Article 1 These Measures are formulated in accordance with the Law of the People's Republic of China on Work Safety and other laws and regulations and in combination with the actual situation of colleges and universities in order to strengthen the refined management of laboratory safety in colleges and universities (hereinafter referred to as colleges and universities) and improve the pertinence and effectiveness of the prevention of laboratory safety risks in colleges and universities.

Article 2 The laboratories mentioned in these Measures refer to the places and facilities affiliated to colleges and universities engaged in teaching, scientific research and other experimental and training activities, with rooms as the management unit. The pilot scale and industrial scale test sites and their facilities are not within the scope of the Measures, and colleges and universities should formulate relevant management measures in accordance with relevant laws, regulations, standards and specifications if related sites are involved.

Article 3 These Measures make relevant provisions on the responsibility system, working principles, management requirements, etc. of the graded and classified management of laboratory safety in colleges and universities. Colleges and universities can formulate and implement the laboratory safety classification management method applicable to their own schools according to this method and their own reality.

Chapter II Management System and Responsibilities

Article 4 The leading organization of laboratory safety work in colleges and universities shall be fully responsible for guiding the laboratories of the university to carry out safety classification and management work. The main person in charge of the party and government of the university is the first responsible person, and the school leader in charge of the laboratory work is the important leading responsible person, who assists the first responsible person in charge of the laboratory safety classification work. Other school leaders are responsible for supporting, supervising and guiding the laboratory safety classification work within the scope of work in charge.

Article 5 The functional department in charge of laboratory safety of the school shall take the lead in formulating the measures for the management of laboratory safety classification and classification of the school, carry out the identification of laboratory safety classification and classification of the school as a whole, establish the standing book for the management of laboratory safety classification and classification of the school, and timely enter it into the information management system or electronic filing.

Article 6 The secondary teaching and research unit (hereinafter referred to as the secondary unit), as the responsible unit for the graded and classified management of laboratory safety, is responsible for organizing its own laboratory to implement the graded classification and safety management requirements, reviewing and confirming the laboratory category and risk level, and establishing its own laboratory safety graded and classified management account, Submit to the competent safety department of the school laboratory for filing. The person in charge of the Party and government of the secondary unit is the main leading person in charge of the laboratory safety classification and classification management of the unit.

Article 7 The laboratory shall determine the category and risk level of the laboratory according to the requirements of the safety classification and classification management method of the laboratory, and report to the secondary unit of the laboratory for review and confirmation. The person in charge of the laboratory is directly responsible for the safety classification and classification management of the laboratory.

Chapter III Principle of Classification

Article 8 The laboratory safety classification refers to the risk assessment based on the existing hazard sources and their stock in the laboratory to determine the safety level of the laboratory. The laboratory safety level can be divided into Level I, II, III, IV (or red, orange, yellow, blue), corresponding to laboratories with major risk, high risk, medium risk, and low risk levels respectively. For grading, please refer to the University Laboratory Safety Grading Table (Annex 1) and the University Laboratory Safety Risk Assessment Table (Annex 2).

Article 9 Laboratory safety classification refers to the determination of laboratory safety classification according to the classification of main hazard sources existing in the laboratory. If the same laboratory involves many types of hazard sources, its category can be determined according to the hazard source with the highest level. According to the characteristics of university teaching and scientific research, university laboratories can be divided into chemical, biological, radiation, electromechanical, and other categories. For classification, please refer to the Reference Table of University Laboratory Classification (Annex 3).

Article 10 The results of laboratory classification and classification and the main hazard sources involved shall be marked on the safety information board outside the laboratory and updated in a timely manner.

Article 11 When the purpose of the laboratory changes, such as the research content, the type and quantity of hazard sources, the laboratory shall immediately re conduct hazard identification and safety risk assessment, and re determine the safety category and level of the laboratory. If it needs to change, it shall immediately report to its secondary unit. The secondary unit shall timely revise its own laboratory safety classification management account and report to the school for filing. Colleges and universities should timely update the standing book of safety classification management of their own laboratories, and regularly review the classification of laboratories.

Article 12 When building, rebuilding or expanding laboratories, hazard identification and safety risk assessment shall be carried out simultaneously with the construction project, and laboratory safety classification shall be completed simultaneously with the project.

Chapter IV Implementation, Supervision and Inspection

Article 13 Colleges and universities should formulate and implement management requirements for different levels of laboratories according to the results of laboratory classification and classification, and strengthen laboratory safety supervision in accordance with the principle of "highlighting key points and comprehensive coverage", so as to ensure laboratory safety construction and investment in a timely manner. Hierarchical management requirements shall be implemented according to the Reference Table for Hierarchical Management Requirements of University Laboratories (Annex 4), on which the university can formulate its own specific implementation plan.

Article 14 The laboratories whose safety level is Level I/Red shall be reported to the competent department of the university for record, and the competent department of the university shall strengthen its supervision.

Article 15 The main party and government leaders of the school, the competent safety department of the school laboratory, secondary units, laboratories and other responsible organizations at all levels shall carry out corresponding safety inspections at different levels according to the actual situation of the school, secondary units and the laboratory. No experimental activities shall be carried out in the laboratory before the rectification of major hidden dangers is completed.

Article 16 The person in charge of the laboratory, the laboratory safety administrator and the laboratory personnel shall receive the safety training of the corresponding level and carry out the corresponding emergency drills according to the laboratory category and safety level.

Article 17 Scientific research projects, student projects, or other experimental activities carried out in the laboratory shall be subject to safety risk assessment at corresponding levels. Experimental activities involving important hazard sources shall be reviewed and recorded by secondary units, and the school shall conduct random inspection from time to time. Level I/red, Level II/orange laboratories should develop corresponding management measures and emergency control measures for important hazard sources, and the responsibility should be assigned to each individual.

Article 18 The laboratory shall be equipped with safety facilities and equipment and safety management personnel suitable for its safety risk level. High risk points shall be equipped with monitoring and necessary monitoring alarm devices. The laboratory shall be equipped with necessary personal protective equipment and facilities.

Chapter V Supplementary Provisions

Article 19 If the relevant colleges and universities fail to effectively carry out the graded and classified management of laboratory safety in accordance with the provisions of these Measures, resulting in laboratory safety accidents, they shall be held accountable according to law and regulations.

Article 20 These Measures shall come into force as of the date of issuance.
