The difference between 30 frames and 60 frames is not very big when viewed with the naked eye. At 30 frames a second, it seems a little snowy, but the picture quality is poor. At 60 frames, it will be better and clearer. So that's the difference between HD and non HD.
The higher the frame rate, the more frames generated per second, the more average the time of each frame generation, and the more coherent the picture appears. The 60 frame picture is obviously more coherent and clear than the 30 frame picture.
