1. The Construction Bureau is the Ministry of Housing and Urban Rural Development (hereinafter referred to as the Construction Bureau) established in accordance with the State Council's institutional reform plan approved at the first session of the Eleventh National People's Congress and the Notice of the State Council on Institutional Setup (GF [2008] No. 11).
2. It is a component department of the State Council.
