Conditions for admission to public schools
1. Children of the right age in the teaching area
The school-age children whose household registration is in the teaching area of the public primary school (including the original township central primary school, consistent school, the same below) should register online. In principle, their household registration should be consistent with that of the legal guardian, and they should obtain the official permanent residence registration of the family in the teaching area before December 31, 2023 The house ownership certificate (the holder is the legal guardian of the school-age children) is consistent and meets other relevant requirements. (Note: school-age children and their guardians who will enter school in the autumn of 2025 must obtain the official permanent residence of their families in the teaching area before December 31, 2024).
In addition to the above conditions, the following cases can also be registered in public primary schools:
① Both parents of the children are active servicemen who do not work in Nanjing, or experts and technicians who are sent abroad by the government to work. The children have separate household registration or live permanently with their grandparents in the teaching area of public primary schools.
② After birth, school-age children are registered with their parents at the grandparents' (maternal grandparents') office and settled in the teaching area of the public primary school. The children's household registration has never been moved, and there is no real estate under the name of the children's legal guardians.
2. Children of families purchasing second-hand houses
① The legal guardian of the child shall complete the house ownership certificate of the second-hand house within the specified time, complete the household registration formalities of the child and his legal guardian, and actually live.
② Each second-hand house can only guarantee that children from one family can study in the primary school in the teaching area.
3. Children of relocated households
① Those who have not purchased a new house or have not been placed in place can register in the primary school of the original parish.
② Those who have been placed in place shall register in the primary school of the education district where the placement house belongs with relevant certification materials.
③ For those who have purchased their own houses and obtained the house ownership certificate, the children and their legal guardians need to move their household registration to the property right house within the specified time, and register for school in the primary school of the education district where the household registration belongs.
4. Other children registered in the district
① Children with disabilities attend school. Nanjing School for the Blind (Low Vision) and Nanjing School for the Deaf recruit students from all over the city; Jiangning Special Education School enrolls children with intellectual disabilities in the district.
② If, due to special circumstances, the household registration transfer is not completed within the specified time, or the registration is not completed within the specified time, the school shall be responsible for registration and reporting, and the district education bureau shall make overall arrangements for enrollment according to the actual situation.

5. Children of migrant workers

Measures for Enrollment in Public Primary Schools
1. The guardians of school-age children in this district shall register online within the specified time according to the service scope of the public school teaching area and the original township central primary school. There are three online registration channels: ① Jiangning District Compulsory Education Enrollment Registration System (website: zsbm. jnjy. net. cn), ② "My Jiangning" mobile APP, and ③ "Jiangsu Service Office" mobile APP. The online reporting time of children with household registration in the teaching area and children accompanying migrant workers who meet the conditions is 17:00 from May 27 to June 2. Children with household registration in the teaching area, accompanied by their legal guardians, will go to the registration school to review the materials at the appointed time on June 1-2; Qualified legal guardians of accompanying children went to the designated place to review the materials on June 29.
When the school-age children in this area go to the school to review the materials on the spot, they need to issue the ID card of the legal guardian, the household register of the legal guardian and school-age children in the teaching area, the housing ownership certificate and other relevant certificates (certificates).
All legal guardians of school-age children should ensure that the relevant materials are true and effective, and actively cooperate with the school to verify the relevant materials. Measures for Enrollment in Private Primary Schools
The children with household registration in this district who are interested in studying in private schools can choose up to two private primary schools to register according to the conditions of the enrollment household registration range of private schools, and fill in computer assignment volunteers in one of the private schools on June 15-16. After registration, if the children are randomly assigned by the computer (if the number of applicants is less than the number of enrollment plans, the children who apply for registration are deemed to be assigned), they need to go to the school site for confirmation from June 25 to July 5, and complete the relevant follow-up procedures. The deadline is 17:00 on July 5. If they do not come to the site for confirmation within the time limit, they are deemed to have given up. The random computer assignment shall be organized and implemented by the District Education, Enrollment and Examination Center in accordance with the operating rules uniformly formulated by the whole city. Private schools shall not organize random computer assignment by themselves. The computer in our district randomly sends a position to invite a notary institution to participate, and accepts public supervision throughout the whole process. The result of the assignment is announced to the public in real time.
Children with local household registration who sign up for random computer assignment should normally sign up at the public school in the teaching area. Among them, those who are not randomly assigned by the computer or who choose to give up after being assigned will be enrolled in the primary school in the teaching area.

Relevant requirements
1. All schools must be strict in requirements and do a good job in security work. Children and guardians who go to the site to register, consult and review materials must obey the unified command and dispatching of the site staff.
2. All schools are not allowed to enroll students in advance, and must strictly implement the enrollment plan. Students who enroll beyond the plan without authorization cannot obtain student status.
3. The enrollment of the school shall be examined and approved by the District Education Enrollment and Examination Center. The enrollment register of new students shall be used as the voucher for establishing the student status of new students.
4. After completing the registration of primary school freshmen according to the time specified by the Education Bureau, each school shall issue a compulsory education enrollment notice to the guardian before August 10, and specify the registration date. No school shall allow students to enroll in school ahead of schedule or later. Failure to report within the time limit shall be deemed as automatic abandonment of the degree, and the responsibility shall be borne by the parents.

5.
