Macao people may apply for temporary assistance in case of emergency in Zhuhai. Yesterday, the reporter learned from Zhuhai Municipal Government that Zhuhai has recently issued the Work Plan of Zhuhai Macao Social Assistance Reform and Innovation Pilot (hereinafter referred to as the Plan). According to the Plan, Zhuhai set up a special fund to provide relief services to the middle-aged and elderly, the disabled, minors, seriously ill and other special vulnerable groups of Macao residents living in Zhuhai. It is reported that the Plan takes the lead in making bold innovations in the field of cross-border social assistance, and promotes the convergence of rules and mechanisms of Zhuhai Macao assistance.

Establish a social assistance information notification mechanism

Yang Hai, Deputy Director of Zhuhai Civil Affairs Bureau, introduced that according to the Plan, Zhuhai will actively explore the interconnection of social assistance information and the coordination of social assistance policies in Zhuhai and Macao from five aspects: building a work cooperation platform, establishing an information sharing mechanism, optimizing cross-border exchange processes, unblocking social assistance channels, and expanding social assistance services. According to the Plan, we will strengthen exchanges and cooperation with Macao and the cooperation zone, establish a joint meeting mechanism for social assistance cooperation, establish a leading group for social assistance cooperation, and carry out research on social assistance cooperation policies, integration of cooperation mechanisms, and research and judgment of key cases. At the same time, a liaison system will be established, and regular thematic discussions will be held on issues of common concern to Zhuhai, Macao, and the Guangdong Macao in-depth cooperation zone.

Establish a social assistance information reporting mechanism, including a regular reporting mechanism and an emergency reporting mechanism, to realize the exchange of information between Zhuhai, Macao and the people in need in the cooperation zone; Establish a mechanism to assist in the inspection of social assistance information, and carry out off-site verification of the relevant situation of people in difficulty. Strengthen coordination with financial institutions and Macao welfare departments, promote the optimization of cross-border exchange process, negotiate the cross-border exchange scheme of Macao economic aid funds, and realize the direct exchange of Macao economic aid funds by Macao residents in Zhuhai. We will improve Zhuhai's temporary assistance policy, and provide temporary assistance to Macao residents and residents in the cooperation zone who encounter emergencies in Zhuhai. At present, Zhuhai has two major types of social assistance: basic life assistance and special assistance. Zhuhai will explore the way of purchasing services to provide visits, visits, care and nursing, rehabilitation training, psychological counseling, ability improvement, social integration and other professional services for the middle-aged and elderly, the disabled, minors, seriously ill and other special groups of Macao residents living in Zhuhai.

Guide social forces to participate

We will promote the establishment of a special fund in the Zhuhai Municipal Fund for the Assistance of People in Need to provide assistance to Macao residents who are temporarily in trouble in Zhuhai. In terms of expanding social assistance services, we will vigorously guide social forces to participate in social assistance in Zhuhai and Macao. According to the relevant person in charge of the Zhuhai Finance Bureau, as of October this year, Zhuhai's financial departments at all levels have spent 102 million yuan on various kinds of assistance, such as minimum living security assistance, temporary assistance, assistance and support for people in special need, other life assistance and medical assistance. In addition, according to the Plan, a special fund should be set up in the support fund for the needy people to provide assistance to Macao residents who are temporarily in trouble in Zhuhai. The "Fund for the People in Difficulties" is a new work carried out in Zhuhai this year. At present, funds from all aspects have been basically raised.

Wang Ziqiang, chief economist of Zhuhai Financial Work Bureau, said that since the people in need of assistance are mainly the elderly and the disabled, when Macao's economic assistance funds are distributed, efforts should be made to transfer the funds directly to domestic accounts, and efforts should be made to realize the integration of capital exchange, so that the people in need of assistance can use their assistance funds more conveniently.
