In terms of the urban planning of this chemical area, we hope to maintain the beautiful natural landscape and urban appearance, realize the harmony and unity of artificial buildings and natural landscape, and turn this chemical area into a clean energy area, providing green and safe public places for local residents

Recently, the Urban Renewal Policy Seminar of the 13th World Congress of the World Association of Metropolis was held online. In the seminar, the participants delivered speeches, introduced projects, and conducted questions and interactions. They generally believed that urban upgrading and transformation should be based on meeting people's needs as the fundamental purpose and orientation, and should also take into account the environment, sustainability needs, economic value maintenance and other factors, so as to gather innovative solutions and collective wisdom for global urban renewal in sharing and dialogue.

Representative of the Longhe Union Trade Union in Lyon Metropolitan Area: How to transform the chemical industry area?

The life of residents living near the Chemical Industry Park will be greatly affected by the chemical industry, so we need more innovative urban strategic planning and governance to promote the transformation of these areas. Our innovative projects are carried out in the chemical industry area, hoping to achieve the goal of maintaining the normal economic activities of the chemical industry while also ensuring the healthy and safe living environment of nearby residents.

In terms of the urban planning of this chemical area, we hope to maintain the beautiful natural landscape and urban appearance, realize the harmony and unity of artificial buildings and natural landscape, and turn this chemical area into a clean energy area, providing green and safe public places for local residents. The chemical industry will inevitably bring some potential safety hazards, and we hope that corresponding measures can be taken to ensure safety, eliminate potential hazards, and provide a safe living environment for residents living in and around the chemical industry area.

Due to legal restrictions, we cannot do economic activities in the traditional sense, so we should consider some new innovative solutions. At the governance level, 80% of the land is owned by the Chemical Industry Group. Therefore, the Lyon Municipal Government needs to consult with the Industrial Group to persuade the Industrial Group to use a large area of land for natural landscape and green space construction.

During the development, we also considered the participation of professionals, enterprises, local residents and citizens. We explain to them what is called "productive landscape" in simple terms; Explain that the chemical industry park has risks, so you cannot easily enter the industrial park. Through these communications and explanations, we can ensure that people can accept that the chemical park with risks and potential safety hazards is next to the community I live in, and also let them understand that we have taken safety measures to prevent anyone from easily entering the park. By creating natural landscape and urban landscape, we make citizens feel that the environment they live in is still beautiful and healthy.

Representative of Paris Regional Research Institute: How can residents coexist well with the old plant facilities?

My topic is "Environmental issues and sustainable communities". In the process of reconstruction, our project fully considered the environmental and governance needs, and adopted corresponding innovative solutions.

There used to be many industrial groups in this area. They worked with the municipal government to upgrade this area. At that time, the industrial groups and the municipal government designed the basic framework together, hoping that this area could realize certain economic value.

This project first hopes to transform the industrial area along the Seine River so that this area can restore its daily functions. Because it was an industrial zone before, it was actually isolated from normal urban life. We hope to reconnect it with the Seine River and explore its industrial tradition. At the same time, we should make the function of this area sustainable and meet environmental requirements through operation.

Considering the needs of different generations, an important part of the project is to establish urban blocks. There are green areas here; Make sure the place is livable; There is a special parking area, which can be used by company employees who go to work in the morning, and can become a parking place for local residents to go home at night; The old plant does not need to be demolished and transformed into garbage collection and waste treatment facilities. All things are compatible and coexist.

Through this project, the community has been transformed into an ecological garden style community, becoming more beautiful and better adapted to the needs of residents.

Otavi Delavarga, Secretary General of the World Metropolitan Association: Local people must be considered in urban spatial planning

2020 brings us an important enlightenment: rethinking public space. The spatial planning of a city must consider the local people. Only when people's needs are met and they are willing to come here, can a place be energetic and valuable. We hope that people can live, work, study, play and engage in economic activities and production in urban space. At the same time, in the planning of urban space, it is also necessary to comprehensively consider the environment, sustainability needs and the maintenance of economic value.

Urban spatial planning needs not only the participation of experts and practitioners in urban planning, but also the participation of other multi experts, so that we can effectively implement the sustainable development agenda of the United Nations. Finally, urban planning projects must have a holistic view. Urban planning projects are connected with each other, and they can influence each other.
