Theft cases, regardless of the amount of stolen property, should be accepted, registered and seriously investigated. Where the amount of theft crime meets the local standards, it shall be established as a criminal case;
 Those who break into the house and steal, use tools such as blades or carry lethal weapons to steal, regardless of the amount of stolen property, shall be established as criminal cases;
 It is also a criminal case if it is obvious that the crime is committed by a habitual offender or committed by one person for many times, or if the circumstances or consequences are relatively serious even though the amount does not meet the prescribed standard;
 The rest shall be investigated and dealt with as public security cases. If it is found through work that a criminal case is constituted, it shall be established as a criminal case in a timely manner.
 If the amount of theft is more than 2000 yuan, or if it is less than 2000 yuan but the circumstances or consequences are serious, it shall be established as a major case; If the amount of theft is more than 20000 yuan, or if it is less than 20000 yuan but the circumstances or consequences are particularly serious, it shall be established as an extraordinary case.
