The "Card" layout on the home page and in archives views feels dated and is hard to read.

Reduce the size of the thumbnail
The thumbnail is 128x128 and is overwhelming on first glance. Adding to the fact that many contain animations. The thumbnail is not the most important information on the page. I think display 75x75 is probably a better size.

Don't stack the excerpt on the right
Titles are pretty keyword heavy now and have become an eyesore. We need to do something about that with a more strategic approach. However, for now, the content doesn't need to be stuffed on the right side. We can put it below the thumbnail/image to make the more readable.

Use a more modern tile layout
The grey tile feels outdated. We recently introduced a card-like layout in https://developer.wordpress.org/ . Can we just reuse those styles?

Noting that this design matches the design of the Add New plugin interface in core, so any changes to the directory should be coordinated with equivalent core design changes.

The core plugin cards already greatly differ from the WordPress.org plugin cards at a technical level, and include showing different information, and in a different manner.

The overall design is similar, but I don't think there's any need to prioritise coordinating style updates, as they're not dependant upon one another in any way.

There's likely to be other changes and features on WordPress.org/plugins that isn't present on the core plugin page, but that could be later implemented into core.
