In accordance with the laws and regulations of China and the provisions of the General Administration of Customs of the People's Republic of China (hereinafter referred to as "the Chinese side") and the Ministry of Agriculture, Forestry and Water Resources of the Republic of Serbia (hereinafter referred to as "the Serbian side") on the inspection, quarantine and health requirements for the export of dried plums to China, from now on, it is allowed to import dried plums from Serbia that meet the following requirements:
1、 Inspection and quarantine basis
(1) Food Safety Law of the People's Republic of China and its implementation regulations, Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementation regulations, Law of the People's Republic of China on Import and Export Commodity Inspection and its implementation regulations.
(2) Measures of the People's Republic of China for the Administration of Import and Export Food Safety.
(3) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Forestry and Water Resources of the Republic of Serbia on the Inspection, Quarantine and Hygiene Requirements of Serbian Plum Trunks Exported to China.
2、 Products allowed to be imported
The Serbian dried plums allowed to be imported refer to the plums made from the mature fruits of Prunus domestica L. grown in Serbia, which are dehydrated, dried, rehydrated, cored, and preserved in Serbia to produce edible plums for human consumption.
3、 Food safety requirements
The dried plum products imported from Serbia to China shall comply with Chinese food safety laws and regulations and national food safety standards.
4、 Phytosanitary requirements
(1) The dried plums imported from Serbia to China shall not carry the following quarantine pests of concern to China: Carpophilus sexpustulatus Fabricius, Ptinus tectus Boieldieu, Tribolium destructor Uyttenboogaart, and Monilinia fructicola (G. Winter) Honey.
(2) The prunes imported from Serbia to China shall not contain live insects, insect eggs, soil, weed seeds, plant residues, metal foreign matters, gravel and other impurities.
5、 Requirements of manufacturer
Serbian dried plums production enterprises shall ensure that their dried plums exported to China comply with the relevant laws and regulations of China on food safety and plant quarantine and the national food safety standards of China. The production, processing and storage units of dried plum exported to China shall be recommended by the Cypriot side and registered by the Chinese side.
6、 Processing requirements
The whole process of planting, production, processing, storage, transportation and export of Serbian dried plums exported to China shall comply with the relevant food safety and phytosanitary requirements of China and Serbia, and shall not be contaminated by pathogenic microorganisms or toxic and harmful substances.
7、 Packaging and identification requirements
The dried Serbian plum exported to China shall be packed with new, clean, hygienic and breathable materials that meet the requirements of food safety and plant quarantine. Each package shall be marked with "This product is destined for the People's Republic of China" in Chinese or English, as well as traceability information in Chinese or English, such as the product name, place of origin, name of production and processing enterprise and its registration number in China, name and address of exporter, etc. of dried plums. The above information can be pasted on the package in the form of labels.
8、 Transportation requirements
Before the dry shipment of Serbian plum to China, the means of transport shall be inspected by the Serbian side. The means of transport shall meet the sanitary requirements and shall not be mixed with quarantine pests or other restricted quarantine objects, such as weed seeds, living insects, plant residues, soil and other impurities.
9、 Certificate requirements
After the official inspection and quarantine, the Serbian side shall issue a phytosanitary certificate for the prunes approved for export to China. The additional declaration column of the certificate shall indicate the name of the prune production and processing enterprise, the registration number in China and "The prune certified by the phytosanitary certificate conforms to the provisions of the Protocol on Inspection, Quarantine and Health Requirements of Serbian prune to China signed by both sides in Belgrade on May 8, 2024. This batch of goods does not contain quarantine pests of concern to China, such as Carphilus sexpustulatus Fabricius, Ptinus tectus Boieldieu, Tribolium destructor Uytenboogaart, and Monilinia fructicola (G. Winter) Honey. "
10、 Other requirements
The Serbian Li Zigan exported to China should come from enterprises registered by China. The list of registered Serbian plum enterprises exporting to China can be queried through the website of the General Administration of Customs.
