Natural resources authorities, telecommunications authorities and mobile Internet application sponsors of all provinces, autonomous regions and municipalities directly under the Central Government:
In recent years, maps have been continuously applied to mobile Internet applications (hereinafter referred to as APP) for their three-dimensional and intuitive features and remarkable coupling effect, and have played an increasingly prominent role in promoting high-quality economic and social development and serving people's lives. In order to standardize the use of maps in the APP and further improve the intuitive, interactive and dynamic nature of the APP, we hereby inform you of the following matters:
1、 Improve political position
The correct national territory is a symbol of national sovereignty and territorial integrity, which reflects the will of a country in terms of sovereignty and its political and diplomatic position in the international community. The map is the most common and intuitive form of expression of the national territory, with serious political, rigorous scientific and strict legal nature. The use of "problem maps" in the APP that fail to perform map review procedures according to law, the wrong drawing of China's national boundaries, the omission of important islands in China, and even the marking of sensitive military and secret related information will seriously damage China's national sovereignty, security and development interests. All localities, relevant units and mobile Internet application sponsors should adhere to the overall national security concept, fully understand the importance of correctly publishing and using maps, enhance the awareness of national territory, and resolutely prevent the emergence of "problem maps".
2、 Standardize relevant behaviors
（1） Perform administrative examination and approval according to law. APP sponsors engaged in Internet map services shall, in accordance with the provisions of the Surveying and Mapping Law of the People's Republic of China, the Anti Telecommunication Network Fraud Law of the People's Republic of China, the Measures for the Administration of Internet Information Services, and the Regulations on Map Administration, perform map review procedures and ICP filing procedures with the competent departments of natural resources and telecommunications. If the map content changes or is updated, the map review procedure shall be performed again according to law.
（2） Strictly implement the main responsibility. The APP sponsor should implement the main responsibility of security, ensure that when the map is published and used, it accurately reflects China's territorial scope, administrative boundaries, important islands, etc., and marks the map review number; When quoting maps, the map source and review number shall be indicated; For registered users who use maps in violation of laws and regulations, warning, function restriction, account closing, record keeping and reporting measures shall be taken in accordance with the law. APP sponsors engaged in Internet map services should also continue to strengthen technical capacity building and strengthen the verification and proofreading of new content of Internet maps.
（3） Strengthen the publicity of national territory awareness. The sponsor of APP should actively participate in the propaganda of national map awareness according to the requirements of the competent department of natural resources and the competent department of telecommunications, be aware of the laws and regulations related to map management, firmly establish the concept of "maps are not trivial", specify the requirements for standardized use of maps during the development and online review of APP, and prevent the emergence of "problem maps" from the source, We should take practical actions to safeguard national sovereignty and security.
3、 Enhance collaboration and linkage
（1） Optimize services. Local natural resources authorities and telecommunications authorities should optimize map review, APP filing government services, provide information services and other convenient measures to improve work efficiency. Local natural resources authorities should increase efforts to release standard maps, continue to provide standard maps and maps with review numbers to the public free of charge through the standard map service system bzdt.ch.mnr.gov.cn and the national geographic information public service platform "Tiantu" www.tianditu.gov.cn, and constantly meet the needs of the public and legal entities for maps.
（2） Establish mechanisms. Local natural resources authorities and telecommunications authorities should establish working mechanisms such as information sharing, emergency response and joint punishment to form joint efforts. The two departments regularly report relevant map review information and APP filing information, discuss the "problem map" clues found in the sorted APP, conduct in-depth investigation on key violation clues, predict possible problems, propose measures for trend problems, improve the ability to prevent "problem map" and resist risks, Urge the APP sponsor to implement safety management responsibilities and obligations.
（3） Strengthen supervision. For the APP that publishes and uses maps, there are "those that should be submitted for approval but have not been submitted for approval, those that use maps that have not been reviewed and approved according to law to provide services, or those that do not check and proofread the new contents of Internet maps, those that upload and mark the contents that are not allowed to be shown on maps according to the relevant national regulations, and those that do not clearly mark the review map number at the appropriate position of the map" For violations of laws and regulations, the competent department of natural resources and the competent department of telecommunications will take measures to deal with APP sponsors in accordance with the law, and create a standardized and healthy market environment for Internet map services.
