Reported by Zhang Pei on the website of the Central Commission for Discipline Inspection and the State Supervision Commission Cao Longshan, former deputy secretary of the Huaibei Municipal Party Committee in Anhui Province, "is not honest with himself and his family style is not strict", "is out of control and out of education for relatives"; Chen Daiwen, a former cadre at the level of deputy director of the Standing Committee of Tongren Municipal People's Congress in Guizhou Province, "did not attach importance to the construction of family style and family education, and lost control and education of family members"... Recently, many notifications have involved the problem of improper family style of party members and cadres, and lost control and education of family members. If the cadres who violate the discipline and law are not honest, it is difficult to correct their family style. In turn, the bad family style will add fuel to the flames, causing party members and cadres to lose their way and cross the red line of discipline and law under the influence of family ties.
Recently, the Supervision Committee of Hunan Provincial Commission for Discipline Inspection reported six typical cases of improper and corrupt family conduct of leading cadres. Long Xiaohua, former deputy secretary of Xiangxi Prefecture Party Committee and former governor of Xiangxi Prefecture People's Government, is one of them. "His own dishonesty and lax family management eventually led to a family tragedy." He Zhonglin, deputy director of the first supervision and inspection office of the provincial commission for discipline inspection, said that Long Xiaohua's concept of kinship was distorted. In her early years, her relatives "greeted" her and contracted mining projects in her hometown Huayuan County to make money. With the promotion of her duties, she also tacitly allowed her brothers, cousins and other relatives to use their influence to make profits for others, Take bribes directly or with relatives.
After sorting out the cases of discipline violation and law breaking investigated in recent years, it is found that the problem of discipline violation and law breaking of Party members and cadres is often closely related to and interacts with the deterioration of family conduct. Some of them are dishonest, corrupt their families, and corrupt their families; Some misplaced views of kinship regard connivance and acquiescence as compensation for love; Some public rights are used for private purposes to "say hello" and "platform" for relatives and strive for engineering projects
The corruption related to family customs is hidden and indirect in form and means. Previously, the Supervision Committee of Nanjing Municipal Commission for Discipline Inspection in Jiangsu Province investigated and dealt with the case of Lu Qifeng, former secretary of the Party Working Committee of Nanjing Liuhe Economic Development Zone. Lu Qifeng lost control and education of his children, helped his son to undertake projects in violation of regulations, and his son also used Lu Qifeng's authority to influence others to make profits. However, the leading cadres who were "greeted" by the father and son did not have direct affiliation or restriction with Lu Qifeng. "The indirect way of exercising power is one of the more hidden forms of the current related corruption problems." Hu Zhiyong, deputy director of the Fifth Review and Investigation Office of the Supervision Commission of Nanjing Commission for Discipline Inspection, analyzed that, on the surface, this has weakened the relationship between authority and profit-making matters to a certain extent, making violations of discipline and laws more hidden.
"The indirect way of exercising power may also be reflected in seeking job promotion for relatives." Lu Fulin, director of the eighth review and investigation office of the Commission for Discipline Inspection of Jiaozuo City, Henan Province, said that some party leaders and cadres intercede with each other to help each other's relatives to be promoted, which makes the selection and employment process seem to contain no obvious kinship, which is somewhat confusing.
Others provide help for relatives' "obscure platforms". Xie Lanlan, director of the Party Style and Political Style Supervision Office of the Supervision Committee of the Hunan Provincial Commission for Discipline Inspection, told reporters that Tu Bibo, the former member of the Standing Committee of the Changde Municipal Party Committee and the former deputy mayor of the Changde Municipal Government, who had been investigated and dealt with before, was a typical example. When he is the "platform" of the family business, he usually only attends the relevant occasions without saying a word, so that other leading cadres will take care of him secretly.
