4. Relevant localities and units turn government affairs services into intermediary services, set preconditions and approval standards for government affairs services in violation of laws and regulations, and require enterprises to test, inspect, authenticate, authenticate, notarize or provide certificates by themselves.

5. The relevant local and unit supervision standards are not unified, the rules are not transparent, and there are unfair law enforcement, selective law enforcement, and "self certification" supervision of enterprises.

6. Relevant places and units use administrative or criminal means to intervene in economic disputes, seal up and detain frozen property beyond their authority, scope, amount and time limit, arbitrarily restrict the freedom of private entrepreneurs, and affect the legal production and operation of private enterprises.

7. The policies and measures of relevant local and unit to promote the development and growth of private economy are not connected, not matched or even contradictory.

The second is the clue to the problems hindering the construction of a unified national market.

1. Relevant localities and units have issued or actually implemented policies containing local protection, market segmentation, designated transactions and other policies that hinder the unified market and fair competition.

2. Relevant localities and units set up regional barriers in violation of regulations to restrict foreign enterprises from undertaking projects, and implement preferential policies such as subsidies to restrict the participation of foreign enterprises.

3. Relevant localities and units set or disguised set barriers to the access of foreign enterprises in the form of filing, registration, annual inspection, identification, certification, designation, and requiring the establishment of branches, and set unreasonable or discriminatory conditions to raise the threshold for enterprise access.

4. Relevant places and units set obstacles for cross regional operation or relocation of enterprises by including enterprises in the abnormal operation list, deliberately delaying, etc.

5. In the process of bidding and government procurement, relevant localities and units set conditions that are not conducive to the participation of foreign enterprises in competition, and limit or designate specific patents, trademarks, brands, parts, places of origin, suppliers, etc.

6. The local governments concerned engaged in vicious competition in attracting investment, blindly went on projects or even engaged in performance projects, unrealistic or even violated financial discipline to make commitments on land, capital, etc., and failed to honor commitments for various reasons after introducing enterprises or projects.

The third is the clue of problems affecting the expansion of domestic demand.

1. The approval procedures for major infrastructure projects in water conservancy, transportation, energy and other fields are cumbersome and the construction progress is slow.

2. The special bond funds of local governments were not allocated in time and used in a standardized manner.

3. The renovation projects of old urban communities and affordable housing projects have not started on schedule or the construction progress is slow after the commencement.

3. Slow progress and poor quality of farmland water conservancy facilities and high standard farmland construction; The construction of rural safe drinking water facilities and the maintenance of water supply projects are not in place, and the water quality is unqualified.

4. Agricultural subsidies such as agricultural machinery purchase subsidies are not issued in time and in place.

5. The construction of rural delivery logistics system is not in place, and it is difficult for express delivery to enter the village, which affects agricultural products to enter the city and consumer goods to enter the countryside.

6. In guiding the transfer of land management rights and developing the appropriate scale operation of agriculture, we disobeyed the wishes of farmers, defaulted on the transfer fees, and capital went to the countryside to harm the interests of farmers.

7. The relevant local governments have curbed the "non agriculturalization" of cultivated land and prevented the "non grain" from being ineffective or "one size fits all".

1. The implementation of policies and measures to promote the employment of key groups such as college graduates, ex servicemen, migrant workers and people with employment difficulties is not in place.

2. Wages and subsidies owed to teachers, village doctors, auxiliary police, sanitation workers and other groups.

3. Relevant parties failed to implement the policy of "double reduction" in education, and the education field charges indiscriminately.

4. The household registration migration policy of orderly flow between urban and rural areas and the basic public services for urban permanent residents with residence permits as the carrier are not implemented in place.

5. The construction of the elderly care service system is slow, and the basic security for the extremely poor, low-income, elderly and disabled elderly is insufficient.

6. The rescue and assistance to the people in need is not timely, the additional living subsidies to the people living on subsistence allowances and the people living in extreme poverty are not in place, and the rescue and assistance policies for the disabled are not in place.

7. The rights and interests of workers in flexible employment and new forms of employment are not well protected.
