The provincial fire rescue team has drafted the Regulations on Fire Safety Management of High rise Buildings in Guangdong Province (Draft for Comments) based on the actual situation in Guangdong, and now solicits public opinions.

The reporter learned from the official website of Guangdong Provincial Fire Rescue Corps that in order to effectively strengthen the fire safety management of high-rise buildings, prevent fires and reduce fire hazards, Guangdong Provincial Fire Rescue Corps has drafted the Regulations on Fire Safety Management of High rise Buildings in Guangdong Province (Draft for Comments) (hereinafter referred to as the Draft for Comments) in combination with the actual situation of Guangdong Province, and now solicits public opinions.

The Draft is divided into five chapters, 55 articles in total, including general principles, fire safety guarantee of high-rise buildings, fire safety supervision, legal responsibilities, and supplementary provisions; The daily fire source and combustible management, electrical safety management, fire control room management, effective escape system management, fire patrol inspection, maintenance expenses, Internet of Things and intelligent technology management of high-rise buildings are clearly specified.

It is forbidden to change high-rise public buildings into warehouses without authorization

For the management of putting into use, Article 11 of the Draft for Comments proposes that after the high-rise building is put into use, it is not allowed to change the use function without authorization. The owner and user must implement the decoration project in accordance with the national technical standards for engineering construction fire protection, and carry out review, acceptance or filing in accordance with the review and acceptance system for fire protection design of construction projects.

It is forbidden to change high-rise residential buildings into hotels, warehouses, production and operation sites, e-commerce and other functions; Commercial service outlets are strictly prohibited to change to production sites and warehouses. High rise public buildings are not allowed to be changed into warehouses, production sites and other functions without authorization; If the original design function does not include commercial residential functions such as apartments and hotels, it shall not be used as commercial residential places such as apartments and hotels. If it is really necessary to change the use function of high-rise buildings, the change shall be implemented according to the overall building, and shall comply with the national engineering construction fire technical standards.

At the same time, Article 42 of the Draft also mentioned that those who change the use function of high-rise buildings without authorization will be ordered to correct within a time limit, and those who do not correct within the time limit will be fined not less than 50000 yuan but not more than 100000 yuan. If the realty service enterprise fails to perform its obligations of dissuasion and reporting, it shall be fined not less than 5000 yuan but not more than 20000 yuan; If the circumstances are serious, a fine of not less than 20000 yuan but not more than 50000 yuan shall be imposed; If the realty service is an individual, a warning or a fine of not more than 500 yuan shall be imposed.

If the decoration and acceptance are not carried out in accordance with the fire control design documents and technical standards for fire control, and the quality of fire control construction is reduced, the competent department of housing and urban and rural construction shall order correction or stop the construction, and impose a fine of not less than 10000 yuan but not more than 100000 yuan.

It is planned to encourage elevators to install electric vehicle intelligent stop system

In recent years, the fire safety of electric bicycles has attracted much attention. The Draft for Comments proposes that new high-rise buildings should be planned and built in accordance with national standards for centralized parking and charging of electric vehicles, and separate adjacent parts, lighting wells, pipe wells, and evacuation staircases with incombustible partitions.

The owners, managers or users of the existing high-rise buildings should build or rebuild the centralized parking and charging places for electric bicycles in accordance with national standards. If it is impossible to set up a place for centralized parking and charging of electric bicycles, the fire safety management of parking and charging of electric bicycles in the area shall be strengthened.

The Draft clearly states that the centralized parking and charging places for electric bicycles should be equipped with safety charging facilities with regular charging, automatic power-off, fault alarm and automatic fire control functions, and networked fire alarm systems and simple sprinkler systems should be established. Encourage elevators to install electric vehicle intelligent stop system.

It is prohibited to park or charge electric bicycles and their batteries in the public lobby, evacuation walkway, stairwell, emergency exit of high-rise buildings and indoor places that do not meet the fire safety conditions; It is forbidden to pull wires privately to charge electric vehicles and their batteries.

It is forbidden to bring electric bicycles into the elevator car in high-rise buildings. High rise public buildings are prohibited from removing batteries into buildings for charging (changing) in violation of regulations. Encourage and guide residents of high-rise residential buildings to use outdoor charging cabinets and other charging facilities to charge (replace) batteries. If it is really necessary to charge in the home, charging facilities with fire prevention function should be selected for charging.

In view of the responsibility for illegal acts of electric bicycles, Article 50 of the Draft for Comments proposes that if the centralized parking and charging places of electric bicycles do not meet the requirements, the township people's government and the sub district office shall order immediate rectification.

Those who place electric vehicles and their batteries or charge them in violation of regulations shall be ordered by the fire rescue department to make corrections immediately; If it refuses to make corrections, it shall be fined not less than 1000 yuan but not more than 5000 yuan for the unit and not less than 500 yuan but not more than 1000 yuan for the individual. In case of bringing an electric bicycle into the lift car or disassembling the battery into the building to charge (change) electricity in violation of regulations, the violator shall be fined less than 1000 yuan; If the public area has pasted the "No Parking" and "No Charging" signs, but still parks or charges the electric bicycle in violation of regulations, it shall be deemed as refusing to correct.
