In order to thoroughly implement the spirit of General Secretary Xi Jinping's important speech, the first plenary meeting of the National Greening Committee studied how to give full play to the advantages of central enterprises in capital, management, technology, information and other aspects to participate in the construction of the Three North Project, and required central enterprises to actively participate in the construction of the Three North Project, with the goal of serving the country's major strategy and building a solid ecological security barrier in the north, Focusing on the annihilation war of Horqin Hunshandake Sandy Land, we will implement comprehensive management in the southern edge of Hunshandake Sandy Land at the junction of Chifeng City, Inner Mongolia, and Chengde City, Hebei Province, to effectively reduce the sources of sandstorms in Beijing and Tianjin, reduce the hazards of sandstorms, and ensure the ecological security of Beijing, Tianjin, and Hebei. The National Development and Reform Commission, the State owned Assets Supervision and Administration Commission of the State Council and the State Forestry and Grass Administration have determined that the Three Gorges Group and China Forest Group will be responsible for the construction of the southern edge project of Hunshandak Horqin Sandy Land in the form of project companies.
The first phase of Hunshandake Horqin Sandy Land South Edge Treatment Project aims to expand forest and grass coverage and eliminate exposed sand spots. The construction period is three years. It plans to control 360000 mu of sandy land, with a total investment of 340 million yuan, including 130 million yuan invested by central enterprises. The project construction adheres to the principle of seeking truth from facts, being scientific and reasonable, and combining trees, shrubs and grass. It adopts measures such as engineering sand fixation, arbor construction, artificial grass planting, and replanting shrubs and grass to carry out comprehensive treatment of desertified land, restoration of degraded grasslands, and consolidation and improvement of the treated achievements. After the completion of the project in 2026, the coverage of forest and grass will increase by 5.36%, and the ratio of mobile sandy land and semi fixed sandy land will decrease by 2.26%, echoing with the Saihanba Mechanical Forest Farm, a relatively complete savanna ecosystem will be basically built.
Since the implementation of the Hunshandake Horqin Sandy Land South Edge Treatment Project, all relevant units have effectively improved their political positions, and carried out a lot of work in establishing project companies, planning construction ideas, formulating work plans, planning the first phase project and pilot projects, preparing feasibility study reports and operation design plans, and coordinating land and water use seedlings (species).
