To achieve this goal, the plan proposes five key carbon reduction tasks, including accelerating the development and utilization of low-carbon technologies, promoting the substitution of low-carbon raw materials, optimizing the energy consumption structure, vigorously promoting green manufacturing, and promoting efficient low-carbon utilization of production capacity. Among them, in terms of promoting low-carbon raw material substitution, it is required to comprehensively promote the application of prefabricated buildings, and government funded or led projects should take the lead in promoting prefabricated construction technology; Improve the informatization level of the whole construction process, use building materials accurately, and reduce the use of high carbon building materials; The durability and sustainability of the whole life cycle of the project shall be considered as a whole, and the use of high-strength, high-performance, durable and recyclable materials and green building materials shall be encouraged.
Focusing on the above five key tasks, the program has set up columns for research and development and promotion of energy-saving and low-carbon technology and equipment, low-carbon raw material replacement project, energy consumption structure optimization project, green manufacturing demonstration project and capacity structure optimization project, and has refined the implementation path, methods and task objectives. In order to ensure the smooth progress of carbon peak in the building materials industry, the plan also proposes four safeguard measures, including strengthening overall promotion, increasing policy support, establishing and improving the accounting standard system, and strengthening basic capacity building.
