages and advocates elevator manufacturers to directly engage in or authorize and entrust other maintenance companies to maintain their products, and gradually establish a lifelong service responsibility system for elevator manufacturers from design, manufacturing, installation, transformation to repair and maintenance.

The Guangdong Provincial Bureau of Quality Supervision has accelerated the reform of the administrative approval system for special equipment, cancelled the administrative license for elevator maintenance of the elevator manufacturing enterprise, and provided administrative support for building an elevator maintenance system dominated by manufacturers. Since the start of the reform, the proportion of newly certified elevators in Dongguan that are maintained by elevator manufacturers or their companies has reached 91.33%, 83 percentage points higher than before the reform.

Implement supervision and inspection of elevator in use

Before the reform, due to the regular inspection of elevators by the inspection agency established by the government, and the current situation of replacing the government's supervision and random inspection with regular inspection, the government has the responsibility of supervision and random inspection, Confused with the social legal inspection responsibility (according to the relevant national laws and regulations, elevators should be subject to regular inspection every year, which is a legal requirement. Since the laws and regulations do not specify who should carry out such legal inspection, it should be borne by the social impartial third party social organizations), the negative consequences of the transfer of social inspection responsibility to the administrative supervision department. The reform proposed that the supervision department should select a certain proportion to carry out supervision, spot check and inspection according to the current situation of economic and social development, elevator use and fault conditions and financial support; At the same time, allow the social third party organizations to obtain the qualification recognition of elevator regular inspection, and gradually form the socialization of elevator regular inspection. To this end, Guangdong Provincial Finance has allocated a special fund of 30 million yuan for support.

The Guangdong Provincial Bureau of Quality Supervision organized the province's approved special equipment inspection agencies to supervise and spot check the elevators in use. Up to now, there have been 33319 elevators spot checked, with the discovery rate of serious accident hazards of 18.6%, and the completion rate of rectification of serious accident hazards of 100%, which has effectively eliminated the elevator quality and safety hazards. In addition, Guangdong Provincial Bureau of Quality Supervision is also organizing the provincial quality supervision system to demonstrate the recognition of elevator social inspection institutions, and strive to promote the formation of a socialized pattern of elevator regular inspection.

Accelerate the establishment of liability insurance system

Before the reform, due to the lack of insurance system, once an elevator accident occurred, it was difficult for the victims to get compensation for their rights and interests in time, affecting social stability. This reform proposes to establish a liability insurance system for elevator accidents that is widely recognized and accepted by the society, with "users of management rights" as the main body of insurance, special equipment manufacturing enterprises, inspection institutions and maintenance units participating. The Guangdong Provincial Bureau of Quality Supervision and the Guangdong Provincial Bureau of Insurance Supervision have established a joint meeting system for special equipment liability insurance, jointly issued documents, advocated and encouraged the use right units or property owners of special equipment, insured "special equipment third-party liability insurance", and guided relevant units to insure "special equipment inspection and detection liability insurance" and "maintenance unit liability insurance". At present, 94889 elevators in use have been insured in Guangzhou and Dongguan, accounting for 64.4% of the total elevators in use in the two cities. According to the regulations of Guangzhou Insurance Company, 100 yuan is paid for each elevator every year. In case of an accident, up to 1 million yuan can be paid for each elevator; Dongguan pays a premium of 60 yuan per elevator every year, with a maximum of 1 million yuan per person and 3 million yuan per elevator. The social assistance system for elevator accidents with insurance companies as the main body has taken shape.

Up to now, the two cities have received 8 reports of successful claims after insurance, and the amount of compensation is about 1 million yuan. The Guangdong Provincial Bureau of Quality Supervision also actively contacted with the Provincial Department of Housing Construction, and plans to jointly issue documents in the near future to guide local governments on how to draw "special housing maintenance funds" for elevator maintenance and renovation. The shortage of elevator maintenance funds is expected to be solved.

Accelerate the construction of legal support system

The Guangdong Provincial Bureau of Quality Supervision has accelerated the revision of the Regulations of Guangdong Province on Safety Supervision of Special Equipment, integrating the main contents and measures of elevator safety supervision reform. At present, this provision has been included in the 2013 legislative preparatory project of the Standing Committee of Guangdong Provincial People's Congress.

Chapter 6: Guangdong Electromechanical Model

According to the prediction of Guangdong Electric Power Group, the power consumption of Guangdong Province will continue to increase rapidly in 2011. At present, Guangdong's power supply can only be guaranteed by power supply construction in other cities and long-distance ultra-high voltage power transmission. However, this situation has buried a great hidden danger for Guangdong's power supply safety, especially the power failure accidents in the United States, Canada, Europe, Australia and other places, which makes us have to pay attention to the safety of the power grid. At present, the peak shaving problem in Guangdong mainly depends on some pumped storage power plants and oil fired units. Due to the limitations of station site conditions and scale effect, pumped storage is often large in scale and far from the load center, which has a strong supporting role for the main network. However, for areas like Shenzhen where the load is highly concentrated and at the edge of the main network, its own regulation strain can only be supported by fuel units, especially gas turbine units. Gas turbine is a power equipment using air as working medium, and air density directly affects power generation output and efficiency. When the air temperature increases in summer, the air density decreases, which directly affects the output of the gas turbine generator set. However, the higher the ambient temperature is, the greater the load capacity demand of electric air conditioning is, and it is also the time when the load pressure of the power grid is the largest.
