The "One Hundred Cities and One Thousand Parks" activity includes policy into the park, facilities into the park, technology into the park, standards into the park, applications into the park, enterprises into the park, services into the park, including but not limited to high-tech industrial development zones, economic development zones and other administrative parks at all levels, as well as advanced manufacturing clusters, SME characteristic industrial clusters and other key industrial development carriers.
（1） Policies enter the park. Local competent industrial and information departments and communication bureaus organize relevant industrial organizations, research institutions, industry experts, etc. to carry out propaganda and implementation of national and local industrial Internet related policies, promote and popularize the policy system, and identify the "through" action plan, 5G factory construction guide, "5G+industrial Internet" integration application pilot area Relevant documents such as equipment update and technical transformation shall be interpreted. Guide enterprises in the park to understand financial funds, industrial funds and other support policies for industrial Internet.
（2） Facilities enter the park. Promote enterprises to use 5G, time sensitive network, industrial optical network, IPv6 and other new network technologies to optimize and upgrade the park network, and encourage enterprises in the park to carry out pilot construction of industrial 5G private network; Encourage leading enterprises in the industry to build secondary nodes for identification resolution, and guide enterprises in the park to access the identification resolution system generally; Encourage the park to promote the industrial equipment and business system of the park on the cloud platform in combination with the industrial characteristics and actual needs; Deeply implement classified and hierarchical management of industrial Internet security, and guide enterprises in the park to access the national security situational awareness platform.

Guide enterprises in the park to accelerate the integration and application of new generation information communication technologies such as artificial intelligence, big data, blockchain, digital twins, edge computing and industrial Internet, accelerate the innovative application of industrial 5G chips/modules/gateways, industrial optical networks, cloud based PLC, security equipment and other technical products, publish the technical list and product list serving the park, and encourage the park Enterprises carry out equipment renewal and technological transformation in key industries.
（4） Standard access to the park. Carry out the publicity and implementation of industrial Internet related standard systems, guide enterprises in the park to implement industrial Internet related standards, and accelerate the implementation and popularization of national standards, industrial standards, and group standards such as industrial Internet architecture, data interchange, and industrial applications in the park. Encourage enterprises and institutions, research institutions, industry associations, etc. to participate in the development of standards, and promote the release of the list of park standards.

Promote enterprises in the park to prepare and implement the application guide for the integration of industrial Internet and industry segments, and provide small and medium-sized enterprises with replicable, promotable, lightweight and low-cost solutions. Encourage chain owners to build typical integrated innovative application benchmarks of industrial Internet, and drive the chain digital transformation of small and medium-sized enterprises. Guide the park to promote new industrial Internet models and formats such as platform design, intelligent production, personalized customization, networked collaboration, service-oriented extension, digital management, green production, refined investment and financing, and visual governance, and cultivate a number of typical application scenarios and model benchmarks.

Guide industrial enterprises, information communication enterprises, etc. to settle in the park, and achieve precise investment attraction of the park's industrial chain. Encourage various solution providers such as planning consultation, facility construction, system integration and application services to enter the park and provide integrated solutions for large, small and medium-sized enterprises in the park. Adhere to scenario driven and demand oriented, encourage the establishment of industrial Internet supply and demand resource pool in the park, and release the list of supply and demand directories.
（7） Services enter the park. Organize banks, insurance, funds and other financial institutions to go deep into the park, optimize the allocation of financial resources, and provide personalized and accurate financial products and services for enterprises. Encourage universities, institutions and industry associations to deepen the integration of industry and education, science and education, carry out training lectures, practical training, ability evaluation, skill exchange, etc., and jointly build a talent service system in the park. Promote the park to organize industrial Internet experts to carry out diagnostic assessment, help park enterprises to clarify the transformation path, develop targeted solutions, create a number of park demonstration application benchmarks, and promote the park's digital, networked, intelligent, and green development.
3、 Organization and implementation
The activities were guided by the Ministry of Industry and Information Technology, and the competent departments of industry and information technology in various regions and the Communications Administration organized China Information and Communication Research Institute, China Electronics Information Industry Development Research Institute, National Industrial Information Security Development Research Center, China Electronics Standardization Institute, China Electronics Product Reliability and Environment Test Institute, China Industrial Internet Research Institute Ministry of Network Security Industry Development Center, China Electronics Society, China Communications Society and other subordinate units to support the implementation. Encourage the China Federation of Industrial Economics, China Construction Machinery Industry Association, China Iron and Steel Industry Association, China Internet Association and other relevant industry associations to do a good job in supporting activities in their own industries and fields. Support industrial organizations such as the Industrial Internet Industry Alliance to set up a park service matrix, and provide industrial Internet integration services in combination with related work such as industrial Internet "platform+park" empowerment in-depth line, industrial Internet security in-depth line, small and medium-sized enterprises digital transformation city pilot, manufacturing new technology transformation city pilot, etc.
（1） Scheme submission. By the end of May 2024, local competent industry and information technology departments and communication administrations will systematically sort out the directory of the parks in the region, and formulate an activity implementation plan (attachment) for parks with development foundation and conditions and obvious demand for digital transformation, and report it to the Ministry of Industry and Information Technology (Information and Communication Administration).
（2） Activity implementation. By the end of October 2024, local industrial and information authorities and communication administrations will organize local activities to promote enterprises in the park to enhance their awareness, ability and effectiveness of using industrial Internet to accelerate digital transformation. Before the end of November 2024, organize and carry out the effectiveness evaluation, and form the activity summary and report it to the Ministry of Industry and Information Technology (Information and Communication Administration).
（3） Activity summary. The Ministry of Industry and Information Technology organized relevant units to carry out the evaluation of the park and the evaluation of the development effect, prepare a collection of outstanding cases of the park's industrial Internet digital transformation, intelligent transformation, and green development, and organize exchanges and promotion.