"The corruption of Party members and cadres has seriously affected the social atmosphere and political ecology, and has even damaged the credibility of the government." Li Songwei, director of the Third Supervision and Inspection Office of the Jiaozuo Municipal Commission for Discipline Inspection, said that such acts should be strictly subject to disciplinary restrictions.
Article 152 of the newly revised Regulations of the Communist Party of China on Disciplinary Punishment stipulates that leading cadres of Party members "do not attach importance to the construction of family style, and neglect the discipline and education of their spouses, children and their spouses, which will cause adverse effects or serious consequences", and guides Party cadres to fully recognize the importance of family style construction.
"Loss of discipline and education not only includes the negligence of arbitrary restraint and lax discipline, but also includes the intention of conniving and patronizing." Zhou Lei, deputy director of the case trial office of the Jiaozuo Municipal Commission for Discipline Inspection, introduced that the identification of relevant disciplinary violations is related to the subjective understanding of leading cadres themselves, and specific case analysis is required in practice.
In the regulations on disciplinary punishment, Party members and leading cadres have made detailed classification and provisions on the problem of seeking personal gains for relatives. For example, in the relevant provisions that involve party members and cadres taking advantage of their power or position to seek personal benefits for specific related persons, the main expression of specific related persons includes "spouse, children and their spouses and other relatives". In practice, the definition of relatives also includes not only close relatives, but also father-in-law (mother), daughter-in-law, son-in-law, etc. "This reflects the strength of the Party discipline laws and regulations to restrict and manage the people close to party members and cadres," said Xia Ming, deputy director of the case trial office of the Nanjing Municipal Commission for Discipline Inspection.
Article 106 of the newly revised Regulations on Disciplinary Action adds the relevant provisions that party members and cadres "after leaving office or retiring (retiring)" use their original functions and powers or post influence to seek benefits for their relatives. "Party members and cadres should be strict in running their families when they are in office, and they should also be consistent after retirement." Zhang Xuan, deputy director of the case trial office of the Commission for Discipline Inspection of Hunan Province, said that the newly added relevant articles listed negative issues for specific problems, further tightening the system fence and releasing a strong signal of strictness.
Party members and cadres use their authority or influence to make profits for their relatives and friends, which reflects the persistent malady of misplaced views of power and kinship. They must adhere to serious investigation and punishment, strengthen education, and comprehensive governance, and constantly eliminate the soil and conditions for the breeding of corruption.
Focusing on key areas and issues, we will strictly control them. Since 2023, the Supervision Committee of Hunan Provincial Commission for Discipline Inspection has carried out in-depth special rectification of leading cadres' use of authority or influence to make profits for relatives and friends, and deepened systematic governance around key areas such as engineering projects, bidding and tendering. By the end of March this year, a total of 2552 related cases had been filed, 1640 people had been given party discipline and government punishment, and a number of typical problems of family corruption had been severely punished.
Strengthen warning education and do a good job in investigating and handling cases. The Jiaozuo Municipal Commission for Discipline Inspection and the Supervision Committee dug into the family style problems behind typical cases and carried out warning education to promote reform and governance through cases. "We pay attention to both positive and negative guidance, and educate and guide party members and cadres to live a good relationship," said Zhao Yuhui, deputy secretary of the city's discipline inspection commission and deputy director of the city's supervision commission.
Make good use of local resources and draw spiritual strength from excellent traditional culture and red revolutionary culture. The Nanjing Municipal Commission for Discipline Inspection has deeply explored the family style stories of local honest officials and revolutionary martyrs in history, and produced micro videos such as "stories of heroes in cultural relics" and "good family style in Jinling City" to enrich the content of family style construction and promote good social customs.
We will carry out activities to help families become honest, and strengthen the defense line of family integrity. Guizhou Guiyang Municipal Commission for Discipline Inspection and the Municipal Women's Federation organized more than 70 families of "top leaders" in the municipal administration to carry out family ethics and integrity education activities, to educate and guide party members, cadres and their families to be honest and cultivate their moral integrity and keep the family clean.
