US Secretary of State Anthony Blinken issued a statement in Kiev, stressing that the United States will not restrict Ukraine's use of weapons provided by the United States, including whether to go deep into Russian territory for military operations. He made it clear that although Washington did not particularly encourage the Ukrainian military to take such actions, it would not prevent them.
According to the latest report, the Pentagon is planning to provide Ukraine with a new round of military assistance up to US $6 billion, including advanced patriots and NASAMS air defense systems, artillery shells, HIMARS rockets, air-to-air missiles, drones and anti drone weapons.
Since last autumn, the United States has provided Kiev with $1 billion worth of ammunition through emergency military assistance, which comes from the $61 billion aid bill signed by President Joe Biden.
At the joint press conference on Wednesday, Blinken and the Ukrainian Foreign Minister Dmitry Culeba jointly explained the US position and pointed out: "We have not encouraged or authorized attacks outside Ukraine, but Ukraine itself is the final decision maker in this war." He further stressed that,Washington's position is to "ensure that Ukraine has the equipment needed to win on the battlefield".
Earlier, it was reported that Washington had been cautious about Ukraine's use of US weapons to launch attacks abroad. However, earlier this month, British Foreign Secretary David Cameron made it clear that Ukraine has the right to use long-range missiles provided by Britain to attack targets in Russia
