Announcement on Soliciting Clues of Problems Hindering the Development and Growth of Private Economy
In order to implement the Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy, and promote the solution of the difficulties and problems faced by the development and growth of the private economy, according to the relevant work deployment, the "Internet+Supervision" platform of the State Council will now collect ten problem clues, opinions and suggestions from the society: First, the local authorities and units set or disguised set barriers to the access of private enterprises in the form of filing, registration, annual inspection, identification, certification, designation, and requiring the establishment of branches. Second, there is no legal and regulatory basis to require enterprises to test, inspect, authenticate, authenticate, notarize or provide certificates before government services. Third, there are problems concerning the places and units that have not granted franchise rights to operators through fair competition, and have restricted the operation, purchase and use of goods and services provided by specific operators. Fourth, the relevant local and unit issues include local protection, market segmentation, designated transactions and other policies that hinder the unified market and fair competition. Fifthly, the local authorities and units violated the integrity of the government and failed to honor their commitments. Sixth, there are problems in the refusal or delay of payment of small and medium-sized enterprises and self-employed industrial and commercial households by the relevant local authorities and units to change internal personnel, perform internal payment procedures, or wait for the approval of completion acceptance, final accounts audit, etc. without agreement in the contract. Seventh, there are problems in protecting the property rights of private enterprises and the rights and interests of entrepreneurs. Eighth, there are problems related to arbitrary charges, fines, and apportionments by local and unit enterprises. Ninth, other problems of not implementing the Opinions of the CPC Central Committee and the State Council on Promoting the Development and Growth of Private Economy. Tenth, suggestions on promoting the development and growth of private economy.
The General Office of the State Council will summarize and sort out the problem clues, opinions and suggestions received, and urge relevant local authorities and departments to study and deal with them. The Supervision Office of the General Office of the State Council will directly send personnel to supervise important clues that have strong feedback from enterprises and the masses, bad social impact, universality and typicality. If it is verified to be true, it will be dealt with seriously according to laws and regulations.
