5、 Training funds
According to the Notice of the General Office of the People's Government of Hunan Province on Printing and Distributing the Implementation Plan for the Reform of the Division of Financial Powers and Expenditure Responsibilities between Provinces and Cities and Counties in the Field of Education (XZBF [2020] No. 15), the required training funds are shared by the provincial and municipal/county finance at a ratio of 7:3.
The tuition fees, accommodation fees, teaching materials fees and military training clothing fees for rural teachers to train teachers' students at public expense (hereinafter referred to as "teachers' students at public expense") during their study at school are exempted, and the expenses required are borne by the public finance fees. 6、 Applicants and conditions

7、 Enrollment methods, procedures and related policies

5、 List of candidates approved by municipal and prefectural education (sports) bureaus

(3) Primary school teachers at junior college level (targeted assistance)
According to the general plan of the county and city, the county and city education (physical education) bureaus, among all the recommended candidates, take the candidates' wishes as the basis, and the sub project plans come from different training types and training schools (including affiliated schools). (4) Candidates who have not filled in the project plan source, training type, training level, training school (including affiliated schools), enrollment plan type and enrollment specialty shall not be included in the corresponding physical examination list.
2. Physical examination. 8、 Sign an agreement
The county and city education (sports) bureaus uniformly organize all the examinees who pass the physical examination and their legal guardians to sign the Hunan Provincial Agreement on Public Fee Oriented Training of Rural Teachers (hereinafter referred to as the "Agreement") with the county and city people's governments. The signing of the Agreement is based on the source of the project plan, the type of training, the level of training, and the type of enrollment plan of the school.

11、 Admission

The county and city education (sports) bureaus shall, in accordance with the relevant policies and regulations, and the relevant arrangements of the city and prefecture education (sports) bureaus, make overall plans for the enrollment work of the high school level schools in the county and city, and specifically do a good job in all aspects of the targeted training and enrollment of rural teachers at the starting point of junior high school.
（3） The education administrative departments at the city and county levels should strengthen communication and coordination to ensure that the recruitment of rural teachers at the starting point of junior high school is coordinated within the city and prefecture. The relevant enrollment work arrangements of the municipal, prefectural, county and urban education (sports) bureaus shall be announced to the public in advance.
3、 The ethnic minority candidates who apply for the national township plan to volunteer can enjoy the bonus policy for their scores in the middle school entrance examination. The specific measures are as follows:
（1） The range of extra points for candidates is 10% of the total points of the subjects included in the secondary school entrance examination (the subject caliber is consistent with the subjects included in the corresponding rural teachers' enrollment control score line (grade)), and the extra points obtained by the candidates are directly added to the total scores of the secondary school entrance examination.
（2） The county and city education (sports) bureaus shall, while determining the corresponding admission control line (grade) for rural teachers to be trained at public expense, announce the specific scoring method to the society.
（3） Ethnic minority examinees in ethnic minority townships use the score added in the secondary school entrance examination when applying for the planned voluntary examination in ethnic minority townships. If ethnic minority examinees in ethnic minority townships have also filled in the non ethnic township plan volunteers, they will not enjoy the bonus policy when participating in the non ethnic township plan volunteer selection, and can only use their original high school entrance examination results.
4、 During the period of study at school, the students of the public funded directional normal schools are not allowed to transfer to other schools, and in principle, they are not allowed to change their majors.
5、 Students of public funded directional normal schools shall obtain corresponding teacher qualifications before taking up their posts, and meet the requirements for corresponding teachers to take up their posts with certificates. Otherwise, they will be treated as breach of contract.
6、 After graduating from the public funded oriented normal college students, they will teach in accordance with the service regions and service school types specified in the enrollment plan, of which the service time of junior college graduates is not less than 5 years, and their teaching posts and staffing will be implemented by the counties and cities that signed the agreement in accordance with the relevant provisions.
7、 During the service period specified in the agreement, the public funded normal students may not study for the general master's degree off the job, but may study for the professional master's degree of education on the job.
8、 Within the service period specified in the agreement, the public funded normal students of the general plan may, with the approval of the education administrative department at the county level, move among the corresponding schools in the targeted counties and cities or engage in education management according to the service regions and service school types specified in the general plan; Within the service period specified in the agreement, the normal students who are designated by the plan of ethnic townships at public expense may, with the approval of the education administrative department at the county level, flow among the corresponding schools in the targeted ethnic townships or engage in educational management work according to the service areas and service school types specified in the plan of ethnic townships.
9、 Those who fail to fulfill the agreement shall return the public education fees they enjoy and pay liquidated damages to the normal students.
10、 The education administrative departments of cities, prefectures, counties, and urban districts shall be responsible for the management of the performance of the public funded normal students within their own administrative areas, establish integrity files, publish the record of breach of contract of the public funded normal students, record the breach of contract in the personnel files, and manage the returned public funded education fees and liquidated damages. Before the end of December, the education (sports) bureaus of all cities and prefectures shall summarize the relevant information about the public funded directional normal graduates who have gone through the default handling procedures in their respective jurisdictions in the current year, fill in the Summary Table of Default Handling of Hunan Province Public funded Directional Normal Graduates in 2024, and submit it to the Provincial Department of Education (including electronic files).
