Notice on the Implementation of the Plan for Special Posts for School Teachers in the 2024 Rural Compulsory Education Stage

The education departments (education commissions) and finance departments (bureaus) of relevant provinces, autonomous regions, and municipalities directly under the Central Government, and the education bureaus and finance bureaus of Xinjiang Production and Construction Corps:



In order to thoroughly implement the spirit of the 20th CPC National Congress, further implement the Opinions of the CPC Central Committee and the State Council on Comprehensively Deepening the Reform of the Construction of Teachers in the New Era, strengthen the construction of rural teachers, promote the high-quality development of rural education, and realize the effective connection between the consolidation and expansion of poverty alleviation achievements and the revitalization of villages, The implementation of the special post plan for school teachers in the 2024 rural compulsory education stage (hereinafter referred to as the "special post plan") is hereby notified as follows.



1、 Policy points



(1) Scope of implementation. The implementation scope of the "special post plan" in 2024 is: the original concentrated contiguous areas with special difficulties, the central and western key counties for national poverty alleviation and development work, the provincial key counties for poverty alleviation and development work, the original counties in the western region to tackle the "two bases" (including some regiments of the Xinjiang Production and Construction Corps), Minority autonomous prefectures in some central provinces included in the national western development plan, as well as some border counties, minority autonomous counties and minority counties with special difficulties in the western region.



(2) Recruitment quantity. In 2024, the national plan will recruit 37000 teachers for the "Special Post Plan". See the quota distribution table for posts set up in each province (district, city) and Xinjiang Production and Construction Corps in the "Special Post Plan" in 2024 (annex).



(3) Recruitment conditions. 1. Meet the requirements of the recruitment post, have the corresponding teacher qualification certificate, and meet the standard of Mandarin, physical and psychological conditions as stipulated in the Law of the People's Republic of China on Teachers, Regulations on Teacher Qualification and other laws and regulations. Comply with the requirements of the Ten Guidelines for Professional Conduct of Primary and Secondary School Teachers in the New Era, and have no criminal record and other illegal records that cannot be employed. 2. It is required to have a bachelor's degree or above, and major in normal education. Graduates from teachers colleges can be appropriately recruited in primary school. 3. No older than 30 years old. 4. Volunteers who have participated in the "College Students Volunteer Service Western Plan", have experience in teaching, and graduates from normal universities who have participated in internship and teaching support for more than half a year are preferred under the same conditions. 5. Support and encourage qualified ex servicemen to teach in primary and secondary schools. The age limit for ex servicemen can be relaxed in consideration of the length of service and other factors.



(4) Work priorities. Focus on areas such as the original "three districts and three prefectures", key counties supported by the state in rural revitalization, and minority areas; We will continue to optimize the structure of the teaching staff, and further strengthen the complement of teachers in such weak disciplines as morality and the rule of law, sports and health, foreign language, science, labor, art, information technology, mental health, and special education.



2、 Job requirements



(1) Actively and effectively carry out recruitment. All localities should publish recruitment information in a timely and extensive manner in strict accordance with the approved number of posts and local actual conditions, and deploy public recruitment of special post teachers in 2024 in advance. Provinces that fail to complete the one-time recruitment plan may, according to the regulations, make up the recruitment or adjust the plan to organize the second recruitment. For the recruitment of special post teachers in remote and difficult areas and in urgent need of urgently needed majors, the proportion of opening examination can be appropriately reduced or not set in combination with the actual situation, and the method of interview and direct investigation can be adopted for public recruitment to delimit the line of passing grade. For areas with particularly remote and difficult conditions and serious loss of teachers, local students can be preferred. High level colleges and universities represented by "double first-class" construction colleges and universities are encouraged to deliver outstanding graduates with deep educational feelings, excellent professional quality and solid basic teaching skills to rural schools. Based on the recruitment of "special post plan" and according to the specific needs, the recruitment of local special post teachers should be well planned.



(2) Earnestly ensure the treatment of special post teachers. The central government will continue to give salary subsidies to teachers in the "special post program". From January 1, 2024, the salary subsidy standard for special post teachers will be increased from 35200 yuan per capita to 38800 yuan in central China and 38200 yuan per capita in western China. The Ministry of Education and the Ministry of Finance will allocate the central subsidy for the "special post plan" in 2024 according to the local post setting plan in 2024 and the number of special post teachers in previous years. All localities should strengthen their main responsibilities, ensure that the salaries of special post teachers are paid in full and on time, participate in social insurance according to regulations, and enjoy the same treatment as that of local public school teachers in terms of salary, professional title evaluation, merit evaluation, annual assessment, etc. under the same conditions. In strict accordance with the spirit of the relevant documents, ensure that the special post teachers who have completed their three-year service, passed the assessment and are willing to remain in the post are enrolled in time and put into practice their posts, do a good job in the transfer of relevant personnel, wage relations, etc., continuously calculate the length of service and teaching experience, no longer implement the probation period, and do a good job in the preparation and issuance of service certificates. Implement preferential policies for special post teachers upon expiration of service according to relevant national regulations. Implement the arrangement of turnover dormitory and help solve the practical difficulties of special post teachers in their work and life. Pilot provinces carrying out the post plan for chief teachers in rural primary and secondary schools in the central and western regions can include special post teachers into the studio for key training.



(3) Systematically carry out special post teacher training. All localities should aim at the goal of building an educational power by 2035, develop training plans around the construction of high-quality teachers, and provide high-quality training and research services for special post teachers. Strengthen the education of teachers' morality and style, standardize teachers' teaching behavior, constantly improve teachers' self-cultivation, and implement the fundamental task of building morality and cultivating people; Strengthen pre job training to help new teachers adapt to education and teaching as soon as possible; Optimize the training contents and methods according to the actual needs of special post teachers, and carry out targeted education and training; Strengthen the education and teaching skills training of non normal college graduates, and improve the basic quality and ability of education and teaching.



(4) Do a good job in information management of special post teachers. In 2024, the Ministry of Education will continue to take the data of the "National Teacher Management Information System" as the basic data for the implementation of the "special post plan" and the approval of recruitment plans. All regions should pay high attention to it, reverse the schedule, clarify responsibilities, do a solid job in the data entry and update of the "National Teacher Management Information System", and include the local special post teachers actually recruited into the data entry scope, Ensure that the database of special post teachers is complete and accurate. At the same time, in combination with the construction of the database of special post teachers, we should timely grasp the basic information of special post teachers, strengthen dynamic management, and deeply explore and widely publicize the outstanding models of special post teachers.



(5) Strictly carry out implementation supervision and guidance. All localities should strictly implement the implementation of the "special post plan" and the teacher security policy, focus on the recruitment of teachers according to the approved plan and job requirements, the payment of special post teachers' salaries in full and on time, the payment of "five insurances and one fund", and the timely handling of enrollment procedures for retained special post teachers upon expiration of service. For counties (cities and districts) with problems, they should timely supervise and urge the rectification. For provinces with outstanding problems and ineffective rectification, the number of posts will be appropriately reduced in the next year.
