According to public data, Lian Zhixuan was born in Fuzhou in February 1945. From 1983 to 1990, he served as the Secretary of the Party Committee and Director of Fuzhou Communications Bureau. From 1990 to 1993, he served as the secretary of Fuqing Municipal Party Committee and concurrently served as the mayor in 1994. From 1993 to 1996, he served as a member of the Standing Committee and Deputy Secretary of the Fuzhou Municipal Party Committee and Secretary of the Fuqing Municipal Party Committee. From 1996 to 2001, he served as Deputy Secretary of Fuzhou Municipal Party Committee. From 2001 to 2005, he served as Deputy Secretary of the CPC Fuzhou Municipal Committee and Mayor of Fuzhou. Retired in 2010.

In 1995, Lian Zhixuan, then Deputy Secretary of Fuzhou Municipal Party Committee and Secretary of Fuqing Municipal Party Committee, won the honorary title of "National Excellent County Party Secretary".
