Judging from the procedures and voting results of the Vietnamese Congress on May 22, Surin took over the post of Vietnamese President fairly smoothly.
This is not what Vietnamese political observers expected. In the previous wave of anti-corruption in Vietnam, Su Lin was a capable cadre of Nguyen Phu Trong, General Secretary of the Central Committee of the Communist Party of Vietnam.

In particular, following General Secretary Nguyen Phu Trong, we have made many institutional innovations in the process of combating corruption——
After the procedure for arresting and investigating suspects by the Anti Corruption Investigation Bureau of the Ministry of Public Security of Vietnam, code named "C03", and transferring them to the disciplinary inspection organ to make a decision on punishment was established, Nguyen Phu Trong had previously criticized that "the coordination between the procuratorial department and the police is not close, standardized, and effective", which led to the chronic weakness of self inspection and handling links, and was remedied.
Later, Ruan Phu Trong had to vigorously promote the "melting pot" anti-corruption. What is interesting is that, in terms of the theoretical system construction of the "melting pot" anti-corruption, members of the Political Bureau of the Central Committee of the Viet Nam Communist Party, such as Wu Wenshang and Zhang Shimei, have made their own contributions. For example, we have improved the system of leading cadres' "being able to rise and fall" and "voluntarily resigning". To my surprise, these institutional innovations of Wu Wenshang and Zhang Shimei were finally applied to their own heads. Earlier this year, Wu Wenshang's old subordinates, Wang Tinghui's current assistant, etc., were all arrested by "C03", while Niao Ge Rao, the executive vice minister of Zhang Shimei when she worked in the Ministry of Civil Movement of Vietnam, was demoted and punished for many times due to "morality and lifestyle" problems, which seems to indirectly lead to Zhang Shimei's resignation

As a result, among the members of the current Politburo of the Viet Nam Communist Party, only Su Linshang "can be qualified". Of course, this does not mean that the Ministry of Public Security of Vietnam has no corruption cases——
In fact, many officials from the Immigration Bureau of the Ministry of Public Security of Vietnam have been investigated because of their involvement in the corruption case of epidemic prevention charter flights. Only Su Lin was not involved.

In Vietnam, Su Lin is very famous. Everyone knows that he is the "queen of heroes". Before the unification of Vietnam, his father Su Quan had been lurking in the south for a long time to work as a secret agent, and later he was promoted to the top head of the prison police force of the Ministry of Public Security of Vietnam.
In 1974, Su Lin was admitted to the sixth phase of the People's Security College of the Special School. After graduation, he was equivalent to inheriting his father's work - he joined the First Department of Political Security of the Ministry of the Interior of Vietnam.
Later, the department was gradually integrated into the General Security Administration of the Ministry of Public Security, which is the most important intelligence and counter espionage agency in Vietnam.

This time, on May 18, he was proposed by the Central Committee of the Communist Party of Vietnam to serve as the President of Vietnam. On May 19, Pei Wenqiang, Secretary General of the Vietnamese National Assembly, officially announced that the issue of removing Su Lin from the post of Minister of Public Security would not be discussed at this session of the National Assembly, and the matter was not on the agenda of the established session of the National Assembly.
At that time, it was commented that among the new members of the Political Bureau added at the plenary session of the Central Committee of the Viet Nam Communist Party on May 18, there seemed to be no candidate who could serve as the Minister of Public Security. Then, is it possible for Su Lin to continue to serve as the Minister of Public Security as the President of Vietnam?
The process and results of the Vietnam National Assembly meeting on May 22 show that this is not the case.
The situation came a bit suddenly. Pei Wenqiang, on behalf of the Standing Committee of the Vietnamese National Assembly, put forward a proposal to temporarily adjust the agenda of the meeting on May 21. It is suggested that a proposal put forward in the name of Prime Minister Fan Mingzheng of the government, involving the removal of Surin from the post of Minister of Public Security, will be voted at the same time as the election of the Vietnamese President on the morning of the 22nd. The proposal and proposal were subsequently adopted by a vote.
Hai Shu personally believes that this temporary proposal was voted through and eventually removed Su Lin from the post of Minister of Public Security. On the surface, it seems logical - after all, with Su Lin as the Vietnamese President, if he is also the Minister of Public Security, would he still have to answer the phone call of Prime Minister Fan Mingzheng of the Vietnamese Government in the office of the Minister of Public Security?

The Vietnamese Constitution does not clearly stipulate that the President of Vietnam shall not hold other posts concurrently.
Haishu also noted that since 2011, the President of Vietnam has been serving as a standing member of the Central Public Security Committee of the Communist Party of Vietnam.
What does that mean? It is nothing more than strengthening leadership from the level of the Communist Party of Vietnam to the Ministry of Public Security of Vietnam. The Secretary of the Central Public Security Committee of the Viet Nam Communist Party is generally held concurrently by the Minister of Public Security, who is responsible for "leading the public security work in all aspects". In fact, previous Vietnamese presidents have played a leading role in the Ministry of Public Security of Vietnam by serving concurrently as standing members of the Central Public Security Committee of the Communist Party of Vietnam.
Of course, this is only from the perspective of the Communist Party of Vietnam and the Ministry of Public Security of Vietnam. From the perspective of the government line alone, if the President of Vietnam is also the Minister of Public Security, there really exists an administrative problem of whether he should report to the Prime Minister of the government.
Therefore, "according to the opinions of the competent department, legal provisions and for the sake of improving the national machinery" and "considering the proposal of the Prime Minister of the Government", the decision to let Su Lin no longer serve as the Minister of Public Security of Vietnam is justified!

At present, before Su Lin takes office as the president, the relationship between senior officials of the Vietnamese government is straightened out in advance.
