Liu Xingtai became the first middle management cadre to fall down in Hainan Province after the 20th National Congress of the Communist Party of China, and he was also the 27th middle management cadre to fall down this year. Take command to rectify Rizhao Port
According to the open resume, Liu Xingtai was born in January 1963 in Lijin, Shandong Province. He had a postgraduate degree in the Party School of the Provincial Party Committee, started working in July 1983, and joined the Communist Party of China in September 1986.
Liu Xingtai graduated from Shandong Machinery Industry School with a major in machinery manufacturing in 1983. His career started as a technician in Zhanhua County Agricultural Machinery Factory, Shandong Province. In 1984, he was transferred to the office of the Standing Committee of the People's Congress of Zhanhua County as a secretary and a member of the research section. In 1997, he was 36 years old and had been promoted to the standing committee of the county party committee.
From April 1999, Liu Xingtai briefly took the post of Deputy Director of Binzhou Prefectural Party Committee Office. Since then, he has successively held the posts of Secretary of Wudi County Party Committee, Director of Zibo Municipal Party Committee Organization Department, Deputy Director of Shandong Provincial Party Committee Organization Department, Director of Shandong Provincial Organization Committee Office, etc.
In February 2015, Liu Xingtai was transferred to the local place for training and was successfully elected mayor of Rizhao City. At that time, when he was in high spirits, he once delivered a speech saying, "All the representatives gave me the baton of the mayor, so that I had the opportunity to devote myself to the development and construction of Rizhao and the grand cause of serving the people of the city, and I felt very honored and proud." After a year and a half as mayor, Liu Xingtai successfully took over the post of Secretary of the Municipal Party Committee in September 2016 and until January 2018 after being publicized.
Liu Xingtai made outstanding achievements during his reign in the sunshine. Rizhao is a coastal port city developed after the reform and opening up. It encountered serious trade financing risks in 2014. After Liu Xingtai took office, he set up a leading group for financial development and stability, which successfully resolved this regional financial risk. As early as 2013, the throughput of Rizhao Port has exceeded 300 million tons, ranking among the top ten domestic port throughput clubs. However, in the 10 years before 2016, the accumulated loss of Rizhao Port to the group company was up to 1.67 billion yuan, and the company was full of beetles, almost empty shell. In February 2016, Rizhao Municipal Party Committee and Rizhao Municipal Government sent a special audit team to Rizhao Port. At the end of the year, Du Chuanzhi, who had previously served as the secretary of the Party Committee and chairman of Rizhao Port Group, was under organizational investigation.
Rizhao City has set up a leading group for rectification and reform of Rizhao Port Group Co., Ltd. headed by Liu Xingtai to investigate and deal with corruption cases. In June 2017, Liu Xingtai also opened the Standing Committee of the Municipal Party Committee to the port production site for the first time since Rizhao City was established at the prefecture level for 28 years.

Six months later, he was promoted to the standing committee of the Provincial Party Committee and took over the post of secretary of the Political and Legal Committee of Hainan Provincial Party Committee. In January 2022, Liu Xingtai retired to the second tier and began to serve as the Deputy Director of the Standing Committee of Hainan Provincial People's Congress.
Liu Xingtai served as the Secretary of the Political and Legal Affairs Committee of the Hainan Provincial Party Committee, just after the national special campaign against crime officially kicked off. Under its leadership, the political and legal system of Hainan Province has vigorously investigated and dealt with many major cases. However, when Liu Xingtai was in charge of the political and legal work in Hainan Province, Zhang Jiahui, the former vice president of the Hainan Higher People's Court, took bribes, perverted the law in administrative adjudication, and defrauded. According to public data, Liu Xingtai never made a direct statement on the case after Zhang Jiahui's downfall. The local procuratorial department once disclosed that the case of Zhang Jiahui was completed under the supervision of the provincial party committee.
In May 2019, Zhang Jiahui and Liu Yuansheng were reported to have "woven a huge business empire involving 36 companies" and "seized a huge amount of property crazily over the years, conservatively estimated at 20 billion yuan". Zhang Jiahui was immediately called "the richest female judge".
After the matter was reported by the media, on May 13 of that year, the Political and Legal Affairs Commission of the Hainan Provincial Party Committee led a joint investigation team to investigate Zhang Jiahui's related issues. Shortly afterwards, the Hainan Provincial Commission of Political Science and Law announced that Comrade Zhang Jiahui was suspected of serious violations of discipline and law and was under investigation by the Provincial Commission for Discipline Inspection.
In December 2020, Zhang Jiahui was sentenced to 18 years' imprisonment and a fine of 4 million yuan. The court found that Zhang Jiahui took bribes totaling 43.75 million yuan. His ex husband Liu Yuansheng was also sentenced to 14 years and 6 months in prison.
According to media reports such as China Economic Weekly, of the 37 people who directly or indirectly bribed Zhang Jiahui, 18 were lawyers, and the remaining 19 included business owners and officials involved in the lawsuit.
