The meeting pointed out that the development of the real estate industry is related to the practical interests of the people and the overall situation of economic operation and financial stability. The establishment of affordable housing refinancing, encouraging and guiding financial institutions to support local state-owned enterprises to purchase existing commercial housing at reasonable prices as affordable housing allotment or lease in accordance with the principles of marketization and rule of law, is an important measure taken by the financial sector to implement the Political Bureau of the CPC Central Committee's plan to comprehensively digest existing housing, optimize incremental housing, and promote the construction of a new development model of real estate, It is conducive to accelerating the de stocking of commercial housing stock through marketization, increasing the supply of affordable housing, and helping guarantee the delivery of housing and the "white list" mechanism.
The meeting stressed that financial institutions and relevant units should thoroughly implement the deployment of the Political Bureau of the CPC Central Committee and the executive meeting of the State Council, deeply understand the people's and political nature of real estate work, and not only emancipate the mind and broaden the thinking, but also firmly grasp and promote it. In accordance with the idea of "government guidance and market-oriented operation", learn from the early pilot experience, focus on promoting the implementation of affordable housing refinancing policies to take effect, and accelerate the de stocking of commercial housing stocks. Strengthen system guarantee and internal and external supervision, adhere to voluntary participation, purchase according to needs, reasonable pricing, ensure commercial sustainability, strictly avoid new local implicit debt, and effectively prevent moral hazard.
The people's governments of Jinan, Tianjin, Chongqing, Zhengzhou, ICBC and China Construction Bank respectively made speeches based on the early pilot experience, and the participating cities and financial institutions conducted in-depth exchanges around promoting the implementation of affordable housing refinancing.
