    It is not a criminal punishment. A fine is an administrative penalty or a method of public security administration penalty that compels an offender who violates the laws, regulations or rules of the administrative department to pay a certain amount of money within 15 days or on the spot.

    In Article 37 of the Criminal Law, if the circumstances of a crime are minor and do not require criminal punishment, criminal punishment may be exempted;
