In accordance with the relevant laws and regulations of China and the provisions of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Forestry and Fisheries of the Kingdom of Cambodia on quarantine and health requirements for the export of semi-finished Cambodian cattle hide chews to China, the semi-finished Cambodian cattle hide chews for pet food processing that meet the relevant requirements are allowed to be imported from now on.
1、 Inspection and quarantine basis
（1） Biosafety Law of the People's Republic of China;
（2） Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;
（3） Measures for the Supervision and Administration of Inspection and Quarantine of Import and Export Feeds and Feed Additives;
（4） Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Forestry and Fisheries of the Kingdom of Cambodia on Quarantine and Hygiene Requirements for Exporting Semi finished Cambodian Cowhide Bites to China.
2、 Scope of goods allowed to be imported
The semi-finished cow hide chew products in this announcement refer to the semi-finished cow hide chew products for pet food processing made from raw cow hide through processes such as hair removal, degreasing, softening, washing and drying.
3、 Requirements of manufacturer
The production and processing enterprises of semi-finished products of Cambodian cattle hide adhesive imported to China shall meet the following requirements:
（1） The site selection, layout, production and processing meet the relevant laws and regulations of Cambodia, and meet the requirements of animal health and epidemic prevention.
（2） Implement the health management system based on the principle of hazard analysis and critical control point (HACCP), establish and effectively operate the veterinary health and epidemic prevention system and product safety traceability system, meet the traceability requirements of the whole process from raw materials to exported products, be approved by the Ministry of Agriculture, Forestry and Fisheries of the Kingdom of Cambodia (hereinafter referred to as Cambodia), and accept its supervision and inspection.
（3） Cambodia shall recommend to the General Administration of Customs of the People's Republic of China (hereinafter referred to as the "Chinese side"), and only after obtaining the registration of the Chinese side can the semi-finished products of cow hide chew glue be exported to China. The registration period is 5 years, and the application for extension of registration shall be submitted to the Chinese side 6 months before the expiration of the validity period.
4、 Raw material requirements
Raw cow hide raw materials for semi-finished products of Chinese cattle hide glue bite shall meet the following requirements:
（1） The source animals were born and bred in Cambodia.
（2） The source animal breeding place did not report foot and mouth disease, bovine nodular skin disease and hemorrhagic septicemia within 6 months before the slaughter of cattle in the region.
（3） The source animals were not restricted in movement or killed due to the eradication of the epidemic.
（4） The source animals were slaughtered in a slaughterhouse approved by Cambodia, and there were no symptoms of infectious diseases after inspection before and after slaughter.
（5） If the cattle hide is imported from a third country, the raw cattle hide of that country should have been quarantined by China, and the imported raw materials should be quarantined by Cambodia before being put into use.
5、 Production and processing requirements
（1） The processing technology shall at least include the following procedures:
1. Soak in alkaline solution with PH value of 14 for 48 hours;
2. Soak in hydrogen peroxide with a concentration of 18% or sulfuric acid with a concentration of 5% for oxidation for 1 hour;
3. Dry and heat for 2 hours at 75-85 ℃.
（2） The inputs such as solvents and additives used in production and processing do not contain toxic and harmful substances harmful to animal health, or have been processed without toxic and harmful substances harmful to animal health.
6、 Packaging, labeling, storage and transportation requirements
（1） The semi-finished products of Chinese cattle hide adhesive must be packed with new, clean, well sealed and moisture-proof packaging materials that are not easily damaged.
（2） Chinese labels shall be added to the outer packaging of semi-finished products of cattle hide chew glue exported to China, and the labels shall comply with the requirements of the Regulations on Pet Feed Labels in China. The outer package must be marked with the name, address and registration number of the production and processing enterprise, and Chinese words such as "To the People's Republic of China" and "Not for human consumption" or "Only for pet food processing".
（3） Effective measures have been taken to avoid pollution during the production, storage and transportation of semi-finished products of Chinese cattle hide chews.
7、 Product requirements
（1） Before exporting the semi-finished products of Chinese cattle hide chew, 5 samples shall be randomly selected according to the production batch for testing, and the testing results shall meet the following requirements:
1. Salmonella: not detected in 25g sample, n=5，c=0，m=0，M=0。
2. Enterobacteriaceae: in 1g sample, n=5，c=2，m=10，M=300。
Among them,
N=number of samples tested;
C=number of samples with bacteria between m and M. If the number of bacteria in other samples is m or less, the sample is still considered acceptable;
M=threshold number of bacteria, CFU/g； If the number of bacteria in all samples does not exceed m, the results are deemed to meet the requirements;
M=maximum number of bacteria, CFU/g； If the number of bacteria in a single sample or multiple samples is M or more, the result is considered as unqualified.
（2） It is not allowed to carry or carry with it the goods prohibited from entering the country according to Chinese laws and regulations, nor contain toxic and harmful substances harmful to animal health, and meet the relevant safety and health standards of China and Cambodia.
8、 Pre export inspection and certification requirements
The semi-finished products of cattle hide bitches exported to China shall be inspected and quarantined by Cambodia, and a health certificate shall be issued to prove that the products meet the requirements of the relevant protocols of both parties. Each batch of semi-finished cow hide chew glue must be accompanied by a health certificate written in English, Cambodian or Chinese.
9、 Entry quarantine approval
Import enterprises shall apply for Entry Animal and Plant Quarantine License in accordance with relevant regulations.
10、 Entry inspection and quarantine
When the semi-finished products of Chinese cattle hide bitches arrive at China's entry ports, the Chinese customs shall carry out quarantine according to the following requirements.
（1） Verification of certificate.
1. Check whether the Entry Animal and Plant Quarantine License is attached.
2. Check whether it is from a registered enterprise.
3. Check whether the health certificate is true and valid.
（2） Inspection of goods.
In accordance with relevant laws, administrative regulations, rules and other provisions, and in combination with the requirements of this announcement, the Chinese Customs implements inspection and quarantine on semi-finished products of Cambodian cattle hide chew. Those passing the inspection and quarantine are allowed to enter the country.
（3） Handling of nonconformities.
1. If there is no valid health certificate, it shall be returned or destroyed.
2. Those from non registered Cambodian production enterprises shall be returned or destroyed.
3. If the goods certificate is inconsistent, it shall be returned or destroyed.
4. Soil, animal carcasses, animal excrements and quarantine pests that cannot be effectively quarantined shall be returned or destroyed.
5. If the label does not meet the standard and cannot be corrected, it shall be returned or destroyed.
6. If it is found that the safety and health items do not meet the Chinese pet feed hygiene standards after testing, it shall be treated as disinfestation, return or destruction.
7. The owner or agent of the goods shall be responsible for sorting out the broken bulk bags and containers. If the package is damaged and there is a risk of spreading animal or plant epidemics, the contaminated site, articles and appliances shall be quarantined.
