Political discipline is a rule that must be observed by Party organizations at all levels and all Party members in terms of political direction, political position, political speech and political behavior. It is the fundamental guarantee for maintaining the unity of the Party. Its essential requirement is to adhere to the comprehensive leadership of the Party and the centralized and unified leadership of the Party Central Committee, and resolutely achieve "two safeguards". General Secretary Xi Jinping stressed that political discipline is the most important, fundamental and crucial discipline, and that observing the Party's political discipline is an important basis for observing all disciplines of the Party. The newly revised Regulations of the Communist Party of China on Disciplinary Actions (hereinafter referred to as the Regulations), Chapter VI, "Actions against Violations of Political Discipline", focuses on the mission of the Party in the new era and new journey, further clarifies political discipline and rules, and promotes the maintenance of the unity of the Party.

First, we will resolutely uphold the authority of the CPC Central Committee and ensure that its decrees are unblocked. "Two maintenances" are the highest political principle and fundamental political rules of the Party, which must be guaranteed by strict discipline. The primary task of the Party's political construction is to ensure that the whole Party obeys the Central Committee and adheres to the authority and centralized and unified leadership of the Central Committee. There must be no ambiguity or vacillation on this point. The second paragraph of Article 56 of the Regulations adjusts the behavior of only expressing opinions but not implementing the decisions and arrangements of the Central Committee of the Party from the original violation of work discipline to the violation of political discipline; The third paragraph is added to provide for the punishment of departmental or local protectionism in disregard of the overall situation of the Party and the country. The above amendments to the Regulations are intended to promote Party members and cadres to maintain the centralized and unified leadership of the Party Central Committee in action and effectiveness, correctly handle the relationship between the overall and local, the central and local, consciously prevent and oppose individualism, decentralism, liberalism and departmentalism, and firmly adhere to the principle of consistency in words and deeds in implementing the decisions and arrangements of the Party Central Committee.

The second is to promote the complete, accurate and comprehensive implementation of the new development concept and promote high-quality development. General Secretary Xi Jinping pointed out that the concept of political achievements should be firmly established to benefit the people; The complete, accurate and comprehensive implementation of the new development concept is not only the working requirement of economic and social development, but also a very important political requirement; High quality development is the primary task of building a socialist modern country in an all-round way. Adhering to high quality development should be an important part of leading cadres' view of achievements. Article 57 was added to the Regulations to enrich the misplacement of the views of Party members and leading cadres on their achievements, to violate the new development concept and the provisions on punishment for deviating from the requirements of high-quality development, and to adjust the "image project" and "achievements project" that involve labor and money from the original violation of mass discipline to the violation of political discipline. In practice, some leading cadres of Party members fell behind in implementing the requirements of high-quality development, and some of them were lack of ability or work style problems, but some were caused by the dislocation of the concept of political achievements. For the misplacement of the concept of political achievements, tying the officials with personal fame and wealth, being keen on building personal image, making political capital, being eager for great achievements, quick success and instant benefit, coveting false fame, deviating from political requirements in implementing the new development concept and promoting high-quality development, and causing great losses to the interests of the party, the country and the people, they should be punished for violating political discipline. Leading cadres of Party members should earnestly implement the requirements of the Party Central Committee, keep in mind that serving the people is the greatest achievement, and implement the requirements of new development concepts and high-quality development.

Third, promote the development of positive and healthy intra party political culture and create a good political environment. General Secretary Xi Jinping stressed that the relationship between the top and bottom of the Party, interpersonal relations and working atmosphere should highlight unity and harmony, purity and health, and promote integrity. It is not allowed to engage in groups or gangs, nor to engage in interest groups or exchange interests, It points out that "some cases are just a bunch of people once investigated and dealt with. Pulling out carrots and taking them out of the mud is an important reason for the formation of a de facto personal attachment relationship". The Several Guidelines for Inner Party Political Life in the New Situation clearly stipulates that "those who take advantage of opportunities, form cliques, and form groups should be strictly prevented and dealt with in accordance with discipline and regulations", and emphasizes that "no personal attachment is allowed in the Party". In this revision of the Regulations, the provisions on punishment for engaging in political attachment were added in Article 54; Article 55 is newly added, which stipulates the punishment of engaging in speculation, making friends with or being used by political fraudsters, and acting as political fraudsters. Party members and cadres engage in political attachment, in the final analysis, in order to seek job promotion, deliberately stick to the "backstage" and "backers", and let them do their work, and alienate the refreshing comradeship into abnormal attachment and attachment. The essence of making friends with political fraudsters is speculation. In order to promote and reuse or escape discipline and law investigation, party members and cadres are keen to engage in heresy, believe in the so-called "hidden rules" and find ways, so they are fascinated and provide conditions for political fraudsters. These behaviors are concrete manifestations of the lack of political concentration and political self-discipline, which seriously pollute the political ecology and cause political harm. The Regulations firmly punishes these behaviors of neglecting party spirit, principles and rules, which is to strengthen the political construction of the Party, create a good political environment, and effectively maintain the unity of the Party.

The fourth is to standardize political words and deeds and promote the firmness of ideals and beliefs. General Secretary Xi Jinping stressed that belief in Marxism, socialism and communism is the political soul of Communists and the spiritual pillar of Communists to withstand any test. In accordance with the problems found in discipline enforcement, the Regulations add in Article 52 the provisions on the punishment of reading, browsing and listening to materials with serious political problems without permission and serious acts; In Article 69, we should further improve the provisions on the punishment of Party members who believe in religion, make it clear that Party members who believe in religion should strengthen ideological education and require them to correct within a time limit; In Article 70, the provisions on punishment of individual Party members engaging in superstitious activities shall be added. Party members and cadres have these behaviors, which reflect their confused belief and spirit, and the political harm can not be ignored. Party members and cadres should take firming their ideals and beliefs and adhering to the spiritual pursuit of Communists as the basis for settling down, and always maintain the political nature of Communists.

Maintaining a high degree of consistency with the Central Committee of the Party is not only a political requirement, but also a political discipline. Party members and cadres should strictly implement and maintain the Party's political discipline, conscientiously improve their political judgment, political understanding and political execution, consciously safeguard the authority and centralized and unified leadership of the Party Central Committee, consciously maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at the core in ideology, politics and action, and safeguard the unity of the Party with practical actions.
