Who is Ito Bowen?
Ito Bowen, a native of Changzhou (now the northwest of Yamaguchi Prefecture), Japan, was born into a family of vassals in Changzhou at the end of the Tokugawa shogunate. When Ito Bowen was young, he participated in the campaign of "respecting the king and fighting against the barbarians". In 1863, he studied in Britain to study the Navy, and after returning home, he actively engaged in the reverse movement with Takayama Jinzuo and others. After the Meiji Government was established in 1868, Ito Bowen served as a judge of the Foreign Affairs Bureau. Later, he successively held the posts of Dazang Shaofu, the Ministry of Civil Affairs Shaofu, the Ministry of Work Daifu, the Secretary of the Ministry of Work, the Secretary of the Interior, etc
