    After the compensation and resettlement agreement is reached, both parties shall consciously implement it. If one party refuses to implement the contract, the other party has the right to file a civil lawsuit with the people's court or apply to the selected arbitration commission for arbitration according to the agreement. During the litigation period, the demolisher may apply to the people's court for advance performance according to law.

    In Article 119 of the Civil Procedure Law, a lawsuit must meet the following conditions:

    (1) The plaintiff is a citizen, legal person or other organization that has a direct interest in the case;

    (2) There are definite defendants;

    (3) There are specific claims, facts and reasons;

    (4) It falls within the scope of civil litigation accepted by the people's court and under the jurisdiction of the people's court to which the lawsuit is filed.
