When large technology companies increasingly try to consolidate their market dominance through artificial intelligence (AI) technology, will it bring new monopolies? William Barr, the former US Attorney General, raised such concerns in a recent article</ p>
The topic of large technology companies being suspected of monopoly is an old problem. Since Microsoft launched Windows, there have been discussions on how to prevent large technology companies from monopolizing, maintain normal market competition and ensure innovation vitality. The network effect and scale effect of the Internet economy have brought natural monopoly characteristics to the technology industry. Microsoft, Google, Apple, Facebook and other large technology companies have been interviewed and even sued for antitrust allegations. In March this year, the U.S. Department of Justice joined 16 states and the District of Columbia to jointly sue Apple for monopoly. "Every step of Apple's behavior has built and strengthened a moat around its smartphone monopoly."</ p>
However, it is hard to say how effective such discussions and measures are in the political and economic environment of the United States. The antitrust case of Microsoft in 1998 was considered as a milestone at that time. However, since then, the monopoly accusations faced by large US technology companies have not decreased. The global expansion of digital capital is bound to be accompanied by monopoly and hegemony. Substantive antitrust reform is almost equivalent to denying the capitalist system of the United States. Therefore, it is difficult to improve the discussion on anti-monopoly at the practical level. These discussions are more like the efforts of Sisyphus - until today, there has been no substantive effect. The issues that should be really concerned, such as the impact on industrial workers and how to achieve a more equitable distribution of the value created, have not received the necessary attention</ p> <adv-loader __attr__inner="7004636" __attr__style="width: auto; position: relative;float: left;border: 1px solid #ebebeb; padding: 20px;overflow: hidden;margin: 10px 30px 40px 0; "></adv-loader>
Some people in the United States are still worried that "AI may fall into the wrong hands". Some people, including Barr, are even more ideological, claiming that large technology companies need to "hand over technology or code" if they want to operate in China. This argument lacks novelty and is more a repetition of Washington's platitudes</ p>
Real industry insiders know that the network monitoring in the United States, whether using AI or not, is stronger, more comprehensive and more thorough than that in other countries. For example, the monitoring capability of the US National Security Agency is second to none in the world. The United States has already taken the lead in the application of AI technology to military affairs. The US military has used generative AI for daily management. The US Department of Defense also actively seeks to use AI for combat operations through generative AI working groups, defense innovation groups and other institutions. These facts reveal the importance of national security monitoring and military use control of the use of AI technology, not only for individual countries</ p>
With regard to the use of AI by large technology companies, an important issue that really deserves attention and consideration is how large technology companies can achieve sustainable inclusive development of AI. AI technology should mainly serve the creation of use value, rather than just serving the profits of Wall Street, rather than allowing a few leading enterprises to grab as many dividends as possible through the financial market. The providers of AI technology and products need to control their pursuit of profits and pay more attention to the realization of consumer value. This means that at the end user level, AI should help create more physical products and effective services, and enhance people's sense of gain and happiness</ p>
At the same time, we must really recognize the objective demand of AI development for a benign global integrated industrial chain and supply chain. In this sense, the real problem to be avoided is to "pan secure" the AI industry, and then through the wrong cognitive framework based on the Cold War thinking, Impose irrational interference and destruction. If this is done, it may have a more positive significance and impact on promoting the benign development of the AI industry</ p>
To sum up, we need to look rationally at the investment and development of large technology companies in the field of artificial intelligence. Although antitrust is an important topic, it is difficult to carry out corresponding substantive reform in the economic environment of the United States. At the same time, the supervision of large technology companies on the use of AI technology is inevitable and universal, and should not be targeted at a specific country. More importantly, we need to focus on how to use AI technology to achieve inclusive development, release new quality productivity, and create more use value for society. Only in this way can people really enjoy the benefits brought by AI technology.
